The conference listened to the preliminary report and evaluation of the results of 3 years of implementing the "Program to support creative activities of literary, artistic and journalistic works and projects at the Central level and local Literature and Arts Associations; support high-quality journalistic works at local Journalists Associations for the period 2021 - 2025" according to Decision No. 558, dated April 8, 2021 of the Prime Minister, Instruction No. 3824, dated October 15, 2021 of the Ministry of Culture, Sports and Tourism.
With a high sense of responsibility towards members, delegates of the Journalists Associations of provinces, cities, and Central-affiliated Associations and Branches seriously discussed and evaluated the achievements of the Program as well as the difficulties and shortcomings in the implementation process, and at the same time proposed many practical solutions to continue to effectively implement the Support Program in the coming time.
Most opinions said that the Program demonstrates the deep leadership and direction of the Party and Government towards the cause of press innovation in the country in general and the professional press activities of the Journalists Association at all levels in particular.

Although the financial support is still limited, it has brought great encouragement and motivation to members, helping members - journalists have more conditions to explore, discover and build high-quality press works to serve the public; unite, bond, attract members to actively participate in activities to build the association.
Many Journalists Associations, Inter-Associations and Sub-Associations have effectively implemented the work of supporting high-quality journalism, opened many professional training courses, organized field trips, won many National Press Awards, Provincial Press Awards and other specialized press awards, and well implemented the regulations and implementation instructions of the Central Agency of the Association.
It can be said that the Government's High-Quality Journalism Support Program for the 2021-2025 period has been successfully implemented by associations at all levels with many very encouraging results over the past three years.
Many delegates also raised difficulties and shortcomings in the implementation of the Program. At the same time, they proposed many solutions to contribute to better implementation of the Support Program in the coming years.
The groups received emulation flags from the Vietnam Journalists Association.
Some association levels proposed that the Central Association organize training conferences for financial staff at association levels, with specific instructions on forms so that payment procedures can be completed quickly; propose a higher level of support from the total high-quality budget to directly support authors, reduce the number of works sent for appraisal to suit reality, and encourage authors to explore, create and invest to have truly quality works.
Along with that, it is proposed that the Central Agency of the Association work with relevant agencies to be able to provide or advance approved support funds from the beginning of the year so that the Associations at all levels can be more proactive in placing orders with members as well as organizing conferences, training, and providing financial support for members to go on field trips...
On this occasion, the Vietnam Journalists Association awarded Certificates of Merit to 29 groups and 51 individuals with outstanding achievements in professional and association work in 2023. The Tuyen Quang Provincial Journalists Association was honored to be one of 29 outstanding units to receive a Certificate of Merit from the Vietnam Journalists Association.
