In Van Phong Economic Zone, Van Ninh district, Khanh Hoa province, many key projects are being implemented, with a scale ranging from thousands to tens of thousands of billions of VND, affecting thousands of households. Notable projects include Doc Da Trang Industrial Park, which is expected to start construction on April 2, 2025; Tu Bong New Urban Area Project and Dam Mon New Urban Area Project, which are awaiting appraisal by the Ministry of Finance; Co Ma High-end Urban Area Project, Van Phong Economic Zone Management Board has approved the results of investor selection... Van Ninh District People's Committee is responsible for coordinating with Van Phong Economic Zone Management Board and related units to carry out compensation, clearance and handover of clean land.
Mr. Dam Ngoc Quang, Chairman of Van Ninh District People's Committee, said that since the beginning of March 2025, the District People's Committee has completed the merger, streamlined the apparatus, and defined the functions and tasks of district-level government agencies. Currently, the workload of the district-level government related to compensation and clearance of projects is too large. Meanwhile, some civil servants are worried that there will soon be no more district-level government.
Mr. Dam Ngoc Quang said: “We try to direct, but our colleagues in the specialized departments are also worried. The progress of the projects is very high. If Van Ninh district does not implement projects such as Doc Da Trang Industrial Park, Co Ma Urban Area, etc., it will lose investors. Later, even if the district no longer exists, the province will still exist, and our colleagues in the commune and local people will also benefit from the project. The more difficult the time is, the more focused and determined we must be in carrying out our tasks.”
Khanh Hoa Provincial People's Committee requested agencies and localities to urgently complete the work of organizing, arranging personnel, and appointing leadership positions within agencies and units. At the same time, regulate the functions and duties of affiliated agencies and units to stabilize the apparatus and operate effectively. The Department of Home Affairs urgently consulted 2 to 3 plans to arrange commune-level administrative units in the area to proactively implement as soon as the Central Government decided on the plan.
Departments, branches and sectors urgently review and resolve outstanding work, striving to complete 2 months ahead of schedule, with contingencies in place for progress that may be affected by administrative unit rearrangements. Khanh Hoa Provincial People's Committee requested localities to complete zoning plans and district-level regional plans to attract investment and create momentum for development.
Mr. Vo Chi Vuong, Director of the Department of Home Affairs of Khanh Hoa province said: "We will just implement some specific contents that the Central Government has directed. We hope that the districts will implement the work normally because the Central Government has not issued any directive documents. We must implement investment and construction to ensure development, especially in the context of the heavy task of double-digit socio-economic growth."
In 2025, Khanh Hoa province aims to continue maintaining economic growth of 10.5%, with all sectors and fields striving to achieve their quarterly targets. Speed up land pricing, land use fee collection, and land rent collection. Strive to collect over VND25 trillion in budget revenue for the whole year, with over VND7,500 billion in the first quarter alone.
Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, emphasized that it is necessary to continue to promote public investment disbursement, remove obstacles in projects, free up resources, promote the sense of responsibility of district-level officials and civil servants, and avoid confusion and hesitation that affect common work.
“First, the economy must grow. As for policies to support workers who retire early, the Central Government has provided guidance, and Khanh Hoa province will implement them properly. The spirit must encourage cadres and civil servants to continue to work enthusiastically, regardless of their position. Comrades keep saying that from the District Secretary to the Commune Secretary, that is not right. The top priority must be given to security, politics, and maintaining social order and safety,” Mr. Nguyen Tan Tuan emphasized.
