Early admission reveals limitations

Believing that the new points of the draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions will help resolve existing problems in practice, Deputy Director of the Hanoi Department of Education and Training Vuong Huong Giang expressed her agreement and high consensus with the draft of the Ministry of Education and Training.

The Deputy Director of the Hanoi Department of Education and Training said: In recent years, the Hanoi Department of Education and Training has always been the unit with the highest number of candidates registering for admission and confirming admission to universities and colleges in the country with the admission rate gradually increasing.

Specifically, in 2022, the number of candidates who confirmed their admission to schools was 52,529/92,464 candidates registered for admission, accounting for 56.81%; in 2023, the number of candidates who confirmed their admission was 69,540/98,208 candidates registered for admission, accounting for 70.81%; in 2024, the number of candidates in Hanoi registered for admission to schools was 107,127 candidates.

The Deputy Director of the Hanoi Department of Education and Training stated that from the actual implementation of supporting candidates to participate in early admission, the Hanoi Department of Education and Training found some shortcomings. For example, with the desire to be admitted to universities and colleges with early admission quotas, candidates have made many applications to many training institutions, leading to high schools spending a lot of time and effort to copy transcripts and confirm candidates' applications while this is the peak time of the High School Graduation Exam.

Furthermore, after the admission results are out, candidates do not have the mentality to continue studying, because they only need to graduate from high school, which affects the quality of the exam and the review mentality of other candidates.

Deputy Director of the Hanoi Department of Education and Training Vuong Huong Giang said that the regulation of early admission quotas and admission standard scores ensures fairness among candidates in the admission rounds.

The Deputy Director of the Hanoi Department of Education and Training also agreed with the regulation that the examination of transcripts must use the results of the entire 12th grade of the candidates. This is because it ensures the assessment of the knowledge of the candidates throughout high school, avoiding the phenomenon of lopsided learning or skipping some subjects in the second semester of 12th grade because they only study subjects for the graduation exam.

According to Associate Professor Dr. Nguyen Dao Tung - Director of the Academy of Finance, when universities simultaneously conduct early admissions, it will make high schools work hard, the volume of confirmation is large, students do not care about the second semester of grade 12. Some schools only consider the academic results of students in grades 10, 11 and the first semester of grade 12, so usually, after Tet, students do not focus on studying in the second semester.

"We support the new point in the draft regulation that if admission is based on high school transcripts, there must be 6 semesters, so that candidates can focus on studying seriously until the end of the school year. At the same time, there needs to be a monitoring mechanism for units to strictly implement the regulations; strengthen inspection and post-inspection sanctions so that admission work becomes systematic and effective" - ​​Associate Professor, Dr. Nguyen Dao Tung expressed his opinion.

Deputy Minister of Education and Training Hoang Minh Son said that the stricter regulation, if using transcripts for admission, requires the learning results of the entire 12th grade year, is aimed at ensuring fairness for candidates. In addition, it is necessary to measure the candidates' learning ability and capacity to suit and meet the requirements of each industry/training program.

Deputy Minister Hoang Minh Son also emphasized that the admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common, unified scale for each training program, industry, and group of industries because that is the accurate measure.

 

At the seminar on the draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education organized by the Ministry of Education and Training, experts and leaders of a number of Departments of Education and Training and higher education institutions gave many comments and basically agreed with the new points proposed in the draft. The drafting committee fully accepted the opinions of the delegates from the viewpoint of putting the interests of candidates first, ensuring fairness and transparency, improving the quality of training in both general education and university entrance, aiming to train high-quality human resources for the country.
