Online conference on implementing laws: Land, Housing, Real Estate Business

On the afternoon of October 8, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired the national online conference to implement the Land Law, Housing Law, and Real Estate Business Law. Attending the conference at the Thai Binh bridge were comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lai Van Hoan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches, and localities.

After 2 months of implementation, with the new regulations of the Land Law and documents guiding its implementation, it has initially shown that the new policies have brought about effectiveness such as decentralization, delegation of authority on land use conversion, land recovery, land price determination, issuance of land use right certificates, sea encroachment, etc., creating consensus among the majority of people, the business community and unity among agencies from the central to local levels, contributing to the liberation of land resources for the country's socio-economic development, accelerating the disbursement of public investment capital. To date, 50/63 provinces and cities have issued a number of documents detailing the implementation of the Land Law; however, no locality has issued all legal documents under its authority. During the implementation process in localities, there are still some shortcomings that need to be promptly resolved, such as: the progress of issuing documents detailing the implementation of the 2024 Land Law under the authority of provinces and centrally-run cities; problems related to adjusting land price lists according to regulations; the establishment and publicization of planning for housing development areas have not been carried out systematically, publicly and transparently, creating conditions for land speculators. Localities lack initiative in creating land funds for auction, leading to people's demand for residential land and housing not being met for a long time.

For Thai Binh province, the Provincial People's Committee has issued 5 legal documents related to the land sector, including: 1 document detailing a number of articles of the Land Law and 4 documents regulating land prices and policies, unit prices for compensation, support, and resettlement when the State reclaims land. At the same time, 4 documents have been completed and are being submitted to the judicial agency for appraisal and reporting to the competent authority for promulgation, and 7 documents are being developed under its authority.

At the conference, ministries, branches and localities focused on discussing and clarifying the causes and responsibilities for the delay in issuing decisions under their authority; difficulties and obstacles that need to be removed and resolved.

In his concluding remarks at the conference, Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister, highly appreciated the efforts of ministries, branches, localities, associations, enterprises... who worked together, participated together, and reached consensus in developing decrees, decisions, and circulars to put the laws into practice.

With the goal of accelerating the promulgation of documents implementing the Land Law, Housing Law, and Real Estate Business Law, meeting the urgent and necessary requirements of life to remove difficulties and obstacles, the Deputy Prime Minister requested that Party committees and local authorities at all levels further strengthen leadership, direction, concentrate resources, overcome difficulties, and promote the responsibility of leaders to focus on building and perfecting documents under their authority. Promote training, propaganda, and dissemination widely, regularly, and continuously to all levels, sectors, people, and businesses, ensuring the legal basis and creating consensus and unity in perception and implementation. Ensure conditions for effective implementation of the Land Law at the local level such as organizing the apparatus, human resources, funding, building databases, and issuing technical and economic norms. Prepare well the conditions of resources, information infrastructure, land database to build land price list according to the provisions of the 2024 Land Law. Strengthen inspection, examination, and handling of violations by state management agencies and land users. In the immediate future, step up inspection of the implementation of the 2024 Land Law in localities.
