On March 18, the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 (Government Steering Committee) held its first meeting in a direct and online format from the main bridge at the Government Headquarters with the bridges of ministries, branches and 63 provinces and cities. Comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the Government Steering Committee chaired the meeting.
Attending the meeting at Hung Yen bridge point were comrade Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Digital Transformation Steering Committee, Head of the Working Group implementing Project 06 provinces.
Before the meeting began, authorized by the Prime Minister, Deputy Minister of Science and Technology Pham Duc Long announced Decision No. 598/QD-TTg dated March 13, 2025 of the Prime Minister establishing the Government Steering Committee on science, technology, innovation, digital transformation and Project 06. The Government Steering Committee was established on the basis of merging the Government's Steering Committee for administrative reform, the National Committee on Digital Transformation and the Prime Minister's Project 06 Implementation Working Group.
At the meeting, the leaders of the Ministry of Science and Technology reported on the results of implementing tasks on science, technology, innovation, and national digital transformation in Resolution No. 57/NQ-TW dated December 22, 2024 (Resolution No. 57) of the Politburo; Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on the Government's Action Program to implement Resolution No. 57; Notice of the Government Office and proposed key tasks that need to be implemented immediately such as: Paperless Government, signing and transactions in the digital environment.
By the end of March 16, 2025, 4 ministries and 37 localities had established/completed the Steering Committee on science, technology development, innovation and digital transformation; 54/63 localities and 14/22 ministries, ministerial-level agencies, and government agencies had issued Action Plans to implement Resolution No. 57.
Leaders of the Ministry of Public Security reported on the results of the implementation of assigned tasks on Project 06; progress of the implementation of the National Data Center; plans for the implementation and integration of data from national databases and specialized databases into the National Data Center. To date, ministries and branches have completed the integration of 58/76 essential administrative procedures on the National Public Service Portal. The Ministry of Public Security has proactively reviewed and evaluated 495 administrative procedures of ministries and branches, of which 324 administrative procedures can be cut or reduced (with dossier components being information that has been integrated on the VNeID account), 200 administrative procedures can exploit digitized civil status data and land data to cut or reduce dossier components. The Ministry of Public Security works with the Ministry of Science and Technology and technology enterprises accompanying the Government to focus on researching and proposing the implementation of 38 service tasks and products for ministries, branches and localities...
The leaders of the Ministry of Home Affairs reported on the results of the implementation of assigned tasks on administrative reform (AR) in the programs, resolutions of the Government and announcements of the Government Office. In 2024, ministries, branches and localities issued 4,673 documents directing, urging and thoroughly implementing the AR tasks effectively. Based on the results of inspection and review, in 2024, there were 1,297 legal documents of ministries and branches and 3,849 legal documents of localities that needed to be processed (amended, supplemented, replaced or declared to be expired). By December 2024, 1,162/1,297 legal documents of ministries and branches and 3,236/3,849 legal documents of localities had been processed. From 2021 to February 2025, 3,199 business regulations in 272 legal documents will be reduced and simplified...

Speaking at the meeting, Prime Minister Pham Minh Chinh said that the Politburo issued Resolution No. 57 and established the Central Steering Committee headed by General Secretary To Lam. Immediately afterwards, the Government promptly directed the issuance of the Action Program to implement Resolution No. 57; the Prime Minister decided to establish the Government Steering Committee on science, technology development, innovation and digital transformation and Project 06... Prime Minister Pham Minh Chinh emphasized: In the context of the situation evolving rapidly, unpredictably, with many difficulties and challenges, there are also many favorable opportunities. Therefore, we must grasp the situation firmly, respond with appropriate, flexible and effective policies, under the leadership of the Party, the management of the State and the participation of the people and businesses. We must respond very quickly to the situation, both in terms of guidelines and policies, and in terms of actions and implementation. We set a target of at least 8% GDP growth in 2025 and double digits in the following years. At the same time, we identify breakthrough development in science and technology, innovation and digital transformation as options and solutions for rapid and sustainable development; this is also a driving force for growth...
Prime Minister Pham Minh Chinh requested 3 tasks to be done in the immediate and long term, including: Promoting national digitalization; reducing and simplifying administrative procedures; forming and developing digital citizens with the spirit of "streamlined apparatus, connected data, smart governance". 3 key tasks related to science, technology, innovation and digital transformation, administrative reform and Project 06 that need to be implemented are: Focusing on removing institutions; developing smooth infrastructure; diversifying forms of human resource training. In the division of work, it is necessary to assign "clear people, clear work, clear time, clear responsibility, clear products"; working in the spirit of "3 yes" and "2 no" (beneficial to the country; beneficial to the people; beneficial to businesses; no personal motives, corruption, negativity; no loss, waste of State assets, people's assets, and the country's resources).
