Speaking at the opening of the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: The 19th session has many important contents, directly affecting all aspects of the socio-economic life of the people in the province; requested that delegates continue to study thoroughly; actively participate in discussions, contribute specific and frank opinions to help the Provincial People's Council have a basis to pass resolutions that ensure feasibility, are close to the practical situation, create an important driving force contributing to socio-economic development in the coming time and create high consensus among voters and people in the province. For the question and answer sessions, the delegates promoted their sense of responsibility, raised discussion and questioning issues to ensure focus, frankness, democracy, impartiality, objectivity, honesty, and courage to clarify and enhance the responsibility of state agencies in performing their duties, contributing to promptly and effectively resolving legitimate recommendations of voters and people.

After the opening speech of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, on behalf of the Provincial People's Committee, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee, briefly reported on the socio-economic development results in the first 6 months of the year and key tasks for the last 6 months of 2024. In the first 6 months of the year, the economy remained stable and grew. Gross domestic product (GRDP) increased by 8.07% over the same period. Some key and key sectors and fields contributed greatly to growth: The added value of agriculture, forestry and fishery reached 3,324 billion VND, up 4.71%; industry - construction reached 4,484 billion VND, up 12.15%; trade and service sectors continued to recover and increase well, up 7.3%. State budget revenue in the area reached 2,411 billion VND, reaching 60.3% of the plan, up 37.9% over the same period; Total social investment capital reached 7,740 billion VND, reaching 33.8% of the plan. Attention was paid to and well implemented in cultural and social fields.

The quality of education and training has been improved. The work of protecting, caring for and improving people's health has been promoted. Social security policies have been fully and promptly implemented. The work of caring for policy beneficiaries and poor households has been well implemented. The whole province has created new jobs for 10,025 workers, reaching 62.66% of the plan, an increase of 0.8%; vocational training for 4,921 people... The political security situation and social order and safety are stable.

In the last 6 months of the year, the Provincial People's Committee focused on directing, operating, overcoming difficulties, limitations, shortcomings, making efforts, striving to complete the goals and tasks of the Resolution of the 14th Provincial Party Congress, term 2020-2025, the Resolutions of the Central, Provincial Party Committee and Provincial People's Council on the 2024 plan. In particular, focusing on directing 3 breakthroughs according to the Resolution of the Provincial Party Committee and 6 key sectors and fields, prioritizing growth promotion: Promoting investment, especially public investment; energy; tourism; processing and manufacturing industry; high-tech agriculture; urban economy. Forecasting the situation closely, proactively building scenarios to promptly adjust development orientations with appropriate and feasible solutions. Continuing to restructure the economy associated with renewing the growth model. In agricultural development, directing summer-autumn and winter-spring crop production in accordance with the situation; Proactively prevent natural disasters, droughts, and floods; speed up progress and improve the quality of new rural criteria in a sustainable and effective direction.

The industry and construction sector focuses on effectively implementing the Provincial People's Committee's Plan on implementing the VIII Power Plan; accelerating the implementation of the Project to establish an inter-regional Renewable Energy Industry and Service Center in Ninh Thuan; effectively implementing the Urban Economic Development Project, focusing on building Phan Rang - Thap Cham into a smart city, creating momentum for socio-economic development of the province. For the trade and service sector, developing tourism into a spearhead economic sector; focusing on improving service quality; accelerating the implementation of key, large-scale, high-class tourism projects; paying attention to investing in tourism infrastructure. The Standing Committee of the Provincial People's Council reported on the draft resolution submission on the Provincial People's Council's Supervision Program in 2025.
