Extending the time for the national water resources inventory

According to Decision No. 1383/QD-TTg, dated August 4, 2021, the implementation period of the National Water Resources Inventory Project, period up to 2025, is from 2021 to 2025.

Decision No. 1670/QD-TTg dated December 27, 2024 amended to extend the implementation period of the Project to December 31, 2026.

Regarding the responsibilities of the People's Committees of provinces and centrally run cities, according to Point d, Clause 5, Article 2 of Decision No. 1383/QD-TTg, the People's Committees of provinces and centrally run cities shall arrange local budgets in accordance with the law on state budget and mobilize other legal financial sources to implement the Project to ensure savings and efficiency; synthesize the inventory results and send them to the Ministry of Natural Resources and Environment before December 31, 2024 for synthesis.

This content is amended by Decision No. 1670/QD-TTg as follows: People's Committees of provinces and centrally run cities shall arrange local budgets according to the provisions of law on state budget and mobilize other legal financial sources to urgently implement the Project to ensure progress, savings, efficiency, and to avoid prolongation, loss, and waste of state budget; synthesize the inventory results and send them to the Ministry of Natural Resources and Environment before June 30, 2026 for synthesis.

* The project of national water resources inventory, period up to 2025, aims to announce water resources inventory indicators (for the first time) in inter-provincial river basins and nationwide on the basis of information and inventory data that are carried out accurately, synchronously and on time.

Inventory data on water resources, water exploitation and use, and wastewater discharge into water sources are important data serving the state management of water resources, planning, regulation, and allocation of water resources; serving as a basis for perfecting policies and laws on water resources and establishing and adjusting strategies, planning, and plans for exploitation, use, and protection of water resources, aiming to ensure water resources security, socio-economic development, national digital transformation, and provision of online public services in the field of water resources.

The main contents of the Project are: Developing content, estimates and detailed plans to carry out water resources inventory nationwide, ensuring feasibility, efficiency, synchronization and avoiding waste of resources; collecting and inheriting information and data related to inventory indicators and basic surveys from previous stages and during the inventory period; developing software to manage, update and exploit water resources inventory data to ensure connection with the database of the natural resources and environment sector and national digital transformation; developing forms, processes and inventory methods; training, transferring and guiding the use of software and inventory instructions.

Conducting field inventory of indicators: Training on inventory procedures and methods; recording information and data for inventory forms; surveying and determining points that need additional flow monitoring and measurement; establishing necessary monitoring and measurement regimes to calculate surface water volume indicators; conducting additional monitoring and measurement at locations during the inventory period; correcting additional monitoring and measurement data; preparing field inventory reports according to each inventory indicator.
