Over the years, the implementation of this policy has contributed to increasing the local forest coverage rate, creating jobs for people living near the forest, improving living needs; the area of ​​natural forests has been managed, protected and developed sustainably, limiting deforestation and illegal encroachment. However, the implementation of the above policy has encountered certain difficulties and obstacles, causing land and forest allocation to not achieve the expected results.

Specifically, poor households perform forest protection services very limitedly, not ensuring basic contents according to the contract such as: Protecting forests, not losing forests and forest land. The reason is that forest fires, deforestation, encroachment on forest land, cutting down forest trees... still occur. The implementation of the contract requires the person assigned the forest to have a very high responsibility, so when implementing, most poor households do not have enough capacity, do not dare to accept the contract to protect the forest.

In addition, the forests assigned to households for protection are often far from residential areas and have difficult terrain, so forest management and protection are not very effective. In addition, the allocation of land to poor households lacking production land has been assigned by forest owners to localities, but the efficiency of land use is not high.

The situation of land transfer is happening continuously without going through local authorities. Therefore, the lack of production land, as well as the situation of people destroying forests and encroaching on production land in the district continues to be unresolved...

In addition, according to regulations, the time to pay forest protection fees to ethnic minority households is at the end of the year. However, most ethnic minority households are poor and have difficult lives, so paying people at the end of the year is unreasonable.

After conducting a survey on the implementation of policies and laws on land allocation, forest allocation, forest protection and development associated with creating stable livelihoods, improving the lives of communities and households in ethnic minority and mountainous areas in the period of 2019 - 2023 in Khanh Vinh district, Mr. Nguyen Lam Thanh, Vice Chairman of the National Assembly's Ethnic Council shared: This is also a common problem of many localities, not only in Khanh Vinh district, so it needs to be focused on solving in the coming time.

According to Mr. Nguyen Lam Thanh, in the work of land allocation, forest allocation, and forest development, Khanh Vinh district needs to identify that people are the most important subjects in protecting forests.
