Attending the meeting were Vice Chairmen and members of the Science and Technology Council (S&T) of the Committee for Ethnic Minorities (CEMA).
According to the draft operating regulations, the Science and Technology Council has the function of advising the Minister and Chairman of the Committee for Ethnic Minorities on the following contents: Implementing the Party and State's policies and guidelines related to ethnic affairs; proposing scientific recommendations on issues under the management authority of the Committee for Ethnic Minorities; organizing research activities, implementing and evaluating scientific and technological research tasks, basic surveys, environmental protection, developing ethnic policy projects of high quality and applicability in the coming time to serve the implementation of the functions, tasks and powers of the Committee for Ethnic Minorities; organizing and managing grassroots science and technology tasks of the Committee for Ethnic Minorities; developing ministerial-level science and technology programs; organizing and managing national-level science and technology tasks.
Accordingly, the Science and Technology Council is responsible for orienting science and technology strategies and policies to serve the socio-economic development of ethnic minority and mountainous areas; long-term and annual orientations on scientific research, technology development and environmental protection of the Committee for Ethnic Minorities to build arguments and scientific basis for supplementing and advising on planning policies, strategies and economic, cultural and social development of ethnic minority and mountainous areas.
Appraise the annual, medium-term and long-term science, technology and environment plans of the Committee for Ethnic Minorities; development programs and projects related to the functions and tasks of the Committee for Ethnic Minorities. Advise, supervise and evaluate the fields of science, technology and environment for a number of tasks under the management of the Committee for Ethnic Minorities under the direction of the Minister and Chairman of the Committee for Ethnic Minorities.
Coordinate with domestic and international scientific organizations to conduct research cooperation; study, exchange experiences; transfer scientific and technological advances and protect the environment in ethnic minority and mountainous areas. Advise and review policies on economic, cultural, social development, national security and defense in ethnic minority and mountainous areas at the request of the Minister, Chairman of the Committee for Ethnic Minorities...
At the meeting, the Council members discussed and proposed many contents related to the promulgation of the operating regulations of the Science and Technology Council of the UBDT; perfecting the Science and Technology Council of the UBDT; deploying key activities and tasks in 2024 and the following years; assigning tasks to each member of the Council...
The Council members unanimously approved the Council's operating regulations, task assignments and 2024 action plan. Accordingly, in 2024, the Council will carry out a number of key tasks such as: Organizing activities to celebrate Vietnam Science and Technology Day (May 18, 2024); organizing a workshop to provide comments on a number of projects, policies and ethnic work programs implemented in 2024 by the Committee for Ethnic Minorities; organizing a scientific workshop on "Strengthening scientific and technological research activities at the Committee for Ethnic Minorities and summarizing scientific and technological activities in 2024, tasks in 2025"; organizing scientific seminars according to the requirements of the tasks assigned by the Minister and Chairman of the Committee for Ethnic Minorities.
Speaking at the meeting, Deputy Minister, Vice Chairman Nong Thi Ha - Chairwoman of the Council sincerely thanked the scientists for their attention to ethnic affairs in general, the S&T tasks of the Committee for Ethnic Minorities in particular; and the dedication and contributions of the members of the S&T Council of the Committee for Ethnic Minorities in the past time.
Chairwoman of the Council Nong Thi Ha acknowledged and highly appreciated the opinions and suggestions of scientists on the development of the operating regulations of the UBDT Science and Technology Council as well as the directions and tasks for 2024 and the following years. In particular, the suggestions and suggestions for the directions and methods of organizing the activities of the UBDT Science and Technology Council to promote its role with the expectation of making positive and effective contributions to the national ethnic work.
Council Chairwoman Nong Thi Ha hopes that scientists will continue to research and give their opinions so that the Council can perfect its operating regulations and plans for implementing tasks in the coming time. At the same time, Council Chairwoman Nong Thi Ha suggested that the Ethnic Academy receive the Council's opinions to perfect relevant documents; departments and units of the Ethnic Committee prepare the contents of projects, plans, and policies to submit to the Secretariat, the National Assembly, the Government, and the Prime Minister for consultation with the Council to contribute to improving the quality of the content before submitting it to the Party Executive Committee of the Ethnic Committee for consideration and approval; Council members should pay attention and give their opinions on the contents that the Ethnic Committee is about to submit...
Chairwoman of the Council Nong Thi Ha also assigned the Standing Committee of the Council to propose a plan to collect and synthesize the results of science and technology tasks, basic investigation projects, environmental protection projects related to ethnic issues, ethnic work and surveys on the socio-economic status of 53 ethnic minorities of the Committee for Ethnic Minorities and other agencies that have been carried out in the past to create a database and scientific arguments for the Committee's leaders to study in the practice of state management of ethnic work.
