Prime Minister severely criticized 19 ministries, central agencies and 28 localities

(Dan Tri) - As of March 15, 19 ministries, central agencies and 28 localities have not yet fully allocated the 2025 public investment capital plan from the State budget that was assigned, and have just been criticized by the Prime Minister and requested to review.

Prime Minister Pham Minh Chinh has just signed an official dispatch to ministers, heads of ministerial-level agencies and leaders of provinces and cities, urging to promote disbursement of public investment capital in 2025.

This is a content that has been repeatedly urged by the Government and the Prime Minister , but according to the head of the Government, as of March 15, ministries, central and local agencies have only allocated about 93% of the assigned plan.

The amount of unallocated capital is still quite large at VND 57,700 billion, accounting for about 7% of 19 ministries, central agencies and 32 localities.

Disbursement results as of March 31 are estimated to reach 9.53% of the plan assigned by the Prime Minister, lower than the same period in 2024 (12.27%).

He also requested the ministries, central and local agencies to seriously review collective and individual responsibilities for handling according to Party regulations and State laws.

At the same time, the Prime Minister criticized 30 ministries, central agencies, and 27 localities as of March 31 for having disbursement rates below the national average.

The Prime Minister emphasized that in the context of many unpredictable fluctuations in the world economy, affected by the US imposing tariffs on Vietnamese exports, the results of public investment disbursement are of special importance, contributing to promoting growth, stabilizing the macro economy, and ensuring major balances of the economy.

This is also a factor promoting the successful implementation of the 2025 socio-economic development plan assigned by the Central Government and the National Assembly, especially the economic growth target of 8% or more.

The Prime Minister therefore urged ministries, branches and localities to promote responsibility, focus on leadership, direction and implementation to be more drastic, stronger, timely and effective in implementing tasks and solutions to promote the allocation and disbursement of public investment capital in 2025.

According to the Prime Minister, units need to consider this one of the top key political tasks that need to be prioritized.

The Government leader also requested units to urgently propose solutions for the remaining unallocated central budget capital in the 2025 plan, send it to the Ministry of Finance and update it on the national information system on public investment in accordance with regulations.

Accelerating the disbursement of public investment capital, as required by the Prime Minister, must be associated with ensuring the quality of works and projects, and preventing negativity, loss, waste, and group interests.

On the other hand, the Prime Minister emphasized the need to speed up site clearance and construction, remove difficulties and obstacles related to land and resources; proactively review and transfer capital between projects with slow disbursement to projects with better disbursement capacity and lacking capital.

Emphasizing the need to strengthen discipline, the Prime Minister requested strict handling of investors, project management boards, organizations and individuals who intentionally slow down the progress of allocating and disbursing public investment capital.

The Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries, agencies, and localities to synthesize and analyze the reasons for the proposal to extend (or not extend) the implementation period and disbursement of the central budget investment plan in 2024 to 2025. This must be reported to the Prime Minister before April 10.

For ministries, agencies and localities that disburse funds well, the Prime Minister requested to propose rewards. On the contrary, it is necessary to criticize and review the responsibilities of ministries, agencies and localities that disburse funds slowly.

In addition, the head of the Government noted that the Prime Minister's Working Groups need to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital at ministries, agencies, and localities.

Government delegations also need to work with localities on the situation of production and business, construction investment, import and export, continue to promote inspection and supervision activities, promptly remove difficulties and obstacles, and promote public investment disbursement.
