Review progress of science and technology tasks
On the morning of February 6, the Ministry of National Defense held a conference of the Ministers of National Defense to review the progress and deploy the implementation plan for 2025 of science and technology tasks under the KC-2030 Program. Senior Lieutenant General Pham Hoai Nam, member of the Party Central Committee and Deputy Minister of National Defense chaired the conference.

Also attending the conference were delegates who were members of the KC-2030 Program Management Board, agencies and functional units under the Ministry of National Defense, and representatives of the Ministry of Science and Technology.
Evaluation conference, in 2024, the Program Management Board closely coordinated with agencies and units to implement and achieve certain results.
Specifically, it has reviewed and selected topics that are urgent, urgent, and highly feasible, and requested the Department of Military Science to report to the Head of the Ministry of National Defense for permission to add new open topics to phase 1; organized an inspection of the implementation status of 12/12 science and technology topics under the KC-2030 Program.
At the same time, regularly urge the unit in charge and project manager to speed up the project implementation progress; appraise and approve the product testing plan; appraise and report to the Chief of the General Staff to approve the set of technical and tactical performance indicators of the product. In addition, appraise the plan to select contractors for procurement of materials and goods; participate in monitoring and evaluating the results of testing and acceptance of project products. To date, 5/12 projects have been completed and accepted by management.
By 2025, speed up implementation progress
Speaking at the conference, Senior Lieutenant General Pham Hoai Nam commended the results achieved by the Program Management Board in 2024.
Based on the achieved results, Senior Lieutenant General Pham Hoai Nam requested that in 2025, the Program's Steering Committee and Standing Agency need to strengthen inspection and supervision of topics, speed up implementation progress; organize specialized work with topic-hosting units and coordinating units that encounter difficulties during implementation, to find solutions.
Complete the development and promulgation of the plan to implement the KC-2030 Program in 2025; review and report to the Head of the Ministry of National Defense for approval of the decision to consolidate the Program Management Board; coordinate with the Department of Military Science to urgently complete the procedures for approving 9/12 remaining topics; direct the Standing Agency and working group to continue reviewing the topics proposed by the host units, selecting topics that are urgent, feasible, new, scientific, and suitable for the program's objectives; organize a meeting of the Program Management Board to give opinions and agree on selecting additional topics for the program; coordinate with the Department of Military Science to report to the Head of the Ministry of National Defense for consideration and implementation.
For units with ongoing projects, Senior Lieutenant General Pham Hoai Nam requested urgent implementation, drastic direction, and urging to speed up the project progress, striving to not let any project that does not meet the requirements have to accept the workload; actively coordinate with agencies and units to resolve difficulties and problems during the implementation process. At the same time, strictly comply with regulations on periodic and ad hoc reporting as required by the Program Management Board; direct affiliated departments and offices to coordinate, create conditions, and ensure resources for topics to complete their content. Continue to research and add topics to the KC-2030 Program, in which it is necessary to clarify the urgency, feasibility of implementation, objectives, research content, implementation plan, encourage feasible topics, research to reduce administrative procedures, so that the implementation of topics achieves the highest efficiency. |
