Foreign Affairs of the Week: Concretizing the content of the Strategic Partnership with Brazil; making Vietnam-Singapore cooperation a typical example of cooperation in the region

TG&VN Newspaper reviews some outstanding activities of Vietnam's foreign affairs during the week of March 24-31.

High-level diplomacy

Receiving US Ambassador to Vietnam Marc Knapper on March 31, General Secretary To Lam affirmed that the Party and State of Vietnam always pay attention to and create a favorable investment environment, support foreign enterprises in general and the US in particular to expand cooperation and investment in Vietnam, maintain the momentum of balanced and harmonious economic relations, sustainable growth, and bring practical benefits to the people of the two countries.

Brazilian President Lula da Silva paid a State visit to Vietnam from March 27-29 at the invitation of President Luong Cuong. After the official welcoming ceremony , President Lula da Silva and President Luong Cuong held talks . Receiving the Brazilian President, General Secretary To Lam highly appreciated Brazil's decision to recognize Vietnam's market economy status, thereby facilitating bilateral trade. Meeting with President Lula da Silva, Prime Minister Pham Minh Chinh affirmed that he would direct Vietnamese ministries and branches to create favorable conditions for trade and investment activities of Brazilian enterprises in Vietnam, especially in the fields of aviation and minerals. National Assembly Chairman Tran Thanh Man emphasized that Vietnam always attaches importance to and wishes to promote friendly relations and cooperation with Brazil. Within the framework of the visit, the Brazilian President attended the Vietnam-Brazil Economic Forum ; visited the Vietnam Military History Museum ...

On March 24, President Luong Cuong received Mr. Kamran Bayram Aliyev, Chief Prosecutor of the Supreme People's Procuracy of Azerbaijan . The President affirmed Vietnam's consistent policy of constantly strengthening friendly relations with traditional friendly countries, including Azerbaijan.

On March 31, Prime Minister Pham Minh Chinh met and worked with a delegation of 21 leading prestigious universities in the United States participating in the International Academic Exchange Program (IAPP) 2025 in Vietnam. The Prime Minister asked universities from the two countries to promote educational and training cooperation through specific, long-term, sustainable, practical and effective cooperation projects and plans.

Receiving Mr. Klaus Zellmer, Chairman of Skoda Auto Group on March 27, Prime Minister Pham Minh Chinh hoped that Skoda would develop the Vietnamese automobile industry ecosystem; not only producing cars but also other types of vehicles, as well as producing engines and equipment to supply automobile factories in Vietnam; from Vietnam, expanding the market to Southeast Asian countries.

On March 26, Prime Minister Pham Minh Chinh received Austrian Ambassador Philipp Agathonos on the occasion of his new term in Vietnam. The Prime Minister congratulated Ambassador Philipp Agathonos on his new assignment in Vietnam; he believed that with his many years of experience in diplomacy, Ambassador Philipp Agathonos would make active contributions to consolidating and enhancing the friendship and cooperation between Vietnam and Austria.

Just two weeks after General Secretary To Lam's visit to Singapore, the official visit to Vietnam by Prime Minister Lawrence Wong and his wife (from March 25-26) at the invitation of Prime Minister Pham Minh Chinh continued to arouse the aspiration to build a new stage for the relationship between the two countries. On this occasion, Prime Minister Lawrence Wong attended the official welcoming ceremony , held talks with Prime Minister Pham Minh Chinh , attended the groundbreaking ceremony of VSIP Thai Binh Industrial Park ; met with General Secretary To Lam , President Luong Cuong , and National Assembly Chairman Tran Thanh Man .


Activities of Deputy Prime Minister and Minister of Foreign Affairs

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son emphasized that Vietnam always attaches importance to the friendship and multifaceted cooperation with Belgium and highly appreciated the significance of the visit to Vietnam by the King and Queen of Belgium from March 31 to April 4 during a meeting with Deputy Prime Minister and Minister of Foreign Affairs, European Affairs and Development Cooperation of Belgium Maxime Prevot on March 31.

Chairing the 7th regular meeting of the Ministry of Foreign Affairs' Steering Committee on preventing and combating corruption, waste and negativity on March 27, Deputy Prime Minister, Minister of Foreign Affairs, Head of the Steering Committee Bui Thanh Son emphasized that the work of preventing and combating corruption, waste and negativity has always been directed by the Ministry's leaders resolutely, comprehensively and regularly. Thanks to that, in 2024, tasks in this field have been seriously, effectively and increasingly systematically implemented, achieving many positive results.

Receiving Mr. Daniel Kritenbrink, Member of the Board of Directors of Asia Group , former US Assistant Secretary of State, former US Ambassador to Vietnam On March 24, Deputy Prime Minister and Minister Bui Thanh Son suggested that US businesses increase their investment expansion in Vietnam, especially in areas where the US has strengths and Vietnam has demand such as high technology, semiconductor cooperation, training of high-quality human resources, etc.

On March 24, the Russian Embassy in Vietnam coordinated with the Ministry of Foreign Affairs to organize a ceremony to celebrate the 75th anniversary of the establishment of Vietnam-Russia diplomatic relations. (1950-2025). Attending the ceremony were Deputy Prime Minister and Minister Bui Thanh Son, Russian Ambassador to Vietnam Gennady Bezdetko, representatives of Vietnamese ministries, departments and agencies and the Russian community in Vietnam.


Bilateral diplomacy

Immediately after arriving in Vietnam, Brazilian President Luiz Inácio Lula da Silva gave an exclusive interview to TG&VN about the significance and importance of this visit. Ahead of the visit, Foreign Minister Mauro Vieira pointed out that Brazil and Vietnam celebrated the 35th anniversary of establishing diplomatic relations last year, and the bilateral relationship has been built on the foundation of friendship, cooperation, and mutual respect. Brazilian Ambassador to Vietnam Marco Farani shared with TG&VN the importance of the visit, identifying opportunities for cooperation between the two countries within the framework of the Strategic Partnership. According to Vietnamese Ambassador to Brazil Bui Van Nghi , President Luiz Inácio Lula da Silva is the first high-ranking Brazilian leader to visit Vietnam after 17 years, demonstrating the strong commitment of both sides to deepening the Strategic Partnership.

"The State visit to Vietnam of the King and Queen of Belgium from March 31 to April 4 at the invitation of President Luong Cuong is a special visit, of great significance to the relationship between the two countries ...", Deputy Foreign Minister Le Thi Thu Hang affirmed in a press interview before the visit. Sharing with the press, Belgian Ambassador to Vietnam Karl Van Den Bossche emphasized that this is the first State visit to Vietnam by King Philippe and Queen Mathilde. According to Vietnamese Ambassador to Belgium Nguyen Van Thao , each year King Philippe only makes one State visit outside the EU, and this year, Vietnam is the choice.

On March 28, the Vietnamese Embassy in the United States participated in displaying and promoting Vietnamese culture and cuisine at the annual Francophonie Cultural Festival at the French Embassy. This is the largest and most prominent cultural event of the Francophonie Cultural Month (March every year) in the United States.

On the occasion of the official visit to Vietnam by Singaporean Prime Minister Lawrence Wong and his wife, less than two weeks after General Secretary To Lam's visit to Singapore, Singaporean Ambassador to Vietnam Jaya Ratnam emphasized the significance and special nature of the visit as well as expectations for a new cooperation framework between the two countries. Meanwhile, Vietnamese Ambassador to Singapore Tran Phuoc Anh shared with TG&VN the special features of the visit and the implications of the Comprehensive Strategic Partnership.

Vietnam-Singapore relations are at their most brilliant stage of development, and we cannot forget the leaders who laid the foundation for that journey, including the late Prime Minister Lee Kuan Yew (September 16, 1923 - March 23, 2015). On the occasion of the 10th anniversary of the death of Singapore's first Prime Minister, Vietnamese Ambassador to Singapore Tran Phuoc Anh shared with TG&VN some of his imprints in the relationship with Vietnam.


Multilateral diplomacy

Deputy Foreign Minister Le Thi Thu Hang spoke to the press about the significance and importance of National Assembly Chairman Tran Thanh Man's attendance at the 150th Inter-Parliamentary Union (IPU) Assembly and official visits to Armenia and Uzbekistan from April 2-8. According to Vietnamese Ambassador to Russia Dang Minh Khoi , this is an important foreign affairs activity of a high-ranking leader in 2025, the first visit not only of the National Assembly Chairman, but also the first visit of a high-ranking Vietnamese leader to Armenia and Uzbekistan. The visit is meaningful and important on both multilateral and bilateral levels.

On March 27, a dialogue session was held between the Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) and the G77 member countries and China on current challenges to international trade and development. Ambassador Dang Hoang Giang - Head of the Permanent Mission of Vietnam to the UN attended and spoke at the event.

On March 30, at the request of Malaysia, the ASEAN Chair 2025, ASEAN Foreign Ministers held an urgent online meeting to discuss the recovery from the earthquake that occurred on March 28 in Myanmar and Thailand. Authorized by Deputy Prime Minister and Minister Bui Thanh Son, Deputy Foreign Minister Do Hung Viet, Head of ASEAN-Vietnam SOM, attended the meeting.

On March 27, the 4th meeting of the ASEAN-UK Joint Cooperation Committee (ASEAN-UK JCC) took place at the ASEAN Secretariat headquarters in Jakarta. This is the first JCC meeting of Vietnam as the coordinator of ASEAN-UK relations for the 2024-2027 term.

On March 26, at the UN headquarters in Vienna (Austria) , a seminar was held to introduce the signing ceremony of the UN Convention against Cybercrime , scheduled to be held in Hanoi in 2025. The seminar was held exclusively for delegates from the European region but still attracted the attention and participation of many delegates from other countries and a number of international organizations in Vienna.

On March 24, the Embassy of Vietnam in Belgium and the Grand Duchy of Luxembourg, the Vietnamese Delegation to the European Union (EU), organized a Seminar on promoting Vietnam-EU cooperation . The event was attended by nearly 30 guests who are members of the European Chamber of Commerce in Vietnam (EuroCham), the EU Ambassador to Vietnam, representatives of several EU agencies and representatives of the Embassy - Vietnamese Delegation.


Other activities

On March 25-26, Deputy Foreign Minister Nguyen Minh Hang attended the 2nd HSBC Global Investment Conference (GIS) held in Hong Kong, China. Deputy Minister Nguyen Minh Hang was also the main guest at the seminar “Vietnam: The leading investment destination in the region”, with the participation of many regional leaders of HSBC Bank and leaders of major corporations in the world.

On March 29, at the Hoan Kiem Lake walking street in Hanoi, the Vietnam National Commission for UNESCO and the People's Committee of Bac Ninh province jointly organized the program "The Quintessence of Bac Ninh Culture - Dong Ho Colors" . The program aims to promote the culture of Kinh Bac land, and at the same time, mobilize UNESCO to include this folk painting craft in the list of Intangible Cultural Heritage in Need of Urgent Protection of Humanity. Deputy Minister of Foreign Affairs Ngo Le Van attended and spoke at the program.

On March 27, Editor-in-Chief of The Gioi va Viet Nam Newspaper Nguyen Truong Son received Turkish Ambassador to Vietnam Korhan Kemik . At the meeting, the two sides discussed cooperation between the two countries in many fields, and discussed opportunities for media cooperation to further spread information about Vietnam to Turkey and vice versa, contributing to promoting greater understanding between the people of the two countries.

On March 30, a rescue team of the Ministry of National Defense and the Ministry of Public Security of Vietnam consisting of 106 people led by Major General Pham Van Ty, Deputy Director of the Department of Rescue and Relief of the Ministry of National Defense and Colonel Nguyen Minh Khuong, Deputy Director of the Department of Fire Prevention and Fighting, Ministry of Public Security, along with relief goods landed at Yangon airport, Myanmar to carry out rescue missions in areas affected by the earthquake on March 28.

On March 29, the Youth Union of the Ministry of Foreign Affairs organized the program "Returning to the Source and Volunteering in the Spring of At Ty 2025 " in Tuyen Quang province. With the message "Keeping the Fire of Tradition - Stepping Forward to the Future", the program aims to respond to Youth Month, express gratitude to revolutionary predecessors and spread the spirit of initiative and creativity of the generation of cadres and youth union members of the Ministry.

On March 25, in Hanoi, the Ministry of Foreign Affairs Trade Union organized the 2025 Ministry Trade Union Executive Committee Conference . Members of the Ministry Trade Union Executive Committee and representatives of trade unions of units attended the event.

Receiving Acting US Assistant Secretary of State Ann K. Ganzer in charge of the Bureau of International Security and Nonproliferation (ISN) on March 24, Deputy Minister Do Hung Viet proposed that the US soon remove Vietnam from the list of countries with high-tech export restrictions, creating favorable conditions for the two countries to promote cooperation and technology transfer.
