On the morning of February 12, the People's Committee of Bac Giang province held a thematic conference to give opinions on draft reports submitted to the Provincial People's Council. Chairman of the Provincial People's Committee Nguyen Viet Oanh chaired the conference. Attending the conference were Permanent Vice Chairman of the Provincial People's Committee Mai Son; Vice Chairman of the Provincial People's Council Nghiem Xuan Huong; representatives of leaders of departments, branches and agencies of the province.

Implementing plans to streamline the organization of state agencies
At the conference, delegates listened to the leaders of the Department of Home Affairs present reports and draft resolutions related to the arrangement and streamlining of the apparatus of specialized agencies under the People's Committee of Bac Giang province; draft resolution of the Provincial People's Council on the assignment of civil servant and public employee payrolls to agencies and units after the arrangement of administrative units and streamlining of the apparatus; draft proposal to develop a resolution of the Provincial People's Council on policies to support cadres, civil servants and public employees (CBCCVC) who retire early or quit their jobs due to the arrangement of the apparatus.
According to the leader of the Department of Home Affairs, currently, the whole province has 19 specialized agencies under the Provincial People's Committee with 133 administrative organizations within; the total number of public service units under the departments is 102 units; the total number of public service units under the departments is currently 102 units. Regarding the arrangement plan, 12 agencies will be merged into 06 agencies. Thereby, streamlining 05-06 specialized agencies under the Provincial People's Committee; striving to reduce at least 15-20% of administrative organizations in agencies and units.
In 2025, the province will be assigned 1,924 civil servants, 32,223 public employees, 236 contract labor quotas to support administrative agencies and 68 contract labor quotas to support and serve public service units. According to the draft Resolution on assigning public employee and civil servant quotas to agencies and units after the rearrangement of administrative units and streamlining of organizational apparatus, the number of public employees working in state administrative agencies after the rearrangement will be 1,981 quotas; and the number of public employees working in public service units after the rearrangement will be 32,217.
After the reorganization, Bac Giang province has a total of 2,835 civil servant positions assigned in 2025, 2,707 people present as of January 31, 2025, and 128 people unused.
The number of people who must be reduced according to the 5-year roadmap (20%) is 567 people, the number of people who must retire or quit their jobs in the next 5 years is 439 people. Through review and the number of assigned positions, the number of people who must retire or quit their jobs in the next 5 years is 234 people, of which the number of people who are 5 years or less from retirement age is 87 people, accounting for 7.2%; the number of people who will have to retire early or quit their jobs at the end of the next 5-year roadmap is 147 people.

The arrangement and streamlining of specialized agencies under the Provincial People's Committee is similar to the arrangement and streamlining of the Government apparatus, ensuring consistency, unity and connectivity in state management. The plan for arranging the staff of civil servants, public employees and workers according to regulations ensures criteria, effective and efficient operations; arrange staff according to job positions; promptly resolve policies and regimes for redundant staff after arrangement according to regulations.
Based on the Central regulations and practice, the Department of Home Affairs proposes that support policies should be appropriate to practical capabilities and resources to ensure sufficient attraction and encouragement for civil servants and public employees to retire early to streamline the payroll and organization.
Giving opinions at the conference, delegates agreed with the necessity of promulgation, the scope of adjustment stated in the proposal for the Resolution; the content of the policies in the proposal for the Resolution are consistent with the Party's guidelines and policies, the State's policies, and the Provincial Party Committee's policies on the arrangement and streamlining of the apparatus, and effective and efficient operations. Based on practice, some delegates requested that specialized agencies and units clarify some contents related to the arrangement and use of staff after the arrangement, and agree on a plan to arrange working headquarters in accordance with practical requirements.

Focus on doing well the key tasks after merging agencies and administrative units
At the conference, delegates also unanimously voted to approve the draft Resolution regulating the authority to decide on approving tasks and budget estimates for purchasing assets and equipment; decentralizing the authority to decide on approving tasks and budget estimates for renovating, upgrading, expanding, and constructing new construction items in projects invested in construction from regular state budget expenditure sources in Bac Giang province; Draft Resolution of the Provincial People's Council regulating a number of policies to attract and support human resource training in Bac Giang province, period 2025-2030... presented by the leaders of the Department of Finance and the Department of Labor, War Invalids and Social Affairs.

Contributing opinions to the draft Regulations on a number of policies to attract and support human resource training in Bac Giang province, period 2025-2030, Permanent Vice Chairman of the Provincial People's Committee Mai Son said that currently, the semiconductor and artificial intelligence industries are increasingly gaining attraction in the face of global changes, and are expected to become the industry of the future.
Therefore, it is necessary to develop policies to attract and support the training of human resources in the province to promote the economic development of the province in the coming period. However, to attract and support the training of human resources in this field, a lot of budget funds are needed, requiring good coordination with businesses. At the same time, the province also chooses key and key contents to implement support policies to suit the development of the locality.

Concluding the conference, Chairman of the Provincial People's Committee Nguyen Viet Oanh commended a number of leaders and managers who have pioneered in streamlining the apparatus, and acknowledged the opinions of delegates at the conference.
The Chairman of the Provincial People's Committee requested the agencies in charge of drafting the submission and draft Resolution to receive and revise and develop quality documents that meet the requirements. The Office of the Provincial People's Committee coordinates with departments and branches to prepare complete documents to submit to the Legal Committee of the Provincial People's Council for review within the prescribed time. Closely following the directives issued by the Central Government, the agencies and units after the arrangement need to implement the tasks in accordance with their functions and authority.
For some tasks of the Department of Transport transferred to the Provincial Police, it is necessary to coordinate with the Provincial Police, perform the tasks well after the merger and transfer; if the police force is still lacking, based on the practical situation, it is possible to select officers with good professional expertise to transfer to the industry to meet the job requirements.
The Chairman of the Provincial People's Committee also noted that after completing the arrangement, the heads of agencies and units need to direct the serious handover of documents, ensure effective document storage, and absolutely not let any negligence cause loss of documents during the merger process.
Leaders of agencies and units need to do a good job of arranging the staff of civil servants and public employees to ensure impartiality, objectivity, and good performance of tasks. At the same time, well implement the regime and policies for civil servants and public employees who are subject to reduction.
The Chairman of the Provincial People's Committee also emphasized that the quantity and quality of the staff with high professional qualifications in the province are still low, not meeting the practical needs in the new situation, especially the lack of experts in key fields. Therefore, if the province wants to make a breakthrough, it must have flexible policies to attract and support the training of quality human resources, promoting economic development.
After the merger, departments, branches and agencies need to immediately focus on their professional tasks to continue advising the People's Committee on plans and growth scenarios in 2025. Do a good job of planning, review land items that have been planned but not implemented to find solutions to completely handle them, avoiding wasting land resources.
