Conclusion of the Politburo on science - technology development and innovation

Focus on enhancing the national science, technology and innovation potential. Have mechanisms and policies to create a favorable environment to attract science and technology staff, especially leading experts, good scientists and talents.

On behalf of the Politburo, Standing member of the Secretariat Truong Thi Mai has just signed and issued Conclusion No. 69-KL/TW of the Politburo to continue implementing Resolution No. 20-NQ/TW (dated November 1, 2012) of the 11th Party Central Committee on developing science and technology (S&T) to serve the cause of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

Accordingly, to continue to effectively implement Resolution No. 20-NQ/TW in conjunction with the Resolution of the 13th National Party Congress, Resolution No. 29-NQ/TW of the 6th Central Conference, 13th tenure on continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045, Resolution No. 45-NQ/TW of the 8th Central Conference, 13th tenure on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period, the Politburo requests Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations to focus on strengthening the Party's leadership in science and technology development and innovation.

From there, create a strong change in thinking, action, raise awareness and responsibility of Party committees, Party organizations, cadres, Party members, especially leaders, leaders, managers, identify the development of science and technology and innovation as the central task in socio-economic development, building an independent, self-reliant economy, proactively integrating deeply into the international community; associated with socio-economic development of sectors, regions and localities, creating a foundation to realize the goal of industrialization and modernization of the country.

Conclusion No. 69-KL/TW requires innovation in thinking, improvement of policies and laws, and enhancement of the role of state management in science and technology and innovation. Continue to improve policies and laws on science and technology and innovation in a direction consistent with the market mechanism and international practices and standards. Ensure effective use of the state budget and have policies to attract resources from enterprises for science and technology and innovation activities; prioritize and focus resources on building infrastructure, developing human resources and science and technology markets, and international cooperation. Focus on enhancing national science and technology and innovation potential. Continue to arrange and promote autonomy mechanisms for public science and technology organizations to attract and improve the efficiency of using national, sectoral, regional, domestic and foreign resources. Create conditions for higher education institutions, especially key national universities, to enhance teaching activities associated with research, development of science and technology and innovation. Have mechanisms and policies, create a favorable environment to attract science and technology staff, especially leading experts, good scientists and talents. Encourage the attraction and creation of scientific staff from excellent students and young scientists; support the development of young and potential research groups.

Developing the national innovation system and creative startup ecosystem. Forming innovation centers and networks, creative startup support centers, forming innovation clusters with high-tech parks, financial centers, venture capital funds, universities, and research institutes; implementing training activities on knowledge and skills in science and technology and innovation in educational institutions. Developing research directions and technological solutions associated with digital transformation, circular economy, and green economy. Developing digital economy on the basis of science and technology and the national, industry, and regional innovation system associated with value chains, industry clusters, and creative startup ecosystems; focusing on key areas and promoting the advantages of each area. Promoting the development of the science and technology market. Create favorable conditions, encourage and support enterprises, organizations and individuals to research, develop, apply and transfer technology according to the principles of voluntariness, equality and mutual benefit; proactively and promptly update and apply key services and products to contribute to building the national brand. Promote international integration and cooperation in science and technology and innovation. Encourage joint ventures, associations and technology transfer between domestic organizations and enterprises with foreign enterprises investing in Vietnam and foreign enterprises on the basis of compliance with international law and Vietnamese law.
