Difficulty in disbursing capital to support production

Recently, the province has issued a number of policies to support production development. However, the disbursement of capital to support production is facing difficulties and obstacles.

Policies to support production development have created favorable conditions for organizations and individuals to invest in agricultural processing factories, creating raw material areas for production. Many agricultural products, especially OCOP products, the province's strong products produced by enterprises, are increasingly standing firm and reaching out to large markets thanks to meeting strict requirements on processing and preservation. Some major investors have implemented key projects, such as: High-tech agriculture in Dong Trieu town; high-tech seed production and experimental aquaculture of seafood; complex of seed production, high-tech super-intensive commercial shrimp farming, food and seafood processing, all in Dam Ha district...

From 2019 to now, the province has issued 3 resolutions on mechanisms and policies to support production development: Resolution No. 194/2019/NQ-HDND on policies to encourage investment and linkage in production, processing and consumption of agricultural products in the province; Resolution No. 15/2023/NQ-HDND stipulating support contents, application forms, procedures for selecting projects, plans, production options, selecting units to order production development support activities under national target programs in the province until 2025; Resolution No. 337/2021/NQ-HDND on stipulating a number of specific policies to encourage sustainable forestry development in the province.

However, there have been difficulties in the implementation process. That is, the conditions of household groups and cooperatives registering to implement projects under each national target program do not meet the minimum rate; in which, people from poor households, near-poor households, and households that have just escaped poverty account for 50%, and production locations are not located in communes or villages with special difficulties, so they are not eligible for support for production development under the national target program for socio-economic development in ethnic minority and mountainous areas. In addition, some communities are capable of implementing production development projects, but have not yet met the support conditions because they are not suitable for the local socio-economic development planning and plans or do not ensure the participation rate of people who are investment subjects of the national target program.

The biggest difficulty at present is that localities cannot find enterprises, cooperatives, cooperative groups, households, and individuals to be project owners to preside over the construction and implementation of value chain linkage projects according to Decree No. 98/2018/ND-CP of the Government and Resolution No. 194/2019/NQ-HDND, because they do not meet the capacity requirements to implement value chain linkage projects to ensure effectiveness; regulations for chain linkage projects are all attached to post-investment support projects, so enterprises and cooperatives that want to participate must have economic potential and knowledge to carry out investment procedures. Thus, small enterprises, cooperatives, and cooperative groups with insufficient economic potential find it difficult to participate.

According to the approval decision of the Provincial People's Committee in the period of 2021-2023, 46 district-level projects will be supported for about 762 individuals and organizations in a number of localities according to Resolution No. 194/2019/NQ-HDND (mainly Binh Lieu and Ba Che), with a total approved budget of nearly 30 billion VND. However, so far, only 28 projects have been approved to benefit from the policy with nearly 5.4 billion VND.

With the difficulties in disbursing capital to support production, the province and related sectors need to resolve them. This will contribute to creating a solid foundation for the province's agricultural sector to achieve its development goals in the coming time.
