The conference was held directly at the Government headquarters, online with the People's Committees of 63 provinces and centrally-run cities. Attending the conference were leaders of central departments, ministries, branches, socio-political organizations, leaders of provinces and cities and representatives of farmers nationwide with more than 4,500 delegates, including more than 2,000 farmers and representatives of cooperatives.
Before the conference, the Central Committee of the Vietnam Farmers' Union organized many channels to receive questions, opinions and suggestions from farmers, cooperatives, experts, scientists and businesses operating in the fields of agriculture and rural areas. As a result, nearly 3,000 questions, opinions and suggestions were sent to the Government and the Prime Minister on issues related to agriculture, farmers and rural areas.
Through channels and directly at the conference, the Prime Minister and leaders of ministries, branches and central agencies answered, shared and discussed with farmers and representatives of cooperatives many issues of common concern such as: Mechanisms, policies and resources to support farmers in developing cooperative groups and agricultural cooperatives; building planning for raw material areas and large-scale, concentrated commodity production.
Along with that is promoting concentration and accumulation of agricultural land for large-scale production; digital transformation in the agricultural sector; promoting trade, stabilizing the export market of agricultural products; unblocking credit capital flows to serve agricultural and rural development; improving the quality of vocational training for farmers and rural workers...
The Prime Minister discussed policies to remove difficulties and obstacles in planning, land accumulation, encouraging the construction of concentrated raw material areas, agricultural product processing, credit policies for agriculture, farmers, and rural areas, especially for those affected by the recent storm Yagi. The Prime Minister stated that we are shifting our thinking from agricultural production to agricultural economic development, with a very wide and comprehensive scope, so agriculture cannot stand alone but must have an entire ecosystem of other industries to develop together.
To develop this ecosystem, there are many things to do such as accumulating land; applying science and technology, increasing labor productivity; having credit and tax mechanisms and policies. The Government has issued many policies and directed ministries and branches to strengthen forecasting, expand markets, build planning, policy mechanisms, develop infrastructure to promote agricultural, rural and farmer development...
Responding to questions and proposals from delegates on deep processing, upgrading Vietnamese agricultural products, attracting investment in the agricultural sector, achieving the goal of reducing net emissions to zero by 2050, developing aquaculture, marine economy, developing Halal food industry, etc., the Prime Minister said that deep processing for agriculture has not received strong investment, and the State needs to encourage more investment.
The Prime Minister analyzed that to develop agricultural production, first of all, we must build a brand; this work must involve the Ministry of Science and Technology, media agencies and farmers. At the same time, we must invest in deep processing. Therefore, we must research the market, customer psychology, see what consumers' needs are, and bring what people need, not what we have.
Informing that the Government, ministries, branches, Party committees, authorities, and enterprises must act and guide farmers, the Prime Minister pointed out that recently, the Government has directed ministries, branches, and agencies to step up market research, forecasting, and market connection. For example, Vietnam has key export products such as shrimp, rice, tra fish, coffee, etc., so it is necessary to forecast the market to have regulatory policies and identify products that need to be focused on development.
Considering that the two weak points of market research and deep processing need more effort, the Prime Minister requested that there must be mechanisms and policies to encourage businesses to invest in agriculture, such as land policies, taxes, fees, credit incentives, human resource training, etc. Along with that, promoting chaining, development linkage, linkage between businesses and farmers, cooperatives; diversifying markets, products and supply chains.
At the same time, we must build brands, research and forecast the market, plan raw material areas, promote deep processing, develop designs and packaging, have capital sources with very flexible credit policies from banks... When the situation changes, the tasks change, when the tasks change, the policies must change, the State must build policies but farmers must give their opinions, at the same time the State builds strategic infrastructure...
Regarding investment, including investment in agriculture, because state resources are limited, there must be an order of priority, focus, and not spread out; at the same time, public investment must lead private investment, activating all resources for development, such as through public-private partnerships.
The Prime Minister said that the Party and State identify institutions as the breakthrough of breakthroughs, including amending the Investment Law and the Investment Law in the direction of public-private partnership, decisively cutting down on cumbersome and unnecessary procedures in the spirit of starting from practice, respecting practice, closely following practice, and taking practice as a measure.
Sharing more about the development of a sustainable agricultural ecosystem, the Prime Minister said this is a trend, as European countries have required green production standards for imported products, businesses and farmers must also raise awareness to implement.
After answering and sharing with delegates about issues of common concern, concluding the conference, the Prime Minister emphasized that in 2024, severe natural disasters, especially super typhoon No. 3 (Yagi), caused severe damage; agriculture, farmers and rural areas were most seriously affected. However, under the leadership of the Party, the efforts of the entire political system, the participation of people and businesses, our country's socio-economic situation continued to recover positively, each month was better than the previous month, each quarter was higher than the previous quarter, and in general, all 15 main targets for 2024 were achieved and exceeded.
Of which, agriculture grew by 3.3%, exceeding the assigned target; the export turnover of agriculture, forestry and fishery products is expected to exceed 62.5 billion USD, an increase of 18.7% compared to 2023, a trade surplus of 18 billion USD, accounting for more than 70% of the country's trade surplus. Agricultural products are present in 190 countries around the world; rice production alone ensures food security and exports reach more than 5 billion USD. Agriculture affirms to be the pillar of the economy; affirms a wise policy, demonstrating the aspiration to build ecological agriculture, modern countryside, and civilized farmers.
The Prime Minister said that in developing agriculture, rural areas and farmers, the entire political system, people and businesses need to join hands and participate. In particular, it is necessary to continue to improve institutions, mechanisms and policies, because institutions, mechanisms and policies are resources, but are still "bottlenecks of bottlenecks".
At the same time, it is necessary to develop and implement well the planning work including sectoral planning, land planning, production and business planning, etc.; strengthen land management and use, especially perfecting the law to "untie" and use land resources more effectively; increase the exploitation of space, sea space, underground space for development; have preferential policies on capital, insurance, and encourage enterprises to invest in the agricultural sector.
The Prime Minister requested to continue promoting regional linkages, production linkages, diversifying products, markets, and supply chains; proactively expanding markets for agricultural products, while farmers need to focus on improving quality and building brands for agricultural products; applying science and technology, innovation, and transferring science and technology, especially digital transformation, databases, and artificial intelligence in agricultural production and processing.
Along with that is training and converting human resources suitable for the development process of the new period; preserving, promoting and enhancing cultural values in agriculture and rural areas, with the motto of "internationalizing Vietnamese cultural values and the quintessence of human culture"; requiring the political system at the grassroots level to strengthen its grasp of farmers' thoughts, feelings, aspirations and development trends in rural areas and agriculture to propose policy mechanisms, mobilizing the total strength of people and businesses to serve development.
Informing that the Party and State continue to implement three strategic breakthroughs including breakthroughs in building and perfecting institutions, breakthroughs in infrastructure development, and breakthroughs in human resource training and labor transfer to contribute to the development of agriculture, rural areas, and farmers, the Prime Minister called for promoting the spirit of self-reliance, solidarity, and unity to work together, win together, and develop together.
