Reviewing the progress of GPMB of key projects in Quang Yen

On the afternoon of February 13, the provincial working group worked and reviewed the progress of site clearance and construction of a number of key projects in Quang Yen town. Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, Head of the working group chaired the meeting.

At the meeting, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, Head of the Working Group requested the departments, branches, and Quang Yen Town to clarify each problem in the progress of site clearance of each project. Therein, clearly report the areas that have not yet implemented site clearance work, the reasons for the delay in site clearance, the reasons for the delay in handing over the areas that have been cleared, the number of households that have not agreed to hand over the site; the problems arising in the site clearance process... At the same time, clarify the responsibilities of each department, branch, as well as the investors of the projects; in which he requested to clarify the responsibility of directing and operating in site clearance of the members of the Working Group as well as the leadership, direction and implementation of Quang Yen Town in site clearance of the projects.

Accordingly, departments, branches and Quang Yen town have reported and reviewed the progress of site clearance and site progress for each project. For public investment projects with provincial budget capital, there are 5 projects, including: The riverside road project connecting Ha Long - Hai Phong expressway to Dong Trieu city, in the town with a total length of 0.3 km, recovered area of ​​3.02 ha. Up to now, the site clearance work for the road has been completed and handed over to the Provincial Traffic Construction Project Management Board for project implementation.

The project of the riverside road connecting Ha Long - Hai Phong expressway to Dong Trieu city (Section from Dam Nha Mac intersection to provincial road 338) - phase 1, with a total length of 11.46 km passing through 7 communes and wards, invested by the Quang Ninh Provincial Project Management Board of Civil and Industrial Works, the land acquisition area is 72.38 ha, with 1,180 households and organizations affected. Up to now, 1,151 households have been cleared, equivalent to an area of ​​71.88 ha, with 5/7 communes and wards completing the clearance work. The area not cleared is 0.5 ha of 33 households.

Dam Nha Mac intersection project to Bac Tien Phong Industrial Park (phase 1), planning area is 11.22 ha, total route length is 1.55 km; completed inventory work, compensation and resettlement plan.

The project connects the Ha Long - Hai Phong Expressway (at Km 6+700) to Provincial Road 338 (10-lane road). The project has a total length of 4.04 km, with a reclaimed area of ​​43.44 ha. The progress of the first phase of site clearance has completely completed the site clearance work and handed over the entire area of ​​33.24 ha to the investor to implement the project. The second phase of the reclaimed area of ​​10.2 ha of the green corridor has completed site clearance of 3.44 ha, the remaining 6.76 ha, equivalent to 37 households, have not agreed.

Project to renovate and upgrade provincial road 338, from the intersection of Ben Rung bridge approach road to National Highway 18. The area requiring site clearance is 22.36 hectares, with 129 affected households. Site clearance has been completed and the investor has handed over 8.2 hectares with a length of 2km from Con Khoai bridge to Song Khoai dike for the project investor to carry out the next steps.

For non-budget projects, Song Khoai Industrial Park Project; Project to develop Seaport and Industrial Park Complex in Dam Nha Mac area; Nam Tien Phong Industrial Park Project, Dam Nha Mac in Tien Phong commune; Industrial Park, General Port and Warehouse Services Project in Dam Nha Mac - Bach Dang Industrial Park area; Ha Long Xanh Complex Urban Area Project in Quang Yen town; Site clearance work for these projects has been and is being implemented by Quang Yen town on schedule, meeting the needs of infrastructure construction in industrial parks.

After listening to and analyzing the opinions of the participants, Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, Head of the Working Group acknowledged the participation of departments, branches and Quang Yen Town. Compared to the previous meeting, the progress of site clearance and land allocation for key projects in Quang Yen Town has been accelerated; especially the tasks related to records, administrative procedures, and issues arising from reality for each household, each project... have been resolved.

To ensure the progress of the province's key projects, the Standing Vice Chairman of the Provincial People's Committee requested that the work of site clearance and accelerating the investment progress of projects in industrial parks in Quang Yen town must be done more drastically and substantially. Specifically, he requested the Department of Construction to be responsible for completing the administrative legal procedures to bring workers into the social housing project in Dong Mai Industrial Park. At the same time, complete the legal procedures of 150 hectares of land in Dong Mai Industrial Park expansion for investors, creating economic development momentum for the province.

Regarding Song Khoai Industrial Park, he requested Quang Yen Town to complete the procedures for handing over 169 hectares of cleared land to the investor within this February; re-examine more than 100m of the affected production water supply canal, assign Quang Yen Town to work with Yen Lap Irrigation Company Limited to study the legal procedures to implement immediately to keep up with the progress, avoid affecting the progress of the projects, and strive to open the route for this project by April 30 at the latest.

Regarding problems, difficulties, proposals for low compensation for residential land, high resettlement prices, requests for compensation for some properties built outside the boundary, some households waiting for resettlement in the minimum plot of land... The town must have a direction for implementation and must resolve the problems to the end. If the cases have been ensured to comply with regulations but the people do not agree, the town must resolutely enforce and protect the construction according to regulations. In particular, the heads of the Party Committee, government, associations and unions of the town need to be closer to the people to grasp their thoughts and aspirations and strengthen advocacy so that cadres, party members and people clearly understand that land acquisition and clearance is a key task and that the implementation of projects not only contributes to the development of the province and locality but also to the prosperity and happiness of the people in that general development.

Regarding the contractors' proposals on land sources for leveling some projects, the Standing Vice Chairman of the Provincial People's Committee has given specific instructions for each project. He also requested that contractors strictly comply with regulations on transportation routes, ensuring the safety of civil works such as electricity, roads, water channels... to avoid affecting the production process of the people.

To meet the needs of economic development, completion and connection of the transport system in the whole province, Quang Yen proposed that the province support investment in 6 more key projects: Project to expand Ben Rung bridge intersection to the town center; project to renovate and upgrade the old Song Chanh bridge; renovate and upgrade the road from Nam Cua culvert (Ben Giang) to the center of Hoang Tan commune and 1 cultural project to invest in upgrading the Bach Dang National Historical Relic Site. These are key projects connecting traffic between localities with the town center.

For this content, Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee assigned the Provincial Traffic Project Management Board to propose an investment policy to report to the province, and assigned Quang Yen Town to establish an investment proposal policy.
