Hoa Lu City - the "newest" city of Ninh Binh province after merging district and commune-level administrative units - has just been recognized by Deputy Prime Minister Tran Hong Ha as having completed the task of building new rural areas by 2025.

Specifically, Deputy Prime Minister Tran Hong Ha signed Decision No. 672/QD-TTg dated March 27, 2025 recognizing Hoa Lu city, Ninh Binh province as completing the task of building new rural areas.

Accordingly, the Deputy Prime Minister assigned the People's Committee of Ninh Binh province to be responsible for announcing according to regulations; and directed the People's Committee of Hoa Lu city to continue to maintain and improve the quality of the criteria.

Besides, focus on economic and environmental criteria to ensure sustainability in new rural construction.

Hoa Lu City was established on the basis of the arrangement of district and commune-level administrative units of Ninh Binh province in the period of 2023-2025.

Previously, according to Resolution No. 1318/NQ-UBTVQH 15 dated December 10, 2024, of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Ninh Binh province in the period of 2023-2025, Hoa Lu city was established on the basis of merging the entire Hoa Lu district and the entire Ninh Binh city.

Thus, compared to Ninh Binh city (before the merger) and Tam Diep city, Hoa Lu is the "newest" city of Ninh Binh province.

After the merger, Hoa Lu city has a natural area of ​​more than 150 km2 and a population of 237,000 people with 15 wards and 5 communes.

Hoa Lu city borders Yen Khanh, Gia Vien, Nho Quan, Yen Mo districts, Tam Diep city and Nam Dinh province.

In addition to the "newest" city of Hoa Lu, Ninh Binh province has another city, Tam Diep city. On April 10, 2015, the National Assembly Standing Committee issued Resolution No. 904/NQUBTVQH13 on the establishment of Tam Diep city.

In particular, Hoa Lu city is located at the intersection of five strategic national crossroads in the southern Red River Delta, ensuring trade between regions of the country, from Hoa Lu connecting with large urban areas, regions, especially the northern provinces.
