At the meeting, leaders of the Ministry of Planning and Investment and the planning consultancy unit reported on the planning process and the main contents of the draft Planning for the North Central and Central Coastal Regions for the period 2021 - 2030, with a vision to 2050.
The North Central and Central Coast regions are strategically important areas in terms of politics, economics, culture, society, national defense, security and foreign affairs of the whole country. The region has a coastline of nearly 1,800km, accounting for more than 55% of the country's coastline.

The planning of the North Central and Central Coastal regions for the period 2021-2030, with a vision to 2050, is a step to concretize the National Master Plan, demonstrating the major and fundamental orientations of sectoral and national plans on organizing development space; creating development dynamics, development potential, new development space of the country and the region and specifically demonstrating it on the spatial scope of each locality.
The planning identifies a vision for the year 2050, with the North Central and Central Coast regions being regions with rapid, sustainable and strong development in the marine economy. The planning prioritizes investment and upgrading of key infrastructure systems, especially intra-regional and inter-regional transport and logistics, information infrastructure and digital transformation, education, training, healthcare, disaster prevention, climate change adaptation, etc. Focusing on improving the efficiency of freight transport by sea, rail and road, taking on the role of the gateway to the sea for the Central Highlands, reducing transportation costs, contributing to increasing social labor productivity, increasing the density of economic activities and enhancing the region's competitiveness.
Promote the development of coastal economic space with focus and key points; concentrate on developing a number of dynamic areas and growth poles associated with large regional and international specialized centers of marine economy with the proposal to divide into 3 sub-regions.

At the meeting, experts, scientists and members of the Appraisal Council basically agreed with the draft Planning for the North Central and Central Coastal Regions for the period 2021 - 2030, with a vision to 2050. At the same time, they commented on some contents of the draft planning related to traffic axes, regional connectivity, sea and island tourism, fishing logistics centers, natural disaster prevention, etc. The Appraisal Council members agreed to approve the planning with the condition that it must be revised, supplemented and completed based on comments.
At the meeting, Minister of Planning and Investment Nguyen Chi Dung requested the members of the Appraisal Council to absorb the comments and continue to complete the planning dossier. Accordingly, it is necessary to clarify the limitations, opportunities and challenges of small-scale economies; review, update and specify development orientations and spatial organization. Clearly identify economic sectors with advantages such as marine economy, green economy, offshore wind power exploitation, etc.
Supplementing arguments to clarify the development orientations of spatial arrangement of key and focal sectors in the region; harmonizing the interests of localities in the region according to experts' opinions. Clarifying the infrastructure development plan, focusing on inter-provincial and inter-regional connectivity infrastructure and the urban development roadmap according to the green urban and smart urban models.
Council members closely coordinate with the standing body of the Appraisal Council to review and complete planning documents in accordance with legal regulations with the spirit of urgency and highest responsibility to promptly submit to the Government and Prime Minister for approval.
Ha Tinh has had 62 comments on the North Central and Central Coastal Region Planning for the 2021-2030 period, with a vision to 2050; of which 52 comments on important contents have been accepted and adjusted, such as: not including the Thach Khe iron mine project in the planning; adding the content of establishing a new urban area of Nghi Xuan, developing Ky Anh town into a city; orienting the development of the marine economy for Vung Ang and Son Duong seaports; planning the coastal national highway through Thanh Hoa, Nghe An, Ha Tinh... |
