Construction of coastal road project, section through Tien Hai district.

With a total estimated investment capital of over 2,500 billion VND, the project to build main roads connecting functional areas in Thai Binh Economic Zone is one of the priority investment projects creating the premise for the construction, formation and development of the Economic Zone in the coming time. Up to now, localities and units are focusing on speeding up the progress and putting the project into use soon.

Present at the construction site of Line 3 of the project, we clearly felt the atmosphere and urgency of hundreds of engineers and workers. Of the 4 lines of the project, Line 3 has the longest length with 13.07km running along the southern axis of Thai Binh Economic Zone, from the coastal road to National Highway 37B through the territory of Kien Xuong and Tien Hai districts.

Mr. Hoang Dinh Hieu, CEO of Xuan Quang Construction Joint Stock Company - the contractor of Line 3, said: The contractor has completed digging the roadbed, treated the weak roadbed, and is currently constructing the next structural layer, constructing underpasses, bridges and culverts across the road, with the estimated completed volume reaching nearly 60% of the contract value.

According to the assessment of the Provincial Traffic Construction Investment Project Management Board, the overall progress of all 4 routes currently under construction has met the set plan. As of January 8, all routes have resumed construction. However, the project is facing problems with the site clearance at intersections and the discontinuous handover of the site. In some cases, households that have not yet been cleared are located in the cleared sections; in addition, on routes 1, 2 and 5, there are technical infrastructure systems (electricity, water, telecommunications) running along or across the route that have not been relocated, greatly affecting the construction. For the area of land that has been handed over, the Board has directed and urged the construction unit to mobilize maximum human resources and means to speed up the progress. For the remaining residential land area, the Board has also requested local authorities to coordinate, speed up the site clearance progress, and hand over early to ensure the set plan.

A key project that the province is strongly directing, determined to complete and put into use in 2025 is the coastal road project.

Mr. Bui Chau Binh, Head of Project Management Department, Provincial Traffic Construction Investment Project Management Board, said: The project has just been approved by the Prime Minister to adjust the investment policy in Decision No. 192/QD-TTg, dated January 20, 2025. Accordingly, the total investment of the project is over VND 4,800 billion, of which the central budget capital is VND 1,100 billion; local budget capital and other legally mobilized capital sources are nearly VND 2,650 billion; BOT investor capital is nearly VND 1,090 billion. The contractor is making efforts to organize the construction, the construction work has reached over 80% of the workload according to the technical design documents of the project. Of which, the bridge items on the route have been basically completed, and some remaining items such as railings, lighting, bridge surface coating, four-foot cone... The road section has been constructed with K90 sand for 29.9/30.37km, K95 sand for 26.4/30.37km, K98 sand for 18.77/30.37km, crushed stone aggregate for 17.57/30.37km, and crushed stone aggregate for 4.5/30.37km.

Mr. Vu Van Toan, in charge of construction, Phuong Anh Construction and Trading Investment Company Limited said: To meet the project progress requirements after the investment policy adjustment was approved, from January 6, the project contractor, Phuong Anh Construction and Trading Investment Company Limited, mobilized human resources, vehicles, materials, and machinery to urgently construct the entire route.

In 2025, the year of completing the socio-economic development targets according to the Resolution of the Provincial Party Congress for the term 2020 - 2025, the Project Management Board will continue to do a good job of managing investment projects in construction of traffic infrastructure development projects assigned by the Provincial People's Committee. From January 6 to 8, all contractors of other key projects such as the Southern Ring Road of Thai Binh City, the road from the city to Sa Cao Bridge... simultaneously launched to carry out the items according to the plan and schedule. At construction sites of traffic projects across the province, investors and contractors have focused on mobilizing human resources, equipment, and machinery to implement construction immediately after Tet with the goal of ensuring progress and quality, completing and putting the projects into use soon, effectively serving the socio-economic development of the province.
