Strengthen inspection and examination of cultural, sports and tourism activities

Con Pagoda Festival, Con town (Hai Hau) is organized joyfully, healthily, economically, meeting the spiritual and cultural needs of the people.

Regarding cultural activities, closely following the content of the movement "All people unite to build a cultural life" associated with building new rural areas and civilized urban areas, the Department of Culture, Sports and Tourism advised the Steering Committee of the movement "All people unite to build a cultural life" of the province to issue an implementation plan. At the same time, guide localities to practice a civilized lifestyle in weddings, funerals and festivals; build a civilized lifestyle and cultural environment in agencies, units and enterprises; organize cultural, artistic, sports activities, games and folk performances rich in national identity, creating a joyful and exciting atmosphere among the people. Professional and amateur performing arts activities are increasingly developing. Scripts and content of art programs are constantly being innovated and created, meeting the increasing demand for art enjoyment of the public. Most of the public cultural and sports service establishments in the province have been assessed, licensed to operate and complied with the provisions of the law. Propaganda work has been effectively implemented by all levels and sectors from the province to the grassroots; especially in mobilizing people to voluntarily eliminate and destroy harmful cultural products that have negative impacts on community life.

Implementing the guidance and direction of the Inspectorate of the Ministry of Culture, Sports and Tourism, the Provincial Inspectorate and the inspection and examination work program and plan for 2024, the Inspectorate of the Department of Culture, Sports and Tourism coordinated with the Department's specialized departments, the Provincial Police's professional departments and the cultural inspection collaborators, the Police of communes, wards and towns to inspect cultural, sports and tourism service business activities in the area. The interdisciplinary inspection team organized 12 inspections and examined 127 establishments, including 41 relics, 53 sports facilities, 15 travel establishments, and 18 accommodation establishments; including: 1 administrative inspection; 11 specialized inspections and examinations (8 regular inspections according to plan, 1 surprise inspection under the direction of the Inspectorate of the Ministry of Culture, Sports and Tourism, 2 in coordination with the Inspectorate of the Ministry of Culture, Sports and Tourism). Through festival inspections, the relic establishments have complied with the provisions of the law on festival organization and management, and there are no negative manifestations such as: superstition, fortune telling, begging, using symbols, products, and mascots that are not in accordance with traditional customs, lighting fireworks, releasing sky lanterns, taking advantage of relics and festivals for personal gain, inciting violence, and illegal trading of cultural products... Regarding sports activities, through actual inspections, the establishments have complied with the provisions of the law on business sectors. The delegation also reminded the establishments to strictly comply with the provisions of the law, ensuring sufficient professional conditions, security and order conditions, fire prevention and fighting, environmental sanitation, and rescue work at the business location. Some establishments are in the process of upgrading and renovating their facilities to ensure they meet standards and serve customers safely and thoughtfully. Regarding tourism activities, most establishments have complied with the provisions of the law on tourism service business; however, through actual inspections, the Delegation has administratively fined 5 travel establishments for violations, paying the State budget 18 million VND; reminded some establishments that still have some errors that need to be corrected such as: not posting price lists, internal regulations or posting but placing them in difficult-to-observe locations, accommodation establishments have not ensured fire prevention and fighting conditions; travel companies have kept records of tourist groups but not scientifically and completely... In addition, the Department of Culture, Sports and Tourism coordinates with local authorities to strengthen management and closely monitor the implementation of prohibitions for establishments producing and importing discs, books, newspapers, calendars, paintings, and photos with unhealthy content, poor artistic quality, and not meeting the needs of the people; Detect violations, confiscate and destroy cultural products with obscene, pornographic, and violence-inciting content; at the same time, strictly handle organizations and individuals who violate the law. Through the activities of inspection and examination by functional agencies and localities, the awareness of law compliance of business households providing cultural, sports and tourism services has been raised; the content of cultural, sports and tourism activities has become routine, contributing to the effective implementation of the movement "All people unite to build a cultural life".

In the first months of 2025, spring festivals in the province have always received the attention and direction of local Party committees and authorities. Localities have developed plans, issued guiding documents, established festival organizing committees and organized implementation in accordance with the plans and festival programs approved by competent authorities. Sectors and localities have conducted inspections and examinations of the management and organization of festival activities, cultural activities and cultural service business, especially at the relics of Tran Temple - Thap Pagoda, Bao Loc Temple, Phu Day, Vieng Xuan Market Nam Truc and Vu Ban... focusing on the time before, during and after the festival, especially the organization and planning of relics, reception of tourists, environmental sanitation; propaganda work, ensuring security, order and traffic safety at the festivals. At the relic sites, the working delegation acknowledged and highly appreciated the efforts of local authorities in managing and organizing festivals in recent times. The management and organization of festivals and relics were carried out systematically, demonstrating the attention and determination of local authorities to create a new look for festivals and relics, becoming attractive destinations for tourists.

In the coming time, the Department of Culture, Sports and Tourism will continue to coordinate with relevant agencies to organize inspections and examinations of public service units under the Department; inspect business activities of sports services in the area such as: swimming pools, artificial turf football fields, gyms, yoga rooms... Inspect beach tourism spots, eco-tourism areas, accommodation and resort establishments. Promote propaganda and timely dissemination of the Party's policies and the State's laws and policies on business activities of karaoke services, restaurants and hotels; enhance the role and responsibility of authorities at all levels, especially local authorities in managing business activities of discs, internet, electronic games, advertising activities, organizing festivals, managing, preserving and promoting heritage values, cultural and sports activities at the grassroots level; Ensure that tourism service business activities develop in a professional, modern, civilized direction, creating a safe and healthy cultural environment, contributing to stimulating demand and promoting socio-economic development.
