Introduction and dissemination of the Law on Water Resources

This morning, August 2, the People's Committee of Quang Tri province held a conference to introduce and disseminate the Law on Water Resources No. 28/2023/QH15 and documents detailing the implementation of this law. Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong chaired the conference.

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized that in order to implement the Law on Water Resources, the Provincial People's Committee issued Decision No. 1107/QD-UBND dated May 10, 2024 on promulgating a plan to implement the Law on Water Resources in Quang Tri province.

Specifically assigning responsibilities to each unit and locality to implement the provisions of the Law on Water Resources on schedule, with quality and efficiency. Organizing propaganda and dissemination of laws on water resources on mass media and issuing documents amending regulations on water resources management in the province to comply with current regulations.

The Law on Water Resources with many changes will be a synchronous and unified legal corridor, ensuring transparency to maximize the exploitation of natural resources, allocate them reasonably and use them effectively; and ensure national water security.

Decentralization and delegation of power are emphasized and the roles and responsibilities of relevant parties, especially the responsibilities of localities in state management of water resources, are promoted. Towards water resources management on a digital technology platform, unifying the database, building a set of tools to support real-time decision-making, minimizing management and operation personnel, and state investment costs....

The Standing Vice Chairman of the Provincial People's Committee requested the delegates attending the conference to seriously and fully absorb the content that the reporters introduced and disseminated at the conference; study documents and discuss to clarify issues that may have different interpretations for the reporters to answer, contributing to facilitating the implementation of the Law on Water Resources; exchange and share solutions to remove difficulties and shortcomings in water resources management in the locality.

On November 27, 2023, the 6th session of the 15th National Assembly passed the Law on Water Resources No. 28/2023/QH15 with 10 chapters and 86 articles, taking effect on July 1, 2024.

To specify the provisions of the Law on Water Resources, on May 16, 2024, the Government issued Decree No. 53/2024/ND-CP detailing the implementation of a number of articles of the Law on Water Resources; Decree No. 54/2024/ND-CP regulating the practice of underground water drilling, declaration, registration, licensing, water resources services and fees for granting rights to exploit water resources.

On May 16, 2024, the Ministry of Natural Resources and Environment also issued Circular No. 03/2024/TT-BTNMT detailing the implementation of a number of articles of the Law on Water Resources; Circular No. 04/2024/TT-BTNMT regulating the inspection of compliance with the law on water resources and the appraisal and acceptance of the results of basic water resource surveys; Circular No. 05/2024/TT-BTNMT regulating the relocation, change of location, and dissolution of underground water resource monitoring stations.

At the conference, delegates listened to a reporter from the Department of Water Resources Management (Ministry of Natural Resources and Environment) introduce and disseminate the Law on Water Resources No. 28/2023/QH15.

This Law has institutionalized the Party and State's new viewpoints, guidelines and policies on water resources management and protection through four policy groups, including: Ensuring water security; Socializing the water sector; Water resources economics; Protecting water resources, preventing and combating harmful effects caused by water.

One of the core principles of the Law on Water Resources is that water resources must be managed comprehensively and uniformly in terms of quantity and quality, between surface water and groundwater, between upstream and downstream; clearly assign and decentralize the responsibility for state management of water resources and water sources with the responsibility for state management of planning, construction, and operation of irrigation works, hydroelectricity, urban water supply, and rural water supply; resolve overlaps, conflicts, and loopholes in laws to improve the effectiveness and efficiency of state management of water resources, ensure national water resources security; ensure national water resources security...

The reporter of the Department of Water Resources Management also introduced and disseminated Decree No. 53/2024/ND-CP detailing the implementation of a number of articles of the Law on Water Resources; Decree No. 54/2024/ND-CP regulating the practice of underground water drilling, declaration, registration, licensing, water resources services and fees for granting rights to exploit water resources; circulars of the Ministry of Natural Resources and Environment related to water resources.
