Raise determination to achieve targets and plans for 2025

According to statistics from the Department of Finance, in the first quarter of 2025, the growth rate of agriculture, forestry and fishery was stable. Aquaculture exploitation faced difficulties but still ensured the goals and plans set for exploitation and aquaculture. The brightest spot was that the index of the entire industry in the first 3 months of 2025 was estimated to increase by 14.8%.

Supply and demand of essential goods are guaranteed, purchasing and consumption activities have increased quite high. Total retail sales of goods and service revenue in the first quarter of 2025 is estimated at VND 20,587 billion, up 12.2% over the same period last year.

The total number of visitors and tourist accommodation in the first quarter is estimated at more than 2.2 million, an increase of 10% over the same period in 2024. Revenue from tourism and accommodation in the first 3 months of the year is estimated at 2,860 billion VND, an increase of 26% over the same period in 2024. Social income from tourism is estimated at 6,721 billion VND.

The investment capital allocation rate has reached 97%, but the disbursement rate (as of March 21, 2025) is quite low, only 5.9%. The total state budget revenue in the province in the first 3 months of the year was VND 5,376 billion, reaching 22% of the estimate (VND 25,000 billion), down 4% over the same period in 2024 (domestic revenue was VND 5,392 billion, reaching 26%, up 2% over the same period).

Total state budget expenditure is more than 6,760 billion VND, reaching 19% of the estimate, equal to the same period in 2024 (development investment expenditure is 3,017 billion VND, reaching 56%, down 23% over the same period; regular expenditure is 3,741 billion VND, reaching 22%, but increasing by 33% over the same period).

Since the beginning of the year, 10 new domestic investment projects have been granted, with a total registered capital of about 623.6 billion VND; 4 new foreign direct investment (FDI) projects have been granted, with a total registered capital of 12.34 million USD.

Comments from localities, departments and branches show that Quang Nam is still facing many challenges (both subjective and objective). According to Chairman of the Provincial People's Committee Le Van Dung, the biggest problem today is still the responsibility of civil servants in performing public duties. This needs to be promptly rectified, highlighting the ultimate responsibility of civil servants to the people and businesses.

To ensure effective operation of state management at all levels, in addition to rectifying public service responsibilities, leaders of functional sectors and localities must be proactive and decisive in directing and operating.

The economy will continue to face difficulties, including the US decision to impose a tax of up to 46% on goods from Vietnam, which will be a huge challenge for businesses, especially some key local manufacturing industries, directly affecting the lives of workers...

The requirement is that no matter how difficult it is to reorganize or merge localities, we must still try to fulfill our duties in the role and position of each cadre and civil servant for the business community and the people.

Chairman of the Provincial People's Committee Le Van Dung emphasized that it is important to continue implementing the approved planning and the conclusions of the Prime Minister in his working session with the province last February. Resolutely, synchronously and effectively implement key tasks; strictly manage revenue sources, prevent revenue loss and tax arrears, and strive to increase budget revenue.

Complete the tasks behind schedule in Project 06. Accelerate the application of digital technology, artificial intelligence (AI), and big data in management, monitoring, and data sharing. Reduce and simplify administrative procedures, create a favorable, transparent, and healthy investment and business environment to support businesses.

Review, develop, promulgate according to authority or submit to competent authorities for promulgation legal documents to amend, supplement, or abolish legal documents containing administrative procedures that need to be adjusted due to the acceptance of new functions, tasks, and powers.

Prepare necessary conditions to ensure the implementation of local government reorganization as directed by competent authorities. Make efforts to promote disbursement, especially for key projects, to serve the target of double-digit growth as planned...
