(NLDO) - Ho Chi Minh City proposed the Government and the Prime Minister to direct the removal of outstanding issues in the area, free up resources, and support growth targets.
On January 8, speaking at the online conference of the Government and local authorities, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that in 2024, the city will achieve a growth rate of 7.17%; budget revenue will be about VND508,000 billion.
According to Mr. Phan Van Mai, in 2024, Ho Chi Minh City received attention, leadership and direction from central agencies, thereby helping the city overcome difficulties and resolve problems.

"Many projects that have been delayed for many years have been restarted, completed, and put into use, including Metro Line 1 Ben Thanh - Suoi Tien. Many other traffic works have also been completed and inaugurated by the end of 2024; many large projects and proposals have been prepared, approved by competent authorities, such as the International Financial Center project, the urban railway project, the Can Gio International Transit Port project, Ring Road 4, Ho Chi Minh City - Moc Bai Expressway..." - said the Chairman of the Ho Chi Minh City People's Committee. At the same time, he emphasized that these are strategic infrastructure projects of the region.
Regarding the direction and tasks for 2025, Chairman of the City People's Committee Phan Van Mai said that Ho Chi Minh City has determined that this is the year of acceleration to reach the finish line and strive to complete and exceed all socio-economic targets; prepare plans and necessary conditions to enter the new term with the goal of double-digit growth.
To achieve the above goals, Ho Chi Minh City will organize and arrange the apparatus according to the direction of the Central Government, associated with restructuring functions and tasks, restructuring the team of civil servants and public employees, and strong digital transformation, to improve efficiency.
In addition, Ho Chi Minh City focuses on effectively implementing Prime Minister's Directive No. 137/CT-TTg as well as Directive 19 of Ho Chi Minh City People's Committee. In particular, improving administrative discipline, focusing on removing backlog projects and works, including both public and private ones, to mobilize investment resources, ensuring growth of 10% or more.
The head of the Ho Chi Minh City People's Committee also affirmed that the city will urgently implement the city planning approved by the Prime Minister in 2025 to implement key projects associated with the implementation of the international financial center as well as projects such as Can Gio international transit port, Ring Road 4 and urban railway. Coordinate the implementation of key projects such as Terminal T3, Ring Road 3 to be basically completed by the end of 2025.
Along with that, Ho Chi Minh City will urgently complete and put into operation the city's Creative Startup Center in conjunction with promoting the activities of the 4.0 Industrial Revolution Center in the World Economic Forum network.
In 2025, according to Mr. Phan Van Mai, Ho Chi Minh City will focus on preparing and implementing well the activities to celebrate the 50th anniversary of the liberation of the South, major holidays of the year, and party congresses at all levels. In addition, studying policies on free tuition, comprehensive health care, social security programs...
At the conference, the Chairman of the Ho Chi Minh City People's Committee made 3 recommendations to the Government and the Prime Minister. Accordingly, the city hopes that the Government and the Prime Minister will continue to pay attention and direct to support the city in resolving the backlog through the operating mechanism of the Steering Committee 1568. "Resolving the backlog to free up resources, if resolved well, there will certainly be tens of thousands of billions of VND entering the economy in 2025" - Mr. Phan Van Mai believes.
Regarding the organizational arrangement, Ho Chi Minh City recommends that the Central Government provide orientation and legal framework for the system of state administrative agencies to manage key and basic issues, while for matters that can be transferred to the economy and society, a legal framework is needed to promote resources.
Ho Chi Minh City also proposed that the Government, the Prime Minister, and the Chairmen of two very important economic regional councils, the Red River Delta and the Southeast Region, study and propose policy mechanisms to promote regional linkages and exploit the resources of the two regions. According to Mr. Phan Van Mai, if done well, these two regions will contribute over 50% of the country's GDP, helping the country firmly enter a new era.
