Dien Chau - Bai Vot Expressway is eligible to implement toll collection

With the State Inspection Council for Construction Acceptance accepting the investor's conditional acceptance results, the Dien Chau - Bai Vot expressway project is eligible to be officially put into operation and start toll collection.

7 months serving 3 million vehicles

On December 27, the State Inspection Council for Construction Acceptance inspected the acceptance of the Dien Chau - Bai Vot Expressway project, part of the Eastern Expressway Project in the 2017 - 2020 period.

Mr. Nguyen Quoc Viet, General Director of Phuc Thanh Hung Investment Joint Stock Company (project enterprise) reported on the project overview to the working delegation.

The Dien Chau - Bai Vot component project started construction on May 22, 2021. By April 30, 2024, the investor will organize a conditional acceptance to temporarily put into operation the Dien Chau - National Highway 46B section.

And by June 30, 2026, the remaining section (National Highway 46B - National Highway 8A) will be put into operation to serve the travel needs of the people. By September 30, 2024, the project will complete the construction of the project items.

Delegates inspected the project's ITS intelligent traffic management and operation system.

During the construction process, from June 2021 to present, the standing agency of the State Inspection Council for construction acceptance has organized inspections of design documents and many field inspections of construction works, inspections of quality management, construction documents, and acceptance of construction items.

After each inspection, the delegation issued documents requesting the investor to clarify or organize the correction of technical problems at the construction site, quality management, design, construction, acceptance of works, handling of arising technical problems...

Mr. Nguyen Quoc Viet, General Director of Phuc Thanh Hung Investment Joint Stock Company (project enterprise) said that the Dien Chau - Bai Vot component project has been put into temporary operation for 7 months now, serving 3 million vehicles free of charge.

Up to now, all works of the project have met the conditions for the Council to consider and approve the investor's acceptance results according to regulations, to put the project into operation, officially exploit and start collecting fees.

Deputy Minister of Transport Le Anh Tuan spoke at the meeting.

Official exploitation and toll collection implementation

After listening to the opinions of design consultants, supervision consultants, construction units, and Project Management Board 6, Deputy Minister of Transport Le Anh Tuan, Vice Chairman of the State Inspection Council on construction acceptance, said: "The project has been in a difficult situation at many times, the Covid-19 pandemic has developed complicatedly, many localities have implemented social isolation according to Directive 16; prices of raw materials and materials have skyrocketed; financial work of investors, site clearance work in the early stages still faced obstacles...

To solve the difficulties, the Minister of Transport and leaders of the Ministry of Transport have directly gone to the construction site many times to encourage the investors and contractors; together with relevant parties to remove obstacles and difficulties... to speed up the project's progress. With the support of the leaders and people of the two provinces, the project has been completed."

Deputy Minister of Construction, Permanent Vice Chairman of the State Inspection Council Pham Minh Ha accepted the investor's conditional acceptance results.

Deputy Minister of Transport Le Anh Tuan approved the investor's acceptance results, and emphasized that according to the contract, the toll collection period is more than 16 years and 6 months.

During that time, investors and project enterprises must ensure safe exploitation for traffic participants, as well as not affect people around the project.

"If it is not guaranteed, simply like the roughness, unevenness, flatness... of the road surface, we will close the road and prohibit toll collection. The Road Department is responsible for supervising traffic safety on the route," said Mr. Tuan.

The Deputy Minister of Transport also accepted the opinions and suggestions of experts, relevant units, and representatives of local authorities. At the same time, he pledged to have relevant parties review and handle the matter in accordance with regulations.

Mr. Pham Minh Ha, Deputy Minister of Construction, Permanent Vice Chairman of the State Inspection Council for Construction Acceptance, congratulated the investor for overcoming difficulties and completing the project on schedule as committed.

With this result, Dien Chau - Bai Vot expressway is eligible to be officially put into operation and start toll collection.

Mr. Ha also approved the investor's conditional acceptance results. At the same time, he emphasized that the Dien Chau - Bai Vot Expressway has had 7 months of trial operation of the ITS intelligent traffic management and operation system, so it is certain that when it is officially put into operation, there will be no confusion or surprise.

"However, relevant parties need to supplement and complete the reports as the delegates have commented so that the council can complete the draft report to the Chairman of the State Inspection Council on the acceptance of construction works," Mr. Ha informed.

Thus, with the council's approval of the investor's acceptance results, the Dien Chau - Bai Vot expressway project is eligible to be put into operation, officially exploited and toll collection implemented.
