Workshop to collect opinions on Quang Ninh development orientation in the period 2025-2030

On November 27, the Provincial Party Committee organized a consultation workshop to collect opinions on the development orientation of Quang Ninh province in the period of 2025-2030 to serve the construction of the documents of the 16th Provincial Party Congress. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, chaired the workshop. Attending the workshop were domestic experts and scientists in many fields; comrades in the Standing Committee of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council and People's Committee; leaders of departments, branches, sectors and localities in the province; members of the Congress Document Subcommittee.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, delivered the opening speech at the workshop.

Speaking at the opening of the workshop, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized: In the 2020-2025 term, Quang Ninh province carried out its tasks in a context of certain advantages intertwined with more difficulties and challenges, with some issues arising beyond forecasts, most recently the historic storm No. 3. However, Quang Ninh province has maintained political - economic - social stability, maintained solidarity, unity of will and action; maintained the trust of people, businesses, cadres, and party members; maintained a peaceful, friendly, stable, cooperative, and developing border; maintained double-digit economic growth for 9 consecutive years from 2015-2023, even during the period heavily impacted by the Covid-19 pandemic.

Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, spoke at the conference.

Although the economic growth rate in 2024 has decreased due to the severe impact of storm No. 3, it is still higher than the national average. The economic structure has shifted positively towards sustainability. The total state budget revenue in the area is always among the leading localities in the country. Quang Ninh is also the locality holding the top position in the Provincial Competitiveness Index PCI for 7 consecutive years (2017-2023) and has led the indexes reflecting the integrity, creativity, action, and service of the people for many years. The socio-economic infrastructure system, especially the transport infrastructure, has been invested in a systematic, synchronous, and modern manner. The quality of healthcare and education has been improved; the material and spiritual life of the people has been cared for and significantly improved. The work of building and rectifying the Party and the political system continues to be promoted, with many innovations. National defense, security, border sovereignty, and islands are maintained, and social order and safety are ensured. Quang Ninh has risen and is becoming one of the leading provinces in the innovation of the Northern Delta, a growth pole of the Northern region.

According to the Provincial Party Secretary, in the role of a growth pole of the Northern region, in the coming period, Quang Ninh province must clearly identify its political determination to be one of the leading localities in realizing the aspiration for national development in the new era of development, the era of national growth under the direction of General Secretary To Lam and the goal of Vietnam's economic growth reaching double digits in the coming decades under the direction of Prime Minister Pham Minh Chinh. That requires Quang Ninh province to identify strategic orientations in key sectors, fields, and key areas that are truly correct and accurate, helping to unblock and connect resources of the whole society, liberate all the potential differences, outstanding opportunities, and competitive advantages of the province to create breakthroughs for rapid and sustainable development.

Therefore, through the workshop, the Provincial Party Secretary hopes that Quang Ninh province will receive and absorb many valuable opinions from experts and scientists with extensive practical experience in various fields. On that basis, the province will concretize the country's development orientations in the draft documents of the 14th National Party Congress as well as the Central's instructions in accordance with the conditions of Quang Ninh, creating a close connection between theory and practice. At the same time, identify the most essential and pillar contents, key sectors and fields that need to be focused on to create breakthroughs in development in the coming time right in the process of building documents for the 16th National Party Congress of the Provincial Party Committee.

Dr. Bui Truong Giang, Vice President and General Secretary of the Central Theoretical Council, spoke at the workshop.

Participating in the discussion, domestic scientists and experts highly appreciated Quang Ninh province for proactively and promptly developing a draft outline of the political report to be submitted to the 16th Provincial Party Congress. The draft outline was methodically and elaborately constructed, closely following the development orientation of the Central Committee, especially the draft political report of the Central Executive Committee to be submitted to the 14th National Party Congress.

Assoc. Prof. Dr. Pham Trung Luong, former Deputy Director of the Institute of Tourism Research, spoke at the workshop.

With many different perspectives in various fields, scientists and experts have focused on analyzing and evaluating the current situation, achievements, shortcomings and limitations of the province in the past term; identifying and positioning Quang Ninh in national and international relations to clearly see the strengths, weaknesses, opportunities and challenges of the province in the medium and long term vision. From there, consulting and suggesting that Quang Ninh needs to fully grasp the thoughts and directions of General Secretary To Lam in the strategic development orientation, in which priority is given to digital transformation, digital economic development, green transformation, energy transformation; creating breakthroughs in streamlining the apparatus, personnel work, digital infrastructure development; continuing to develop the transport infrastructure system, focusing on investing in the railway system connecting the region and China; improving the quality of tourism services...

Comrade Tran Vi Dan, Director of the Department of Science, Strategy and History of Public Security, Ministry of Public Security, spoke at the workshop.

Many experts and scientists shared their experiences, clarified new methods, models and development trends. At the same time, they suggested many mechanisms and policies under the authority of Quang Ninh province and the Central Government to create conditions and motivation for development.

In his closing speech at the workshop, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, respectfully thanked the enthusiastic and responsible opinions of experts, scientists and delegates for the development orientation of Quang Ninh province in the period of 2025-2030.

The Provincial Party Secretary affirmed that the consultations and opinions have opened up new thinking, new visions, new perspectives, and new understandings for the province. From there, Quang Ninh province will propose development directions and tasks for the coming period in line with the general trend of the times, in line with the local situation, creating a breakthrough for Quang Ninh in the new era of national development. Thereby, soon realizing the goal of "building Quang Ninh into a rich, civilized, modern, and happy city, becoming a centrally-run city by 2030, practically celebrating the 100th anniversary of the Party's founding, aiming to realize the goal by 2045 of being one of the locomotives promoting the national economy".
