Storm No. 3 caused severe damage to the northern provinces and cities. The agricultural sector also suffered many losses from cultivation to livestock, aquaculture, etc., affecting the supply of consumer goods and food after the storm. However, with the active participation of relevant authorities, market management has been basically ensured, resolutely preventing hoarding and unreasonable price increases after the storm.

Immediately after the storm, facing the risk of consumer goods being pushed up in price, affecting people's lives, Prime Minister Pham Minh Chinh signed Official Dispatch No. 95/CD-TTg on strengthening the supply of essential goods to serve people in localities affected by storm No. 3. The Department of Agriculture urges and guides localities to implement urgent measures to protect and restore agricultural production. Use all measures to quickly drain and prevent flooding to minimize damage to agricultural production; promptly rescue flooded areas of rice, crops, fruit trees, ornamental plants, etc.; guide people to implement specific measures to protect production, convert crops and livestock to suit the reality; preside over reviewing and synthesizing needs, coordinating with relevant agencies to propose to competent authorities to promptly issue and support plant varieties, livestock, aquatic products, materials and biological products for cultivation and livestock to support people to restore production immediately after storms and floods.

Implementing the direction of the Prime Minister, the Ministry of Industry and Trade requests the Departments of Industry and Trade of the northern provinces and cities directly affected by storms, floods and inundation to closely monitor the market situation, direct and coordinate with production and trading units to deploy measures to immediately use reserve goods and mobilized social resources to support and ensure adequate supply of essential goods and goods for post-storm recovery work for areas affected by storms and floods; mobilize, supervise and request business units of essential goods, construction materials, repair materials, textbooks, medicines, generators, electric storage devices, water storage devices, etc. to fulfill their commitments to stabilize commodity prices. At the same time, direct commercial business units, management units, and market operators in the area to have plans to supply goods, strengthen connections, and seek additional sources of goods from other localities so that supply activities are not interrupted.

In Quang Ninh, storm No. 3 has caused severe damage. In the aquaculture sector, over 1,000 cages and rafts for seafood farming were lost or swept away; in the agriculture sector, the total cultivated area of the province has been severely damaged after the storm to date, with over 7,000 hectares, of which over 6,600 hectares are at risk of total loss; the damage to livestock in the province is over 388,000 cattle and poultry died, of which the highest number are in Dong Trieu town, Quang Yen town, Ha Long city, Uong Bi city and Tien Yen district.

Faced with the huge losses to the agricultural sector and the risk of small traders taking advantage to increase prices of food, foodstuffs, and consumer goods, Quang Ninh province has requested the Industry and Trade sector and the provincial Market Management Department to strengthen propaganda, inspection, supervision, and handling of violations, and maintain market stability. In particular, market management teams across the province have stepped up inspection and supervision of business activities at supermarkets, traditional markets, food and essential goods businesses to serve people's consumption needs; at the same time, businesses are required to sign a commitment to comply with legal regulations, not to take advantage of natural disasters, storms and floods to speculate, hoard goods, and unreasonably increase prices; goods for sale must have clear origin, ensure quality, and label goods... in accordance with legal regulations.

Thanks to the strengthening of market management, after the storm, goods, food, and essential products basically still have enough supply to serve people's needs with controlled prices. Only a few items tend to increase slightly due to limited supply such as: Green vegetables increased by 20-25%; generators, lights and rechargeable fans increased by 15-20%.

To ensure the market price continues to be guaranteed, protecting the interests of consumers, the Department of Industry and Trade and the Provincial Market Management continue to actively and proactively monitor the supply and demand, prices of essential goods to regulate the market. At the same time, coordinate to manage prices, inspect, prevent hoarding, speculation, price manipulation, strictly handle violations.
