Ensure smooth tax procedures after merger

Implementing the decision of the Ministry of Finance on organizing and deploying the model of 20 regional Tax Branches and 350 district-level Tax Teams, accordingly, the Vinh Phuc Provincial Tax Department merged with the Phu Tho Provincial Tax Department, Yen Bai Provincial Tax Department and Lao Cai Provincial Tax Department into the Regional Tax Department VIII, headquartered in Phu Tho province. The headquarters of the Vinh Phuc Provincial Tax Department was converted into a One-Stop Department, directly under the Regional Tax Department VIII, the previously affiliated Tax Branches were converted into District-level Tax Teams, ensuring stable and effective operations, meeting the needs of handling tax procedures for people and businesses after the merger.

Implementing the decision of the Ministry of Finance regulating the functions, tasks, powers and organizational structure of the Tax Department and its affiliated regional Tax Branches, from March 8, 2025, direct transactions with tax authorities of people and businesses in the province will be carried out at the One-Stop Department and 5 District-level Tax Teams under the Regional Tax Department VIII, including Vinh Yen City Tax Team, Phuc Yen Regional Tax Team, Vinh Tuong Regional Tax Team, Tam Dao Regional Tax Team and Lap Thach Regional Tax Team.

Mr. Nguyen Trong Viet Hai, Deputy Head of the Tax Department of Region VIII said: “Immediately after completing the organizational structure, the Department directed the specialized departments and affiliated units to immediately get to work, deploying tax management according to the new model, not allowing taxpayers' transactions to be interrupted; requiring each tax officer to uphold the sense of responsibility, proactively adapt to changes, promote capacity, and properly perform assigned roles and tasks”.

To ensure the stable operation of the electronic tax system, the Tax sector has upgraded and converted categories on applications and software including the e-commerce portal; e-portal for households and individuals doing e-commerce and business on digital platforms; e-tax application (eTax); e-tax application for individuals (iCanhan); eTax Mobile application; information portal system serving information exchange with external units and organizations (GIP/T2B).

By March 17, the electronic tax system had completed the upgrade and was operating stably under the new management model, meeting the needs of tax procedures for people and businesses, ensuring convenience and efficiency.

After being reorganized and restructured according to the new management model, the Vinh Yen City Tax Team consists of 8 teams: 2 Teams for Management and Support for Individuals and Business Households; 2 Inspection Teams; Administrative and General Team; Professional, Budgeting and Legal Team; Business Management and Support Team; and Other Revenue Management Team.

Head of the Vinh Yen City Tax Team Pham Thanh Tu said: “After operating under the new model, the functions and tasks of the specialized units are basically the same but have been arranged and streamlined to be more efficient. Each focal point is assigned to perform many tasks, one task is assigned to one focal point to preside over and take primary responsibility; the tasks between the focal points are clearly defined, ensuring no overlap, duplication, or omission of tasks.”

At the District Tax Teams, there are still departments to receive documents and return results. Professional staff from the teams are responsible for guiding, answering questions, supporting, and creating favorable conditions for taxpayers to fulfill their obligations to the State budget.

With the spirit of urgency and high determination of the tax sector in arranging and reorganizing the apparatus towards streamlining, effectiveness and efficiency, the settlement of tax procedures in the province is ensured to be stable and effective, contributing to improving the efficiency of exploiting and managing revenue sources and preventing budget losses.

In the first quarter of 2025, the total state budget revenue managed by tax authorities in the province reached VND 8,600 billion, equivalent to 39% of the ordinance estimate assigned in 2025 and an increase of 13% over the same period.
