Dialogue Conference with Farmers 2024

On November 21, Quang Ninh province organized the Provincial Leaders' Dialogue with Farmers Conference 2024 with the theme "Supporting farmers to develop production and business, improve income and quality of life of people in rural areas". Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee chaired the conference.

According to the report of the Department of Agriculture and Rural Development of the province, in the first 8 months of the year, the situation of agricultural, forestry and fishery production was generally stable, the basic agricultural, forestry and fishery production targets all met the growth scenario targets set, some targets had positive growth rates contributing to the GRDP growth of the whole industry reaching higher than planned. However, in September, storm No. 3 caused serious consequences to agricultural production activities, causing a decline in GRDP growth of the whole industry. It is estimated that for the whole year, the GRDP growth of agriculture, forestry and fishery only reached 0.04%, not reaching the growth scenario target set at the beginning of the year of 4.56%.

Provincial Leaders' Conference Dialogue with Farmers 2024 With the participation of 250 delegates, it is a forum for representatives of farmers, Farmers' Associations at all levels, agricultural cooperatives, enterprises, organizations, individuals, scientists operating in the field of agriculture and rural areas in the province to directly share and reflect with provincial leaders on the results achieved and difficulties and obstacles in production, business, and implementation of the strategy for agricultural, farmer, and rural development in the province.

Delegates asked questions to provincial leaders.

The conference focused on answering questions that many farmers in localities are wondering about, revolving around main contents such as: Policies to overcome natural disasters and restore production for the agricultural sector; local land planning, land and water surface leasing and allocation; mechanisms and policies to attract investment support for agricultural development associated with sustainable agricultural economic development; policies to support product branding; digital transformation in production; credit policies, etc.

The opinions raised at the conference were directly responded to by provincial leaders, authorities at all levels, and relevant sectors based on legal regulations and central and provincial policies and mechanisms.

Vice Chairman of the Provincial People's Committee Nghiem Xuan Cuong also affirmed that the province will always accompany, create policies and mechanisms, and pay special attention to the sustainable development of the agricultural sector, farmers and rural areas of the province. From now until the end of the year, the Provincial People's Committee will direct local departments, branches and sectors to focus on completely overcoming the damage caused by storm No. 3; complete the dossiers for eligible households to receive support according to Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics ; continue to propose to the State Bank of Vietnam to consider issuing policies to increase the level of unsecured loans, allowing the expansion of beneficiaries of debt suspension policies for debts damaged by storms.

The Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and support farmers in restoring production and maintaining the growth of the agricultural sector this year. In the long term, the province will also continue to research and issue new policies to support and encourage sustainable agricultural development.
