When was the First Class Labor Medal awarded?

* Group 1:

The first-class "Labor Medal" is awarded or posthumously awarded to individuals who have continuously completed their tasks excellently, have many innovations in labor, construction and protection of the Fatherland, are exemplary in implementing the Party's guidelines and the State's policies and laws, and meet one of the following criteria:

- Awarded the Second Class Labor Medal and continuously achieved excellent results for the next 5 years or more, during which time 4 initiatives were applied with high efficiency, had a wide range of influence and set an example nationwide, recognized by ministries, departments, branches, provinces and central organizations;

- Having made outstanding achievements in work, study, and work that have a nationwide influence and set an example, recognized by ministries, departments, branches, provinces, and central organizations, or having made outstanding achievements and received high awards in the region or the world;

- Having inventions and innovations that are applied effectively, have a wide range of influence and set an example nationwide, recognized by ministries, departments, branches, provinces and central organizations;

- Have outstanding scientific works or works at the state level recognized by ministries, departments, branches, provinces, and central organizations.

* Group 2:

The first-class "Labor Medal" is awarded or posthumously awarded to exemplary workers, farmers, and laborers who comply well with the Party's policies and the State's laws and policies, and meet one of the following criteria:

- Meet one of the criteria of group 1;

- Workers have 04 inventions, innovations, and initiatives that bring high value benefits recognized by ministries, departments, branches, and central organizations and have contributed to training, fostering, and helping colleagues improve their professional qualifications and skills;

- Farmers with inventions, innovations, and initiatives that are effectively applied within the scope of ministries, departments, branches, and central organizations, bringing high-value benefits, or having an effective and stable production model for 5 years or more, helping many farming households escape poverty and creating jobs for many workers, recognized by the ministry or provincial level.

* Group 3:

The first-class "Labor Medal" is awarded or posthumously awarded to individuals with a long and continuous career of dedication in agencies, organizations and unions, with outstanding achievements in building and defending the Fatherland, meeting one of the following criteria:

- Recognized as a pre-uprising cadre and has held one of the following positions: Deputy Director, Deputy Director of Department, Deputy Head of Department, provincial-level sector or equivalent position;

- Continuously participated in 02 resistance wars against France and America and held one of the following positions:

+ Deputy Head of the Party Central Committee, Deputy Minister or equivalent position, Deputy Secretary of the Provincial Party Committee, Central City Party Committee, Chairman of the People's Council, People's Committee of the province, centrally run city, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Head of the central political-social organization.

+ Department Head, Standing Member of Provincial Party Committee, City Party Committee, Vice Chairman of People's Council, People's Committee, Chairman of Fatherland Front Committee of province, city directly under the Central Government for 10 years or more.

- Continuously participated in the resistance war against America or in building and defending the Fatherland, held one of the following positions:

+ Head of the Party Central Committee, Minister or equivalent position, Secretary of the Provincial Party Committee, Central City Party Committee, Standing Committee of the National Assembly, Head of the Central socio-political organization.

+ Deputy Head of the Party Central Committee, Deputy Minister or equivalent position, Deputy Secretary of the Provincial Party Committee, Central City Party Committee, Chairman of the People's Council, People's Committee of the province, centrally run city, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Head of the central political-social organization for 05 years or more.

+ Department Head, Standing Member of Provincial Party Committee, City Party Committee, Deputy Head of National Assembly Delegation, Vice Chairman of People's Council, People's Committee, Chairman of Fatherland Front Committee of province, centrally-run city or equivalent position for 15 years or more.

* Group 4:

The first-class "Labor Medal" is awarded to a collective that has excellently completed its tasks, is exemplary in implementing the Party's guidelines, the State's policies and laws, has internal solidarity, and meets one of the following criteria:

- Achieved outstanding achievements, had a wide range of influence and popularized learning and set an example nationwide, recognized by ministries, departments, branches, provinces and central organizations;

- Awarded the Second Class Labor Medal and continuously completed the tasks excellently for the next 5 years or more, during which time was awarded the "Emulation Flag of the Government" once and the Emulation Flag of the Ministry, Department, Branch, Province, Central Union twice or 4 times was awarded the Emulation Flag of the Ministry, Department, Branch, Province, Central Union. For collectives not eligible for the Emulation Flag, during that time, were awarded the Certificate of Merit of the Ministry, Department, Branch, Province, Central Union three times.

* Group 5:

Foreigners, overseas Vietnamese, and foreign groups with many outstanding achievements contributing to the country's socio-economic development, recognized and recommended by ministries, departments, branches, provinces, and central organizations.

- Having made outstanding achievements in work, study, and work that have influence and set an example in ministries, departments, branches, provinces, and central organizations recognized by ministries, departments, branches, provinces, and central organizations, or having made outstanding achievements that have won high awards in the region or the world;

- Having inventions and innovations that are applied effectively, have a wide range of influence and set an example in ministries, departments, branches, provinces and central organizations recognized by ministries, departments, branches, provinces and central organizations;

- Have outstanding scientific works or works at the ministerial, department, branch, provincial, or central mass organization level recognized by the ministerial, department, branch, provincial, or central mass organization.

* Group 2:

The Second Class Labor Medal is awarded or posthumously awarded to exemplary workers, farmers, and laborers who comply well with the Party's guidelines and the State's policies and laws, and meet one of the following criteria:

- Meet one of the standards specified in Clause 1 of this Article;

- Workers have 03 inventions, innovations, and initiatives that bring high value benefits recognized by the province and have contributed to training, fostering, and helping colleagues improve their professional qualifications and skills;

- Farmers with initiatives that are effectively applied in the province or centrally-run city, bringing high-value benefits, or have an effective and stable production model for 4 years or more, helping many farming households escape poverty and create jobs for workers, recognized by the province.

* Group 3:

The Second Class Labor Medal is awarded or posthumously awarded to individuals with a long and continuous career of dedication in agencies, organizations and unions, with outstanding achievements in national construction, meeting one of the following criteria:

- Continuously participated in 02 resistance wars against France and America and held one of the following positions:

+ Head of Department, Trade Office of Provincial Party Committee, Central City Party Committee, Deputy Head of National Assembly Delegation, Vice Chairman of People's Council, People's Committee, Chairman of Fatherland Front Committee of province, centrally run city from 06 years to less than 10 years.

+ Director of Department, Head of Department, Branch, Vice Chairman of Provincial Fatherland Front Committee, Secretary, Chairman of People's Council, People's Committee of district, town, Deputy Head of Department or equivalent position for 10 years or more.

- Continuously participated in the resistance war against America or in building and defending the Fatherland, held one of the following positions:

+ Department Head, Standing Committee of Provincial Party Committee, Central City Party Committee, Deputy Head of National Assembly Delegation, Vice Chairman of People's Council, People's Committee, Chairman of Fatherland Front Committee of province, centrally run city or equivalent position from 10 years to less than 15 years.

+ Director of Department, Head of Department, Branch, Vice Chairman of Provincial Fatherland Front Committee, Head of Provincial socio-political organization, Secretary, Chairman of People's Council, People's Committee of district, town, Deputy Head of Department or equivalent position for 15 years or more.

* Group 4:

Second-class "Labor Medal" is awarded to collectives that have excellently completed their tasks, are exemplary in implementing the Party's guidelines, policies and laws of the State, have internal solidarity, and meet one of the following criteria:

- Having excellent achievements, having influence and setting an example in ministries, departments, branches, provinces and central organizations recognized by ministries, departments, branches, provinces and central organizations;

- Awarded the Third Class Labor Medal and continuously completed the tasks excellently for the next 5 years or more, during which time was awarded the "Emulation Flag of the Government" once and the Emulation Flag of the Ministry, Department, Branch, Province, Central Union once or 3 times. For collectives not eligible for the Emulation Flag, during that time was awarded the Certificate of Merit of the Ministry, Department, Branch, Province, Central Union twice.

* Group 5:

Foreigners, overseas Vietnamese, and foreign groups with many outstanding achievements contributing to the country's socio-economic development, recognized and recommended by ministries, departments, branches, provinces, and central organizations.

- Awarded the "Certificate of Merit from the Prime Minister" and continuously achieved excellent results for the next 5 years or more, during which time 2 initiatives were applied effectively, had a scope of influence and set an example in ministries, departments, branches, provinces, and central organizations recognized by ministries, departments, branches, provinces, and central organizations;

- Having made outstanding achievements in work, study, and work that have a scope of influence and set an example in the field of ministries, departments, branches, provinces, and central organizations recognized by ministries, departments, branches, provinces, and central organizations, or having made outstanding achievements that have won high awards in the region or the world;

- Having inventions and innovations that are applied effectively, have a wide range of influence and set an example in the field of ministries, departments, branches, provinces, and central organizations recognized by ministries, departments, branches, provinces, and central organizations;

- Have outstanding scientific works or works in the field of ministries, departments, branches, provinces, and central organizations recognized by ministries, departments, branches, provinces, and central organizations.

* Group 2:

The Third Class Labor Medal is awarded or posthumously awarded to exemplary workers, farmers, and laborers who comply with the Party's policies and the State's laws and policies and meet one of the following criteria:

* Group 3:

The third-class "Labor Medal" is awarded or posthumously awarded to individuals with a long and continuous career of dedication in agencies, organizations and unions, with outstanding achievements in national construction, meeting one of the following criteria:

- Continuously participated in 02 resistance wars against France and America, held one of the following positions:

+ Head of Department, Standing Committee of Provincial Party Committee, Central City Party Committee, Vice Chairman of People's Council, People's Committee, Chairman of Fatherland Front Committee of province, centrally run city for 05 years.

+ Director of Department, Head of Department, Branch, Vice Chairman of Fatherland Front Committee and Head of provincial-level socio-political organization, Secretary, Chairman of People's Council, People's Committee of district, town, Deputy Head of Department or equivalent position from 06 years to less than 10 years.

Third-class "Labor Medal" is awarded to collectives that have excellently completed their tasks, are exemplary in implementing the Party's guidelines, policies and laws of the State, have internal solidarity, and meet one of the following criteria:

- Having excellent achievements, having influence and setting an example in the field of ministries, departments, branches, provinces and central organizations recognized by ministries, departments, branches, provinces and central organizations;

- Having a construction and development process of 10 years or more, during which time has been awarded the "Certificate of Merit from the Prime Minister" and continuously completing tasks excellently for the next 5 years or more, including 02 times being awarded the Emulation Flag of the Ministry, Department, Branch, Province, Central Union or 01 time being awarded the Emulation Flag of the Ministry, Department, Branch, Province, Central Union and 01 Certificate of Merit of the Ministry, Department, Branch, Province, Central Union. For collectives not eligible for the Emulation Flag, during that time, 02 times being awarded the Certificate of Merit of the Ministry, Department, Branch, Province, Central Union.

* Group 5:

Foreigners, overseas Vietnamese, and foreign groups with outstanding achievements contributing to the socio-economic development of the country, recognized and recommended by ministries, departments, branches, provinces, and central organizations.
