Urgently carry out tasks right after Tet holiday

Before the Lunar New Year, the People's Committee of Ninh Binh province issued Directive No. 16/CT-UBND dated December 28, 2023 on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2024. In particular, in addition to the tasks assigned to departments, branches, sectors and localities to prepare for the people to celebrate the Lunar New Year, the Chairman of the Provincial People's Committee directed that immediately after the Tet holiday, agencies, organizations and units urgently focus on work, not to delay affecting production and business activities, and strive to complete tasks right from the first days of the year.

At the One-stop Center of the People's Committee of Yen Khanh District, on the morning of the second working day after the Tet holiday, the number of people coming to carry out administrative procedures was quite large, especially in the area for making citizen identification cards.

Ms. Nguyen Thi Hoa (Hamlet 1, Khanh Cong Commune) said: I heard the announcement that the district's One-Stop Center will resume operations from the 6th day of Tet (February 15), so today I went to do the procedures to reissue a citizen identification card to facilitate transactions that require the use of personal identification papers. When I came here, I saw that the staff and civil servants of all departments were working in full force and on time, so I felt very secure and did not have to wait long... Along with posting and publicizing administrative procedures, the Yen Khanh District One-Stop Center also arranged specialized computers for people to conveniently look up administrative procedures and conduct online transactions.

When coming to carry out administrative procedures, people, especially those coming for the first time, are also guided by officials and civil servants on the specific steps and processes to complete them. In the 2 working days after the Lunar New Year holiday, the number of citizens coming is quite large, about 25-30 people/day, of which the land and citizen identification fields are the most crowded.

Comrade Nguyen Thi Thuy, civil servant in charge of the Internal Affairs sector at the Center, said: Realizing the need for transactions and administrative procedures of organizations and citizens to be carried out quickly and promptly, when returning to work, I and the officers and civil servants at the Center immediately started performing the task. We uphold our spirit and responsibility, enthusiastically guide the procedures, and limit the cases where people have to go back and forth many times...

In Yen Ninh town (Yen Khanh district), right from the beginning of the new year 2024, the local Party Committee and government have directed branches, unions, units, and residential areas to continue to effectively implement the 2023 working theme of the Provincial Party Executive Committee "Maintaining discipline, enhancing responsibility; innovation, creativity; efficiency, substance" in 2024 with practical and specific activities.

Comrade Vu Anh Tuan, Chairman of Yen Ninh Town People's Committee, said: Right after the 2024 Lunar New Year holiday, the Town People's Committee directed cadres and civil servants to focus on performing well the local political tasks such as: Agricultural production in time for the crop season, spring tree planting, preparing to send new recruits to the army... In particular, the town focuses on activities at the One-Stop Department to promptly meet the needs of handling administrative procedures of organizations and citizens.

The leaders of the Town People's Committee have thoroughly instructed cadres and civil servants to strictly follow working hours, uphold spirit and responsibility, have proper attitudes in communication and behavior with citizens, promptly resolve and handle work right from the first working day, especially backlog and slow-progress work due to Tet holiday. They require cadres and civil servants to strictly implement administrative discipline and labor discipline, not to organize spring outings, New Year greetings, affecting work time and efficiency, and absolutely not to attend festivals during working hours...

Last year, the town's administrative reform index had many changes, ranking 9th out of 19 communes and towns. The town has had many solutions to promote the construction of e-government and digital transformation to serve the task of local socio-economic development. Up to now, the town has done well in receiving, transferring, processing and digitally signing documents on the iOffice document management system; deploying 100% of outgoing documents to be digitally signed; effectively implementing software for managing cadres and civil servants; and specialized software according to regulations. The work of receiving and handling administrative procedures on the electronic one-stop information system has been effectively implemented.

In 2023, the town received and processed online public services in full, partly 5,250 records, certified 250 electronic copies... thereby contributing to the socio-economic development of the locality with 10/11 implementation targets achieved and exceeded the set plan...

For the Provincial Public Administration Service Center, although these are the first days of returning to operation after the Lunar New Year holiday, the people's transaction needs are quite high. In the first 2 days after the holiday (February 15 & 16), the Center processed 629 files; of which the Transportation sector had the highest number with 257 files; the Judicial sector had 125 files; the Provincial Police received 154 files; Social Insurance had 65 files...

Comrade Pham Thi Sang, civil servant in charge of the Judicial sector, said: Due to the nature of the sector, the number of citizens coming to transact every day is large. On the 6th day of Tet, the Judicial sector received and processed more than 50 files, on the 7th day, more than 70 files, mainly requests for judicial records.

Comrade Pham Ngoc Phong, Deputy Director of the Provincial Public Administration Service Center, said: Over the past year, along with solutions in implementing digital transformation, civil servants, public employees and workers working at the Center have always upheld the spirit of responsibility, solidarity, strictly implemented discipline, administrative discipline, culture and civility in the office; built a scientific, professional and friendly working style and manner in performing public duties.

Entering 2024, the Public Administration Service Center will continue to strictly implement the direction of the Provincial Party Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee on improving the quality of public service performance of civil servants and public employees in receiving and handling administrative procedures and serving people and organizations when they come to work at the Center; proactively coordinate with agencies and units to publicly post information on administrative procedures on the Center's electronic information page; participate in and propose to competent authorities to review and reduce the time for receiving and handling administrative procedures, develop internal procedures, update electronic procedures for administrative procedures on the Provincial Administrative Procedure Information System, etc.
