Students play the role of National Assembly delegates, discussing 'hot' issues

Students get to experience instead of just listen to lectures.

Listen to a segment where students play the role of National Assembly deputies to question and answer questions: "Minister of Construction, please tell us how the local land administration and construction departments manage the situation where there are still houses built beyond the floors and falsely claiming ownership of mini apartments? What measures is the Ministry taking to ensure quality and safety for residents living in mini apartments?"

"The current Housing Law does not have the concept of mini apartments, but only the concept of individual houses... Under the name of individual houses, mini apartments are currently not bound by the pre-inspection and post-inspection procedures of the Department of Construction as with other commercial apartments. We propose that the National Assembly amend and supplement the 2014 Housing Law to have more specific regulations on mini apartments to help agencies have a basis for comparison and implementation to resolve existing problems of this type?".

Students play the role of National Assembly delegates questioning and answering questions to learn about the operations of the state apparatus and political system.

This is part of the content of the lesson on understanding the structure, functions, and tasks of the political system and state apparatus of Vietnam in the subject of Economic and Legal Education for 10th grade students of Olympia School, a completely new subject in the 2018 General Education Program.

Following the National Assembly meeting model, students played the roles of delegates and leaders of government agencies and the National Assembly to discuss, question, and find solutions to many current social issues such as: granting construction permits and managing mini apartments, managing toxic information on social networks...

Before coming to this session, Olympia School students had 3 weeks for teachers to provide basic knowledge about Vietnam's political system, learn about the 2 topics that the session will discuss to write a report according to the standards of the National Assembly report and prepare the content of the questions and answers.

Pham Anh Triet, a 10th grade student, who was assigned to play the role of a minister answering questions, shared: "We had to read a lot of legal documents, sub-law documents, information in books and newspapers; work in groups and individually... to have the necessary information for the simulated National Assembly session.

During the session, there were many new questions that we had to look up on the spot. Although it took more effort than a normal class, and there was more work to do, we were very happy to have such an experience."

Not only Anh Triet but many students share the same opinion: this method of learning through experience and role-playing helps the seemingly difficult theories in textbooks about the political system and state apparatus of Vietnam become more vivid and easier to understand.

Students demonstrate their understanding through "questioning" and "answering questions"

Duong Minh Tuan, a 10th grade student, playing the role of a delegate of the National Assembly Economic Committee, shared his feelings: "When I put myself in the role of a National Assembly delegate, I find this job very difficult, because to give an opinion to the National Assembly, one not only needs sharp thinking but also a deep understanding of the issue being discussed.

In addition to having to thoroughly understand the Vietnamese political system, learning through the National Assembly meeting model and discussing real issues has helped me increase my understanding of society and the legal framework related to this issue."

Minh Tuan expressed that the chosen topic is also very meaningful, very close to the issue that everyone is interested in: construction permits and management of mini apartments.

"When we heard about the recent mini apartment fire, we were very sorry and had many questions. The process of studying this project in the subject of Economic and Legal Education helped us learn more about the mini apartment model, understand better why the current situation still exists and hope to have solutions to overcome it," Tuan said.

Find ways to reduce stress and increase excitement

Starting from the difficulties of students in receiving a large amount of knowledge and high academic content about the structure, characteristics, organizational principles and operations of the state apparatus and political system of our country, the teachers of the Department of Economics and Law (Olympia School) have created an interesting learning and experiential model.

By helping students understand the functions, tasks, and importance of the state apparatus, teachers also arouse a sense of responsibility in them. So that each student, during and after the lesson, ponders and strives to find solutions to answer the big question: "As a citizen, what can I do to support and monitor the state apparatus?"; "If I were a state management agency, what would I do to solve the current problems?".

The "Question and Answer Session" is the final activity in the project, for students to demonstrate everything they have prepared during the information search process.

Ms. Ngo Thu Ha, one of the two project leaders of this study, when talking about the reason for letting students experience the National Assembly meeting model, said: in the 10th grade program, students will learn very heavy knowledge about the constitution, law, structure and functions, tasks of the Vietnamese political system and the state apparatus. This knowledge is very heavy, massive, specialized and abstract. Students in previous years have complained that it is difficult to learn and difficult to access.

From those difficulties of students, the teachers of economics and law sat together and from the 2022-2023 school year decided to organize projects for students to role-play according to the model of a National Assembly meeting. Although this is a simplified model, it also helps students to visualize the state apparatus more easily in a realistic and vivid way.

Ms. Ma Thi Thanh Xuan, teacher   Olympia School said that the reporting session is the final activity in the project, for students to demonstrate everything they have prepared during the information search process. Students rely on the written report to confront, making the problem deeper, interacting in many ways.

During the preparation process, students said that if they had difficulty understanding the law, they would discuss it with their family members. From there, the learning project does not stop at the school, learning is not only in the classroom but also extends to the family. Students can take advantage of knowledge from their parents and the community to make their lessons richer and more profound. That increases the meaning of practicing information searching skills and teamwork for the students themselves.
