At the 12th session of the Provincial People's Council in December 2022, the Director of the Department of Information and Communications answered questions before the People's Council about the commitment to promoting digital transformation. However, up to now, Quang Ninh province is ranked 35th out of 63 provinces and cities in the index of direction, operation and assessment of service quality for people and businesses. As the standing agency, presiding over the implementation of the Digital Transformation Project, would you please tell us how the Department has advised on the implementation of the digital transformation task in the past time? What are the results of the implementation up to now?
Regarding the content of digital transformation, delegate Vu Dinh Nhan, Cam Pha City Delegation, questioned the Director of the Department of Information and Communications:
In practice, digital transformation in the province has brought many practical benefits and efficiency to agencies, units, businesses and people. In particular, the e-government system is an important tool to improve the work efficiency of officials and civil servants in performing public duties and handling administrative procedures. Currently, most of the direction, management, handling of administrative work and handling of administrative procedures are performed on the system. However, recently, through understanding the general situation, the system has been showing signs of overload, operating very slowly and often having errors, which directly affects and disrupts the work efficiency of officials and civil servants, especially affecting the submission and processing time of online administrative procedures of people and businesses.
I would like to request the Director of the Department of Information and Communications to inform us about this situation, how the industry has assessed it and what specific solutions the industry will take to overcome the above situation, contributing to improving the efficiency of the e-government system at all levels to effectively serve the people in the coming time.
Delegate Bui Thi Quynh Nga, Quang Yen Group questioned the Department of Information and Communications on the implementation results to promote digital transformation. According to the delegate, in Resolution No. 140/NQ-HDND dated November 9, 2022 of the Provincial People's Council on questioning and answering questions at the 12th Session, there are a number of tasks that need to be implemented to promote digital transformation in the province. However, through monitoring, the Medium-term Public Investment Plan for the period 2021-2025, the provincial budget does not have a list of projects in the field of technology and information; a number of tasks and projects related to the field of information and digital transformation allocated from regular expenditure sources that are not implemented must be canceled.
The delegate asked the Director of the Department of Information and Communications to report on the results of implementing the tasks stated in Resolution No. 140/NQ-HDND of the Provincial People's Council. At the same time, what solutions has the Department of Information and Communications had to advise the Provincial People's Committee when developing a medium-term public investment plan for the period 2026-2030 to build digital government, digital economy, digital society and build smart cities?
