Concluding the regular Government meeting in February 2025, Prime Minister Pham Minh Chinh pointed out many major tasks that need to be solved in the coming time. In particular, the Prime Minister requested that we first focus on completing the project to rearrange the boundaries of administrative units as directed by the Politburo to submit to competent authorities for decision.
The orientation, according to the Prime Minister, is to expand the provincial boundaries in accordance with criteria, conditions, circumstances, historical and cultural traditions; not to organize at the district level; to reduce focal points to expand the scale of the commune level; and to propose amendments, supplements, and completion of related legal documents. At the same time, ministries, branches, and agencies under the Government will complete the internal organization by the beginning of March.
At the seminar with European businesses a few days ago, the Prime Minister also informed the European business community about Vietnam's revolution in organizational structure, reducing intermediaries, eliminating the mechanism of asking and giving, promoting decentralization and delegation of power in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency; rearranging administrative boundaries of localities to create new and larger development space and promoting digital transformation to carry out administrative procedures regardless of administrative boundaries; reducing inconvenience, harassment, costs and time for people and businesses.
In fact, the expansion of development space has been mentioned by many experts and researchers in this forum and that forum. Remember, at the 2nd Extraordinary Session of the 15th National Assembly, when discussing the National Master Plan, many National Assembly deputies did not forget to mention the need for a substantive regional development policy because urban development space is divided according to administrative boundaries, regional linkage is limited, and some localities do not develop based on their own advantages. The reason for this limitation is the lack of mechanisms and policies to promote inter-regional economic development. For example, National Assembly deputy Mai Van Hai (Thanh Hoa) mentioned the role of connecting the Red River Delta, the Northwest region with the North Central region. Or as National Assembly delegate Tran Thi Hong Thanh (Ninh Binh) said, there needs to be a regulation on intra-regional and inter-regional connectivity, not only in terms of transportation but also in terms of developing manufacturing industry, logistics services, tourism, and developing digital transformation human resources in the direction of maximizing the outstanding advantages and characteristics of each region.
Talking about regional linkage is not new, but at this point, mentioning the story of regional linkage again shows that it is time to have a strategy, a long-term view for the overall strategy of socio-economic development of the country. And one of those strategies is probably to merge some provincial units that are similar in culture, development level and geographically close to each other... to rely on each other to move forward. As former Deputy Minister of Construction Tran Ngoc Chinh said when sharing with the press, studying the merger of provinces at this time is appropriate, so that adjacent localities with similar culture, customs and practices, instead of competing, will link up to promote advantages, overcome each other's limitations, create new driving forces, promote land and population resources, help the local socio-economy develop faster, stronger and more sustainably.
And, perhaps, merging provinces and eliminating intermediate levels also helps streamline the state apparatus and save budget for development investment - that is something that should be done and should be done soon.
2. On February 28, in Conclusion 127-KL/TW of 2025 of the Politburo, the Secretariat signed by Standing Secretary of the Secretariat Tran Cam Tu, the purpose and requirements for streamlining the state apparatus are clearly stated to: Ensure the principles, goals, and requirements according to the conclusions of the Party Central Committee, the Politburo, the Secretariat, and the Central Steering Committee summarizing Resolution 18-NQ/TW of 2017. The Conclusion also clearly states: Research the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units; implementing a two-level local model (party organization, government, mass organizations) to ensure streamlining, efficiency, effectiveness, and efficiency. The Secretariat's conclusion determined the highest political determination, implementing according to the motto "running while lining up" to complete the work with a very large volume, requiring high quality and progress to submit to the Party Central Committee in mid-April 2025. The assigned Party committees, agencies and organizations need to coordinate closely and promptly, ensuring quality, efficiency and progress. The process of arranging and streamlining the organizational apparatus must ensure regular and continuous operation of agencies and organizations, without interruption, without affecting the activities of the Party, State, people and businesses. In particular, research must be conducted objectively, democratically, scientifically, specifically, deeply, receptively, closely following the practical situation; thoroughly overcoming overlapping functions and tasks, division in areas, fields, and cumbersome intermediate organizations; ensure smooth, effective and efficient operations, enhance the Party's leadership and governing role, and meet the requirements of tasks in the new period.
With that spirit, in the first half of March, many localities such as Thai Binh, Quang Ninh or Nghe An... thoroughly grasped the spirit of Conclusions 126-KL/TW and Conclusion 127-KL/TW. Nghe An Provincial Party Secretary Nguyen Duc Trung said: This is an urgent issue that cannot be left undone, must be done, the sooner the better. This is an issue that is more beneficial to the country and the people, so it needs to be focused on. From there, Mr. Trung requested that Party committees at all levels proactively review and study the organizational model of eliminating the district level, merging the commune level, converting the 3-level government organization model to a 2-level orientation in the spirit of "strong province, strong commune." He also requested the Provincial Party Committee's Organization Board to study the arrangement plan in case of not organizing district-level administrative units, even if it may fall into the case of having to merge provinces with the spirit of not being subjective, the more proactive the more favorable when there is a policy.
3. In recent days, in the spirit of the Politburo's Conclusion, the Secretariat, the Government, the National Assembly and the Vietnam Fatherland Front have urgently met to review and review relevant legal regulations as a basis for merging provinces and eliminating intermediate levels (district level). At the working session with the National Assembly's agencies on the results of February's work and tasks for 2025 on the afternoon of March 4, National Assembly Chairman Tran Thanh Man requested the Party Committee to disseminate to all Party cells the implementation of the Politburo's Conclusion on continuing to arrange and streamline the apparatus of the political system. The National Assembly's agencies coordinated with the Government to review and propose amendments to regulations related to intermediate administrative levels; develop a plan to continue arranging the commune level. Also at the meeting, the National Assembly Chairman requested the agencies to study and propose amendments to the Law on Election of National Assembly Deputies and People's Council Deputies; the Law on Planning; Coordinate with the Government to study and propose amendments to laws and documents on mechanisms and policies for cadres, civil servants, public employees and workers affected by the reorganization of local administrative units and the handling of state assets after the reorganization and assign the Standing Committee of the Law and Justice Committee to study and amend a number of articles of the Constitution on the organization of the apparatus, to report to competent authorities. The spirit is to "run and queue at the same time" resolutely and scientifically. With that working spirit, we believe that we will soon have the best plan according to the Conclusion of the Politburo and the Secretariat.
