Comrade Nguyen Ngoc Dinh, Chairman of the Commune People's Committee, said: Xuan Phu does not have many advantages and favorable conditions like other localities, so when entering the construction of advanced and model new rural areas, the Party Committee and the commune government have focused on promoting propaganda and mobilization so that people understand and agree to join hands to implement economic, cultural and social criteria... Through propaganda, people of all walks of life in the commune have raised their awareness and sense of responsibility, unanimously contributing ideas and efforts to join hands in building new rural areas. In economic development, implementing the agricultural restructuring project for the period 2016-2020 and the plan for the period 2020-2025, the Commune People's Committee has specifically planned a production area for a large-scale model field in Tu field with an area of ​​50 hectares, creating a cultivation value of 115 million VND/ha, an increase of 30-40% compared to before building the model; The construction of a conversion area, with an area of ​​more than 10 hectares from low-yield rice cultivation to building a comprehensive farm, has achieved high results. In the 2023-2024 spring crop production, the whole commune has planted more than 350 hectares, the average rice yield reached 12 tons/ha, reaching 100% of the plan. Regarding livestock, the commune's total pig herd is more than 400 heads, 50 buffaloes and cows, and over 20,000 poultry heads. Implementing the program of one product per commune, the commune now has 6 products recognized as OCOP products. Agricultural production models associated with the development of OCOP products have contributed to increasing the value of agricultural production, creating jobs and increasing income for farmers. In addition, the commune proactively promotes the development of non-agricultural industries. Every year, the Commune Agriculture Committee coordinates with the District Agricultural Service Center to organize training courses on science and technology transfer, and mobilize working-age youth to participate in vocational training classes. The Commune People's Committee has adjusted and supplemented the land fund planning for industrial and handicraft development, creating land funds to build garment production facilities such as Hai Anh Garment Company and Phuc Loc Tho Garment Company, creating jobs for over 50 workers, with an average income of 4.5-7 million VND/person/month... Up to now, the average income per capita in the commune has reached 62.3 million VND/year.

With economic development, people have the conditions to contribute to the construction of important projects investing in education and training, building infrastructure, upgrading and purchasing equipment for cultural houses... From 2020 to now, the commune has mobilized people to contribute over 7,600 working days, donated more than 165,000 m2 of land to build intra-field roads; nearly 2,000 m2 to build village roads; invested in upgrading and renovating social welfare works, playgrounds, sports fields, planting flowers, ornamental plants, shade trees; organized environmental sanitation campaigns, ensuring the criteria of bright - green - clean - beautiful...; encouraged people to participate in buying voluntary health insurance cards, reaching over 97%. The commune has completed the items and auxiliary works of the commune's secondary school, the construction of a 3-storey classroom block of Xuan Phu Primary School with a cost of over 8 billion VND and has been put into use, thanks to which 100% of schools in the commune have met the standards. The construction of electric lighting lines in residential areas, the construction of stadium No. 2 in Hamlet 7, the upgrading of the traffic route in Hamlet 7 with a cost of over 1 billion VND were invested from the social mobilization of the people... The commune's health station has performed well the task of taking care of people's health. Basic policies are resolved promptly, social security is ensured. The rate of families achieving the title of cultural family is 90%; 7/7 hamlets (100%) have achieved the cultural title. In 2024, 7/7 hamlets were recognized as meeting the model NTM standards; Hamlet 6 has met the smart hamlet standards.

Promoting the results of building a model new rural area, in the coming time, Xuan Phu commune will continue to focus on effectively exploiting resources for investment in developing economic and social infrastructure; promoting the restructuring of the agricultural sector. Pay attention to developing industrial production - small-scale industry, services and traditional occupations. Along with economic development, pay attention to and focus on improving the quality of criteria in cultural and social fields; build a cultural lifestyle in residential areas; improve the quality of comprehensive education, the quality of national standard schools, green - clean - beautiful - safe schools... contributing to creating a comprehensive improvement.
