In particular, during the 2019-2024 term, with the direct and close leadership of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Central Committee of the Vietnam Lawyers Association, the close coordination of the Provincial Vietnam Fatherland Front Committee and its member organizations, departments, branches, unions and Party committees and authorities at all levels, the Provincial Lawyers Association has overcome difficulties, overcome shortcomings and limitations, innovated the content and methods of operation, developed comprehensively and successfully completed the targets and tasks set out in the Resolution of the 6th Congress, gradually meeting the requirements of local political tasks, contributing to the overall development of the province and the process of building a socialist rule-of-law state in Vietnam.
Right from the beginning of the term, the Executive Committee, the Standing Committee and the Standing Committee of the Provincial Association have strengthened the leadership of political and ideological work in all levels of the Association and its members. Organized research, study, dissemination, propaganda and implementation of the Resolution of the 13th National Congress of the Party, the Resolution of the 22nd Congress of the Ninh Binh Provincial Party Committee; and the Resolution of the 13th National Congress of the Vietnam Lawyers Association. The Standing Committee of the Provincial Association has directed all levels of the Association to proactively study and disseminate the Party's viewpoints and policies, the State's policies and laws, local socio-economic development policies and documents of the Central Association to members and the people.
In which, focusing on disseminating the 2013 Constitution, the resolutions of the 13th Party Central Committee Conference, Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; seriously implementing the study and research of the works of General Secretary Nguyen Phu Trong "Resolutely, persistently, fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong"; implementing the Association's Charter, Guidelines for implementing the Charter and regulations on ethical standards of members of the Vietnam Lawyers Association.
Organize the implementation of Directive No. 21/CT-TTg dated August 30, 2019 of the Prime Minister on strengthening support solutions and promoting the role of the Vietnam Lawyers Association in the new period; advise the Provincial People's Committee to issue a Plan to implement Directive No. 21 of the Prime Minister in the province. Advise the Provincial Party Committee and the Provincial People's Committee to issue documents to lead and direct the implementation of Directive No. 14-CT/TW dated July 1, 2022 of the Politburo on strengthening the Party's leadership over the Vietnam Lawyers Association in the new situation in the province.
Performing the functions of the Lawyers Association, during the term, the work of participating in the development of policies and laws was carried out regularly, extensively, qualitatively and effectively. The Association at all levels promoted research, organized seminars and discussions to contribute opinions to draft programs, projects and legal documents; attracting many lawyers and experts in many fields with qualifications, experience and understanding of legal practice to participate.
Over the past 5 years, the Provincial Association has organized 78 seminars, contributing opinions to projects and draft laws submitted to the sessions of the 14th and 15th National Assembly. These include many important law projects such as: Labor Code, Land Law (amended), Notary Law (amended), Mobile Police Law, Law on Mediation and Dialogue at Court, Law on Amending and Supplementing a Number of Articles of the Law on Handling of Administrative Violations, Law on Residence (amended), Law on Prevention of Domestic Violence; Law on Implementing Democracy at the Grassroots Level...
District, city and affiliated associations provided comments on 1,151 draft legal documents at the request of competent authorities; participated in the appraisal and review of 1,734 draft legal documents; many comments contributed by the Lawyers Association were highly appreciated and accepted by competent authorities.
The dissemination and education of law continues to be promoted, the scope of activities is expanded; the content and form are increasingly rich and diverse, the quality and effectiveness are improved, contributing to the timely dissemination of the Party's viewpoints and policies, the State's laws, improving understanding of the law, awareness of respect and compliance with the law of organizations and individuals in society.
During the term, the Legal Consulting Center under the Provincial Association organized 134 conferences to disseminate the law for 13,197 participants; the Lawyers Association at all levels in the province coordinated to organize 2,878 conferences to disseminate the law for 180,449 participants; wrote more than 1,000 news and articles on radio, television and broadcasting stations at all levels; distributed more than 200,000 leaflets and brochures to disseminate the law. Effectively served the Party Congresses at all levels, the elections of the National Assembly and People's Councils at all levels and disseminated legal policies related to social life that the people are interested in.
The Standing Committee of the Provincial Association has directed the Associations at all levels to proactively implement a number of measures so that legal consultancy and legal aid work is carried out in accordance with the provisions of law and in accordance with the Association's conditions. The Association has 1 Legal Consultation Center with 3 branches at the grassroots level that are maintained in regular operation. The staff working in legal consultancy and legal aid has been strengthened, and the training of professional knowledge, skills and legal consultancy and legal aid work has been focused on.
In 5 years, the Legal Consulting Center has organized legal consultation and aid for 1,611 cases. The Lawyers Association at all levels, through the implementation of professional tasks, has participated in consulting on 9,214 cases in the fields of civil disputes, land, tax policies, social policies, marriage and family, etc.; provided legal aid to 1,527 cases. The Association at all levels actively participates in judicial reform, administrative reform, and supervises law enforcement within the scope of the Association's functions and tasks, contributing to building the great national unity bloc, promoting the people's mastery, maintaining political security, social order and safety in the locality.
During the term, the Association at all levels participated in 96 monitoring delegations as requested. In addition, through the work of participating in policy and law making, the Association at all levels performed well the task of social criticism. The work of cadres and member development was focused. During the term, the entire Association admitted 197 members, including many lawyers with capacity, experience and professional ethics who have been doing legal work in agencies and organizations, and lawyers and legal consultants participating in the Association.
Typical units are: Ninh Binh City Lawyers Association, Hoa Lu District Lawyers Association, Nho Quan District Lawyers Association, Provincial Police Lawyers Association, Department of Natural Resources and Environment Lawyers Association. Up to now, the Association's organizational system includes 8/8 district-level Lawyers Associations; 15 Lawyers Associations directly under the Provincial Association; 86 grassroots associations, including 37 commune, ward and town branches.
It can be affirmed that, in the past term, despite many difficulties and challenges, the Executive Committee, the Standing Committee, cadres and members of the Provincial Lawyers Association have strived to closely follow the guiding viewpoints of the Party and the State, especially those expressed in Directive No. 14-CT/TW of the Politburo, Directive No. 21/CT-TTg of the Prime Minister and the Resolution of the 6th Congress of Delegates of the Ninh Binh Provincial Lawyers Association, proactively building and successfully implementing programs and work plans, including many contents and activities with new developments, quality and efficiency of activities have been improved, contributing to the successful implementation of the political, economic, cultural and social tasks of the province.
During the term, many Association organizations and members were awarded Certificates of Merit by the Vietnam Lawyers Association and the Ninh Binh Provincial People's Committee. In 2023, the Ninh Binh Provincial Lawyers Association was awarded the Flag of Excellent Emulation Unit by the Central Committee of the Vietnam Lawyers Association.
Entering the 2024-2029 term, the Provincial Bar Association is determined to successfully implement the Resolution of the 7th Congress; to be united, proactive, creative, continue to innovate, improve the quality and efficiency of operations, build a strong and comprehensive Association, develop a team of lawyers according to the six ethical standards of members of the Vietnam Bar Association; including being good at professional expertise, steadfast in political ideology, dedicated to the profession, for the people, for justice.
Promote the role of a professional socio-political organization, strive to fulfill all assigned tasks; promote democracy, build a socialist rule-of-law state of Vietnam, protect human rights, rights and legitimate interests of citizens, develop a market economy and integrate internationally.
At the same time, actively contribute to the socio-economic development of the province with the goal of building Ninh Binh province into a Millennium Heritage City, a creative city, and a centrally-run city by 2035.
