Officially collect fees from January 5, 2025
On the afternoon of December 31, 2024, speaking with Giao Thong Newspaper reporters, Mr. Nguyen Quoc Viet, General Director of Phuc Thanh Hung Investment Joint Stock Company (project enterprise) said: "The unit has issued a document announcing "On the implementation of toll collection to recover investment capital for the Dien Chau - Bai Vot construction investment component project under the BOT form" to agencies and units".
From 0:00 on January 5, 2025, Dien Chau - Bai Vot expressway will officially collect tolls.
Accordingly, the component project of investing in the construction of the Dien Chau - Bai Vot section of the project to build a number of expressways on the North - South East route in the 2017 - 2020 period was completed and put into temporary operation from Km 430 + 000 - Km 458 + 796 (QL46B intersection) from April 30, 2024.
The remaining section, from the QL46B intersection to the end of the route (QL8A intersection), will be put into operation from June 30, 2024.
The full route's operation from June 30, 2024 has promptly served the convenient and safe travel needs of the people in the past 8 months, especially during the holidays of April 30 and May 1, and National Day September 2, 2024.
To date, the project has provided free service to approximately 3.5 million vehicles for safe travel.
On December 27, 2024, the State Inspection Council for Construction Acceptance held a meeting to inspect the acceptance work and unanimously accepted the investor's conditional acceptance results for the project.
Phuc Thanh Hung Investment Joint Stock Company (DNDA), the Investor of the Dien Chau - Bai Vot Expressway Component Project, announced that from 0:00 on January 5, 2025, the project will officially collect tolls to recover investment capital according to the provisions of the BOT Contract signed with the Ministry of Transport.

Non-stop toll collection, no barriers
Currently, the Dien Chau - Bai Vot expressway has 4 toll stations including: Km 430+500 toll station (in Dien Cat commune, Dien Chau district, Nghe An province); toll station at Nghi Phuong intersection (QL7C road or also known as N5, in Nghi Phuong commune, Nghi Loc district, Nghe An province); toll station at Q46B intersection (in Hung Tay commune, Hung Nguyen district, Nghe An province) and toll station at QL8A intersection (in Thanh Binh Thinh commune, Duc Tho district, Ha Tinh province).
Dien Chau - Bai Vot Expressway will be managed and operated by the Intelligent Transport System (ITS) ecosystem, synchronously integrated in both route ITS, tunnel ITS and ETC non-stop toll station system.
For toll stations, this is a multi-zero toll station system: The entrance has no barriers, no toll booths, and vehicles do not have to stop.
Non-stop toll stations will help drivers save time, reduce congestion and save fuel. Meanwhile, the route operator will reduce the number of workers on the road.
In addition, the ITS intelligent traffic management and operation system on the route is also the most modern system today, using IA technology integrating many specialized features.
The project has a total length of more than 50km, passing through two provinces: Nghe An (44.4km) and Ha Tinh (4.9km), with a total investment of VND 11,157 billion.
The project started in May 2021 and has now been accepted and officially put into use.
