Removing difficulties for key off-budget projects

Quang Ninh province is actively implementing the task of removing difficulties and obstacles for many key projects outside the state budget. The highest goal is to soon put these projects into construction investment, in order to attract more investment resources from outside the society, increase the economic growth rate in 2025, and create new development space in the era of national development.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, inspected the construction progress of the Van Ninh General Port project, phase 1 (Mong Cai City).

According to the report of the Provincial People's Committee, the province is currently focusing on removing difficulties for about 8 key non-budget projects and 2 projects in the form of public-private partnerships (Ha Long Xanh urban complex project; Van Ninh general port project phase 1; Quang Ninh LNG power plant project; Ha Long Ocean Park project; Quang Hanh high-class hot mineral resort project; high-class complex tourism service project in Van Don Economic Zone...) and a series of other projects of many strategic investors of the province, such as: BIM Group, Vingroup, Sun Group.

These projects all have large investment capital, however, due to difficulties and obstacles due to objective reasons, they have not yet met the requirements set by the province as well as the investors.

Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment, said: In recent years, land mechanisms and policies have always been adjusted and changed, making it difficult for localities to complete plans, appraise land prices, compensation support plans, site clearance, resettlement arrangements, and filling materials for project construction. Currently, the Land Law (amended) has come into effect, closely following the direction of the province, the unit has gradually advised and proposed to the Provincial People's Committee to find solutions for each specific project, ensuring that these projects can be put into synchronous implementation soon, contributing to promoting local socio-economic development.

Contractor for construction of Van Ninh General Port project phase 1 (Mong Cai city).

The Ha Long Xanh urban complex project, invested by Vingroup and Vinhomes Joint Stock Company, is built on a land fund of over 4,100 hectares in part of Ha Long City and Quang Yen Town. The total investment capital is expected to be up to VND 232,369 billion. The project is still facing difficulties in terms of filling materials, land rental prices, site clearance, adjustment of detailed plans, zoning plans, technical design appraisal, etc.

Faced with the above difficulties and obstacles and to avoid the project being interrupted for a long time, causing waste of investment resources of enterprises and investors, in many recent meetings of the Provincial Party Committee and the Provincial People's Committee, the provincial leaders have resolutely taken action to direct and completely remove the above "bottlenecks". Regarding the problems related to the landfill material mines, implementing the direction of the Provincial Party Committee and the Provincial People's Committee, the departments, branches, sectors and localities related to the project are focusing on closely following the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 80/QD-TTg (dated February 11, 2023) to arrange landfill material mines to serve the project, including calculating the plan to recover mine waste materials from coal industry units in the province. In the immediate future, the investor is actively completing the plan to exploit and use mine waste rock and soil in the Dong Trieu area, estimated at about 7-8 million ^m3.   to implement the leveling construction; at the same time, continue to coordinate with relevant departments, branches and sectors to research and find other suitable sources of leveling materials.

The Van Ninh General Port Project Phase 1 (Mong Cai City) invested by Van Ninh International Port Joint Stock Company is also facing difficulties and obstacles in the construction process, mainly related to adjusting the investment policy, adjusting the design solution from the successful road, adjusting the detailed planning to add the area of ​​the slope machine of the road leading to the port.

Trucks transporting landfill materials for the Ha Long Xanh Urban Complex project have been gathered for many years.

According to the Provincial Economic Zone Management Board, under the direction of the Provincial Party Committee and the Provincial People's Committee, the difficulties have been resolved by the departments, branches and sectors. It is expected that from now until May 2025, the province will support and accompany the investor in adjusting the basic design, environmental procedures, and granting construction permits for the road to the port.

Currently, the investor is focusing on machinery to construct project items, such as: dredging, pumping sand into Geotube bags, leveling the first phase of the site; constructing the first phase of the wharf; constructing and installing the 560kVA/0.4kV transformer station and energizing it; constructing the structure above the wharf, constructing the embankment to protect the shore..., deciding   Focus on completing the items that are qualified for construction as soon as possible, striving to put the entire project into operation and exploitation in 2026 as directed by the province.
