Implementing Resolution No. 03, dated November 3, 2021 of the City Party Committee on the mobilization and rotation work associated with the arrangement of leadership and management cadres for the period 2021 - 2025, up to now, Dien Ban has mobilized and rotated 37 cadres. Of which, 13 comrades were transferred from the town to the grassroots level and 3 comrades were transferred vice versa; 8 comrades were transferred from one commune to another; 13 comrades were transferred from one department to another.

According to Mr. Tran Hai Van - Standing Deputy Secretary of Dien Ban Town Party Committee, the implementation of Resolution No. 03 contributes to innovation and improvement of the quality of personnel work; timely strengthening of key cadres in a number of localities and agencies and units to stabilize the organization and promote the implementation of political tasks.

At the same time, create conditions for cadres, especially young and promising cadres, in the planning to be trained and challenged by practice; overcome the local and closed situation in cadre work; proactively prepare and supplement the source of successor leaders and managers.

The work of training and fostering cadres continues to be focused on, in line with the practical situation and helping to use the province's cadres in accordance with the issued plans and projects...”.

“The mobilization, rotation and arrangement of some key leadership positions that are not local people have initially achieved results. The majority of the mobilized and rotated cadres have matured, accumulated practical experience and have many innovations in leadership, direction and management methods, contributing to comprehensively promoting the emulation movement in the locality,” said Mr. Van.

In the last 3 terms, Thang Binh identified human resource development as one of the key and breakthrough tasks of the district to lead, direct and implement.

Sharing about the local approach, Mr. Phan Cong Vy - Secretary of Thang Binh District Party Committee said that the Standing Committee of the District Party Committee focuses on rotating cadres for training and fostering, and thereby also focuses on replacing some local and sector cadres whose capacity is still limited and does not meet the requirements of the task.

This is a very important solution for key local officials to be aware of their responsibility for their work, not to push things away, avoid them, and dare to face difficulties at the grassroots level.

“Taking care of the Party's fundamental work, through assessment, the quality of planning for the District Party Executive Committee, the District Party Standing Committee and Party and government leadership positions for the 2025-2030 and 2026-2031 terms is higher than the previous term.

Specifically, for the district Party Committee planning for the 2025-2030 term, the proportion of cadres with senior qualifications and political bachelor's degrees will reach 63% and 100% of cadres with university and post-graduate degrees; the proportion of female cadres will reach 34.1% and the proportion of young cadres will reach 29.5%," said Mr. Vy.

Prepare personnel for the congress

"To develop, we must focus on building a team of cadres" - with this viewpoint, at the beginning of each congress term, the Quang Nam Provincial Party Committee has summarized, evaluated and issued a new resolution on cadre work, with breakthrough solutions and tasks, strategic in nature, linked to practical requirements.

During the 2020 - 2025 term, the Provincial Party Committee issued Resolution No. 20, dated December 20, 2021 on improving the quality of staff, staff work and perfecting the organizational apparatus for the 2021 - 2025 period, with a vision to 2030.

The Provincial Party Standing Committee issued Resolution No. 21, dated February 10, 2022 on ethnic minority cadre work for the period 2022 - 2025, with a vision to 2030. On that basis, the whole province focused on leading the implementation.

Evaluating the implementation results, according to the Provincial Party Standing Committee, the personnel work is being carried out in a disciplined and strict manner. The decentralization of personnel management is becoming more and more specific.

The work of evaluating cadres has many innovations in content and methods, is more substantial and ensures publicity and transparency. The planning of leadership and management cadres ensures the motto of "dynamic" and "open", and is feasible.

Notably, the work of training and fostering cadres is increasingly expanding in scope and subjects, focusing on specialized training and fostering according to title standards at home and abroad.

Up to now, the whole province has sent 576 comrades to study advanced political theory, 647 comrades to study intermediate political theory and organized training at home and abroad for 310 cadres under the management of the Provincial Party Standing Committee...

To prepare a step for the Party Committee personnel for the 2025 - 2030 term, the Provincial Party Committee Standing Committee requested Party Committees and Party organizations to focus on leading and directing the review, analysis of structure, and evaluation of cadres; based on the number, structure, position, and number of re-elected Party Committee members to supplement the planning from the fourth quarter of 2024.

In particular, the planning of the Party Committee is used as the basis for planning leadership and management positions; focusing on planning positions of heads of Party Committees, authorities, the Fatherland Front and socio-political organizations. Paying attention to young cadres, female cadres, and ethnic minority cadres at all levels to create a source of cadres and implement the policy of renewing the Party Committee.
