Accordingly, the National Assembly continued to question and answer questions on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision, questioning and resolutions of the National Assembly on thematic supervision, questioning from the beginning of the 15th term to the end of the 4th Session.
Questioning the Minister of Transport Nguyen Van Thang, delegate Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province said that currently, the expressway running through Binh Thuan province for nearly 200 km is in operation and circulation but there are no rest stops yet. According to the reflection of the people and voters, when traveling on this expressway, they do not know how to solve the problem of environmental sanitation? The delegate asked the Minister to tell how to solve this problem and when there will be rest stops to make people feel secure when traveling on the above expressway?
Responding to questions from delegates about rest stops on highways, Minister of Transport Nguyen Van Thang accepted the Minister's responsibility for the slow implementation of rest stops.
The Minister said that in the past, the implementation of expressways was carried out in a manner of: running and queuing at the same time. Meanwhile, if the rest stops were well exploited, it would be effective. The Ministry of Transport has directed strongly and promptly issued a circular guiding the selection of investors in the implementation of socialization. Previously, there were no specific regulations on the scale of rest stops, so the Ministry was determined in building a legal corridor, planning and implementing bidding, calling for investors.
Currently, bidding and selection of investors have been conducted, 9 rest stops of the component project of phase 1 are in the process of implementation. Phase 2 of the project will be carried out in parallel with the completion of the route.
Next, the Minister explained some opinions of delegates related to the quality of expressways. The Minister affirmed that there were problems but only occurred in one or two locations, with subjective and objective causes. The Ministry of Transport always puts quality first and follows international standards. The Ministry has coordinated with the Ministry of Construction and the Ministry of Natural Resources and Environment to remove difficulties for contractors, including financial difficulties. The problem under the responsibility of state management agencies needs to be resolved as quickly as possible.
