Overcoming shortcomings and limitations, ensuring completion of tasks against IUU fishing
(Haiphong.gov.vn) – The Office of the City People's Committee has just issued Notice 144/TB-VP conveying the Conclusion of Vice Chairman of the City People's Committee Nguyen Duc Tho at the inspection of the implementation of anti-IUU fishing work in the city, on April 10.
Through a field inspection of the work against IUU fishing at Ngoc Hai Fishing Port, Do Son District and listening to the report at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho - Head of the Steering Committee against IUU fishing acknowledged the active participation of units and localities in implementing the tasks of combating IUU fishing, and at the same time assessed that the results of the implementation of the tasks of units and localities have had many positive changes.
To continue to effectively implement the work of combating IUU fishing, overcoming shortcomings and limitations, ensuring the completion of tasks to combat IUU fishing, the Vice Chairman of the City People's Committee requested the Departments, branches and localities to continue to identify the task of combating IUU fishing as a political and key task to resolutely organize the immediate and effective implementation of the contents and tasks. Continue to focus on implementing Plan No. 309/KH-UBND dated November 30, 2023 of the City People's Committee on implementing urgent and key tasks and solutions to combat illegal, unreported and unregulated fishing.

Assign the Department of Agriculture and Rural Development to regularly review and promptly update data on fishing vessels currently operating on the Vnfishbase fishing vessel management system; proactively work and contact agencies of the Department of Fisheries and the Department of Fisheries Control to promptly update the results of the city's anti-IUU fishing implementation. Continue to review fishing vessels that have expired inspection on the system; promptly notify the local management agencies of the ship owners and competent agencies to request inspection according to regulations and strictly manage this group of vessels, absolutely not allowing them to leave the port to fish when they do not meet the conditions. Instruct fishermen and fishing vessel captains to keep fishing logs and report fishing activities in accordance with regulations. Review and issue Fishing Licenses and Food Safety Certificates to fishing vessels according to regulations. Review and send documents to localities and provinces/cities to control the group of "3 no" fishing vessels according to regulations.
Direct the Management Board of fishing ports and fishing wharves to monitor the output of fishing through the port in accordance with regulations, especially having records identifying the origin of aquatic products for the amount of aquatic products transported by road into the port; maintain hygiene in the designated fishing port area and create the most favorable conditions for people to carry out procedures in and out of the port. Timely handle administrative violations in the field of fisheries, especially IUU violations (cases that are not handled for administrative violations must have specific reasons); regularly update the results of handling violations to the database in accordance with regulations. On duty at the VMS monitoring system in accordance with regulations; promptly detect and inform fishing vessel owners and captains of fishing vessels at risk of IUU violations for handling.
Assign the City Border Guard Command to inspect and control fishing vessel activities at sea, at ports, at river mouths, seaports, and islands in the city (including fishing vessels from other provinces operating in the area); organize the collection and submission of fishing logs and reports on fishing activities in areas outside designated fishing ports. Strictly handle violations of regulations on combating IUU fishing according to authority and regulations of law.
Assign the People's Committees of districts to closely coordinate with the border guards to collect and submit fishing logs and fishing reports for fishing vessels entering fishing ports managed by the locality; in case of violation, strictly handle according to authority and regulations of law. Ensure hygiene at fishing ports managed by the locality and the areas surrounding designated fishing ports./.
