At the opening ceremony of the 2023 civil servant promotion exam, promoting administrative officials from specialist to senior specialist, taking place on the morning of August 25, Minister of Home Affairs Pham Thi Thanh Tra said that this is a very special exam, creating the final transformation for the senior specialist exam, "ending a historical period to convert to another form", after a long journey of implementing the Law on Cadres, Civil Servants and Government decrees, circulars of the Ministry of Home Affairs.
The Ministry of Home Affairs is reviewing to change the examination for senior specialists and senior specialists accordingly. Which positions require senior specialists locally?
"Maybe when you have reached a leadership position at the provincial level, based on the standards and conditions, you will be considered and determined to be a senior expert," said the Minister of Home Affairs.
Other positions at lower levels will be considered for recruitment based on decentralized criteria and conditions. The Central level also does the same.
The Minister shared that with the current standards and conditions, “the number of senior experts is too large”. The Ministry is advising the Government to issue a decree on standards for leadership positions at all levels, thereby specifically determining which positions require senior experts. In particular, at the central level, which job positions require senior experts, to train, foster, and orientate them to become experts in advising on building institutional and policy systems.
Pointing out the fact that "there are senior experts who do not meet the requirements in building the institutional and policy system", the Minister said that this problem must be overcome to raise the standards according to the requirements of the team of cadres, civil servants, and public employees, especially the positions of senior experts and senior experts.
Emphasizing the special significance of the exam, creating the final transformation for the senior expert exam, according to Minister Pham Thi Thanh Tra, this form will be changed in the near future, aiming to continue improving the quality of the team of cadres, civil servants, and public employees, ensuring the highest quality for senior expert standards.
At the same time, it will be necessary to restructure and later implement salary payment according to job position and leadership title in the spirit of Resolution 27-NQ/TW of the Central Executive Committee.
Along with the decree regulating the standards for leadership positions at all levels, the contents related to the examination for senior experts and chief experts will be comprehensively revised, in a form that can be considered. The aim is to have subjects who have met the standards and conditions, are provincial leaders, of course have met the standards and conditions and do not have to take the examination.
According to the head of the Home Affairs sector, the Ministry has submitted to the Prime Minister a Decree stipulating that promotion exams for civil servants will not be conducted, but will be considered for promotion. In the future, the implementation of the Law on Civil Servants and legal documents will be reviewed, and the examination or consideration for promotion of professional titles of civil servants will be abolished, in order to innovate the civil service, towards building a civil service that serves the people, is professional, modern, streamlined, effective and efficient.
