Opening of Hai Phong City Digital Government Project - one of the important projects in developing digital economy and digital society
(Haiphong.gov.vn) - On the afternoon of November 21, at the City Convention Center, the City People's Committee held the inauguration ceremony of the Hai Phong City Digital Government Project - one of the important projects in the development of the digital economy and digital society. This is an important event in the series of activities of the city in response to the National Digital Transformation Day 2024.
Attending the opening ceremony on the Central side were comrade Phan Tam, Deputy Minister of Information and Communications; representatives of departments and offices under the Ministry of Information and Communications.
On the city side, there were comrade Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; comrades of the Standing Committee of the City Party Committee: Pham Van Lap, Chairman of the City People's Council; Dao Trong Duc, Chairman of the Vietnam Fatherland Front Committee of the city; Nguyen Dinh Chuyen, Chairman of the City Party Committee's Inspection Committee; Dao Khanh Ha, Head of the City Party Committee's Propaganda Department; Le Tri Vu, Head of the City Party Committee's Organization Department; Pham Van Thep, Head of the City Party Committee's Mass Mobilization Department and comrade Bui Duc Quang, Vice Chairman of the City People's Council; Hoang Minh Cuong, Vice Chairman of the City People's Committee and representatives of leaders of Departments, branches and localities.
The Hai Phong Digital Government Project is a digital interaction channel that narrows the gap between the government and the people and businesses operating in the city. The project is expected to contribute to improving quality, increasing people's satisfaction, and promoting the responsibility of state agencies in building an honest, active, and increasingly better-serving government. The project will continue to be improved and upgraded in the coming time to create a solid foundation for the city's development.
On November 4, 2021, the City People's Council issued Resolution No. 45/NQ-HDND on investment policy for the Project to implement a number of contents to build the Digital Government of Hai Phong City in the period of 2021-2025; The City People's Committee assigned the Department of Information and Communications as the project investor.
Digital transformation is considered a new driving force for development, capable of creating great strides in economic and social development, as well as in innovating state management activities to bring satisfaction to people and businesses. Recognizing this importance, the Hai Phong digital government project has set a very challenging goal: 100% of administrative procedures that meet the conditions prescribed by law are provided in the form of level 4 online public services. 100% of people and businesses when using online public services are identified and authenticated seamlessly and unified across all systems of government levels from central to local. 100% of city-level state agencies participate in opening data and providing open data to serve the development of digital government, digital economy, and digital society.
To effectively achieve that goal, the city has built a data sharing integration platform (LGSP), which has so far connected 23 databases and information systems of central ministries and branches. It has built a shared data warehouse for Hai Phong city and an open data service portal for the city. It has initialized 58 data tables belonging to 19/57 shared databases, provided by 14/20 departments and branches, with 50 out of 98 open data sets provided by 7/20 departments and branches of the city on the open data portal, helping people and businesses easily access and exploit information.
In addition, building a Data Warehouse for citizens and organizations when conducting online transactions with state agencies, storing the results of administrative procedure settlement. In addition, building a centralized platform for analyzing and processing aggregated data, with artificial intelligence applications to optimize operations. Initially implementing a data analysis model for the education sector, data for administrative procedure settlement, and data of the Economic Zone Management Board.
In particular, the city focuses on building electronic authentication and identification services for people and businesses in the area and building multi-platform applications to serve the overall operation and management of the government (Egov Hai Phong) to serve officials and civil servants of state agencies. At the same time, many applications on many digital platforms are built to provide services to people and businesses (Smart Hai Phong), as well as a system to monitor, inspect and evaluate digital government services and a system to develop digital skills of Hai Phong city to facilitate the exchange of learning resources and organize online digital skills training courses throughout the city...
Speaking at the opening ceremony of the Project, Vice Chairman of the City People's Committee Hoang Minh Cuong emphasized that the announcement of the city's shared data warehouse, digital platforms, applications and digital services under the Project "Implementing a number of contents to build the Digital Government of Hai Phong City in the period of 2021-2025" has a very important meaning and role, as the basis for officially operating shared infrastructures serving digital government, promoting the development of digital economy and digital society in the city. This is considered a very important step to carry out digital transformation in the new period.
To ensure the effective operation of digital platforms, develop digital data, applications, and digital services to improve the effectiveness of direction and administration, serving people and businesses, on behalf of the City People's Committee, Vice Chairman of the City People's Committee Hoang Minh Cuong assigned the Department of Information and Communications to preside over and coordinate with relevant departments, branches, localities, and units immediately after the project launch, focusing on implementing a number of key tasks: Urgently review, develop and submit to the City People's Committee for promulgation of regulations on management and operation of shared information systems, ensuring practicality and efficiency. Deploy training, coaching, and full guidance for each user in the management, operation, and updating of shared data, specialized data, connection, sharing, and synchronization with data of central ministries and branches. At the same time, it must go hand in hand with ensuring information security, network security, and protection of personal data.
The Vice Chairman of the City People's Committee proposed to promote propaganda and training for members of the community digital technology team, in which youth union members and young cadres play the core role in guiding people to exploit and use digital services, handle administrative procedures, make online payments, and enhance interaction between people and government agencies. Sectors, units, and localities are responsible for disseminating and deploying to cadres, civil servants, and public employees in agencies and units, coordinating the implementation of management, operation, and exploitation of shared information systems invested in from the project. Gradually apply artificial intelligence, analyze and process data, support decision-making in directing, operating, and providing new services in the digital environment for people and businesses.
The Vice Chairman of the City People's Committee assigned the Department of Information and Communications to coordinate with relevant units to develop and submit to the City People's Committee a set of criteria to assess the level of digital transformation of Departments, branches and localities; advise the City People's Committee to organize the announcement of the results of the assessment and ranking of the level of digital transformation of Departments, branches and localities in the first quarter of 2025.
