Attending the event were comrade Tran Thi My Hanh - Member of the Provincial Party Committee, Director of the Department of Culture and Sports; representatives of provincial departments, branches and units; leaders of Dien Chau district; leaders of the Department of Culture - Sports of Dien Chau, Yen Thanh, Quynh Luu, Nghi Loc districts and Hoang Mai town.

Speaking at the opening ceremony of the festival, Ms. Tran Thi My Hanh - Director of the Department of Culture and Sports, Head of the Festival Organizing Committee, stated: On November 27, 2014, Nghe Tinh Vi and Giam folk songs were recognized by UNESCO as a representative intangible cultural heritage of humanity, becoming the pride of the country and the people of Nghe An and Ha Tinh provinces.
Since then, it has marked an important milestone and has great significance in the work of preserving and promoting the value of Nghe Tinh Vi and Giam folk songs in the current period. Over the past decade, the authorities and people of the two provinces have joined hands and made efforts to come up with many positive solutions to protect the heritage in a way that adapts to the times.
In particular, the rotation of the Vi and Giam Folk Song Festival between the two provinces is a practical activity within the national action program and is also a vivid demonstration affirming to the international community Vietnam's commitment to preserving and promoting the values of intangible cultural heritage representing humanity.
In order for Nghe Tinh Vi and Giam folk songs to continue to shine in the cultural flow of the nation and the world, in 2023, Nghe An Provincial People's Committee issued a Plan to preside over and coordinate with Ha Tinh Province to organize Nghe Tinh Vi and Giam folk songs Festival with the theme "Vi Giam - Shining quintessence".
The 2023 Nghe Tinh Vi and Giam Folk Song Festival is one of the activities within the Vi and Giam Folk Song Festival program held for the first time in Nghe An, marking the beginning of a series of important events towards the 10th anniversary of Vi and Giam folk songs being recognized by UNESCO (2014 - 2024).

In addition, the festival is also an opportunity for clubs, artisans and people to exchange and learn from each other, and continue to promote the Nghe Tinh folk song singing movement among the people, sectors, and mass organizations.
In Nghe An, the Nghe Tinh Vi and Giam Folk Song Festival at cluster level was held in 4 clusters. Up to now, 3/4 clusters have successfully organized the festival.

Cluster I Festival took place on July 20 and 21 with the participation of 13 clubs from the districts of Nghi Loc, Dien Chau, Quynh Luu, Yen Thanh, and Hoang Mai town. This is also the last cluster of the Nghe Tinh Vi and Giam Folk Song Festival at the Nghe An provincial cluster level in 2023.
