The Law on Water Resources (WWR) No. 28/2023/QH15 was passed by the 15th National Assembly at the 6th Session, effective from July 1, 2024. The Law consists of 10 chapters and 86 articles with many new points on water resources management methods to ensure security, protection, restoration and development of water resources, expected to create a "revolution" in the policy of managing and using water resources effectively and sustainably. To bring the Law into life, provincial departments, branches and sectors, and local authorities have increased communication on protection and improved the effectiveness of management, exploitation and use of water resources.

Phu Tho has potential and strengths in both surface water and groundwater resources due to its high average annual rainfall, high quantity and flow, and regular replenishment. Accordingly, groundwater and surface water resources of large natural rivers and streams include 6 inter-provincial rivers, 48 ​​intra-provincial rivers and streams; 2 multi-functional reservoirs, serving domestic water supply, agricultural and industrial production. Other streams, streams and water sources of ponds, lakes and lagoons are mainly planned for agricultural production. In recent years, the province has had many management solutions and action programs to promote the management, exploitation and use of water resources effectively and sustainably, meeting the requirements of socio-economic development.

Comrade Nguyen Khac Dinh - Head of the Department of Minerals and Water Resources, Department of Natural Resources and Environment said: Water resources play an important role, being the first condition to maintain human life as well as serving the goal of socio-economic development, so the process of exploiting and using water resources must be reasonable and effective. The Department of Natural Resources and Environment has coordinated with functional sectors and local authorities to implement many solutions to manage water resources in a comprehensive, effective and integrated manner, contributing to protecting the environment against the complex developments of climate change. The Department has advised the Provincial People's Committee to issue directives, decisions and projects related to strengthening the management of water resources in the area. The Law on Water Resources 2023 and sub-law documents coming into effect are favorable conditions, creating a basis to improve the effectiveness of state management in the field of water resources.

Compared to the 2012 Law on Water Resources, the 2023 Law shows many innovations. First of all, the Law stipulates all contents on management, protection, regulation, distribution, restoration, development, exploitation, use of water resources, prevention and control of harmful effects caused by water. At the same time, it specifically stipulates the responsibilities of each ministry, branch, locality, unit... according to the functions and tasks assigned in the laws related to water resources to ensure consistency, unity, and improve the effectiveness and efficiency in water resources management. Notably, one of the core principles of the Law is that water resources must be managed comprehensively and uniformly in terms of quantity and quality, between surface water and groundwater, between upstream and downstream; clearly assigning and decentralizing the responsibility for state management of water resources and water sources with the responsibility for state management of planning, construction, and operation of irrigation works, hydropower, urban water supply, rural water supply, etc.

According to Mr. Dao Ngoc Ky - Head of the Department of Natural Resources and Environment of Thanh Thuy district, the Law on Natural Resources and Environment 2023 with the new point of encouraging organizations and individuals to participate in the restoration of heavily polluted water sources will contribute significantly to the responsibility of people and units in using and protecting water sources effectively and sustainably. In addition, the Law also encourages financial institutions to develop green credit, green bonds and financial products to support water source restoration activities. Organizations and individuals participating in the restoration of degraded, depleted and polluted water sources will enjoy incentives, support, tax exemptions and reductions, and fees for granting water resource exploitation rights according to Point 4, Article 34 of the Law.

In order for the Law to soon come into effect with strict compliance by both management agencies and the community, the Department of Natural Resources and Environment has presided over and coordinated with departments, branches, sectors, district and commune People's Committees, socio-political organizations, and press agencies to promote propaganda and dissemination of the new contents and policies of the Law on Natural Resources and Environment 2023, detailed implementing regulations, especially new regulations to management officials, people, and businesses. At the same time, organize training and professional development for cadres, civil servants, and public employees working in state management of natural resources and environment; propagate and raise awareness and sense of responsibility of people in complying with legal regulations on natural resources and environment. The Department of Natural Resources and Environment shall preside over and coordinate with relevant departments, branches and sectors to focus on reviewing and synthesizing the list of documents that need to be amended, supplemented, replaced or abolished and submit them to the Provincial People's Committee for promulgation under its authority or recommend competent State agencies to amend, supplement, replace, abolish or promulgate new documents in accordance with the provisions of the Law on Natural Resources and Environment 2023.
