(PLVN) - State and private capital are being invested in the Lang Son border gate area, helping to improve the infrastructure here, creating favorable conditions for businesses to trade with China.

Lang Son is a northern border province, the "fence" of the Fatherland. Observing on the map, we can see that this locality is an important gateway for Vietnam to connect China with ASEAN countries and vice versa. Lang Son is also the first point of Vietnam on the economic corridor Nanning (China) - Lang Son - Hanoi - Hai Phong (Vietnam), located next to the key economic triangle of Hanoi - Hai Phong - Quang Ninh.
Lang Son has over 230km of border with China, with 12 border gates, including 2 international border gates, 1 bilateral border gate and 9 secondary border gates. This is a very favorable condition for trading goods, especially in the context of increasingly convenient traffic infrastructure from Lang Son to Hanoi, taking only 2-3 hours to travel by road.
In recent years, the country's import and export goods through Lang Son province have continuously grown by double digits. The import and export turnover of the following year is often higher than the previous year. According to the Lang Son Customs Department, in 2024, the total import and export turnover through border gates in Lang Son province will reach more than 66 billion USD, an increase of more than 27% compared to 2023. Budget revenue from import and export activities is estimated at more than 7,200 billion VND, an increase of more than 30% over the same period.
With the current growth rate of import and export goods, expanding and upgrading infrastructure at border gates is an urgent requirement for Lang Son. In fact, the province is focusing a lot of resources on building border gate infrastructure.
According to Mr. Hoang Khanh Duy - Deputy Head of the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, Lang Son province's leaders have identified that the border gate economy is one of the main driving forces for the locality to develop its socio-economic development. When the border gate economy develops, it will lead to the development of many other sectors and fields of the province, thereby increasing budget revenue. Therefore, in recent years, Lang Son province has focused a lot of resources on investing in developing border gate infrastructure.
From 2021 to now, Lang Son has allocated more than 6,800 billion VND from the budget to invest in technical infrastructure in the border gate area. Projects are invested in a focused and key direction, prioritizing urgent, widespread, and highly effective works and projects. Some typical projects that have been invested include the Huu Nghi international border gate building; two specialized routes for import and export of goods through the border gates at Tan Thanh and Huu Nghi; upgrading and renovating the Chi Ma border gate import and export route; upgrading the Huu Nghi - Bao Lam route...
According to the Deputy Head of the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, not only has state capital been invested heavily in the border gate economic zone, but recent years have also witnessed a strong wave of investment from private enterprises in this area. Projects that businesses are interested in investing in are warehouses, transit yards, logistics centers, etc.
According to statistics from the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, from 2016 to 2023, the total social capital invested in the Border Gate Economic Zone is more than 60,000 billion VND. In 2023 alone, more than 11,500 billion VND was mobilized to invest in 12 projects to upgrade and renovate infrastructure at border gates such as cargo transit areas, duty-free zones, export processing zones, etc.
“Many infrastructure investment projects at the border gate have been completed, and many projects are in the process of implementation. These projects contribute to completing the infrastructure of the border gate area, facilitating import and export goods and economic trade with China. The congestion and congestion of goods at the border gate area during peak times has been better resolved,” said the leader of the Dong Dang - Lang Son Border Gate Economic Zone Management Board.
According to Mr. Vi Cong Tuong - Deputy Director of Lang Son Customs Department, in recent years, Lang Son province has called for and issued many policies to attract businesses to invest in infrastructure in the border gate area. These policies have brought positive results. Currently, in the border gate area of the province, there are 39 businesses investing in warehouse services for goods preservation and parking lots. Specifically, businesses have invested in building 28 warehouses for goods preservation, including 8 cold storages and 20 dry storages. Businesses have also invested in building 23 large and small parking lots in the border gate area.
Thanks to the above projects and works, the customs clearance capacity at Lang Son border gate has been continuously improved. From 2020 to now, Huu Nghi international border gate has more than doubled its customs clearance capacity. Tan Thanh area has cleared from 600 to 700 vehicles/day. The customs clearance capacity at Chi Ma border gate has reached an average of 600 vehicles/day. For Dong Dang international railway station border gate, it can reach 120 freight cars/day.
Continue the "super big" projects
Mr. Doan Thanh Son - Vice Chairman of Lang Son Provincial People's Committee said that the border gate economy has always played a very important role in the socio-economic development of the province over the years. Every year, the budget revenue from the border gate economy always accounts for 60 - 70% of the total provincial budget revenue. Therefore, the province always pays attention to and develops the border gate economy, with many policies to attract investors to invest. At the same time, the state budget is also reasonably arranged to develop key and important projects.
According to the Vice Chairman of Lang Son Provincial People's Committee, Lang Son is currently focusing on the smart border gate project. This is a project assigned by the Government to Lang Son for pilot implementation, with a total investment for both phases of nearly VND8,000 billion, of which state capital is more than VND700 billion, the rest is mobilized from private capital. "The project is currently being implemented very actively," said Mr. Son, adding that the project will complete the infrastructure by 2026 and start the pilot in 2027.

According to the leader of Lang Son Provincial People's Committee, this is a highly anticipated project, when completed, it will help goods clear customs between Vietnam and China conveniently and quickly through automatic, unmanned methods. This project aims to soon turn Lang Son into one of the centers, hubs for import-export, trade, services, tourism and key border gate economic activities in the Northeast region; at the same time, it is an important gateway for goods trading between ASEAN countries and the Chinese market and other countries. By 2030, the customs clearance capacity is expected to be 4-5 times higher than the current one, with the total import-export turnover through the smart border gate reaching about 110 billion USD. At the same time, the smart border gate helps to solve the congestion of goods at the border gate area, continuing to create a favorable business environment, attracting businesses to participate in import and export...
Vice Chairman of Lang Son Provincial People's Committee Doan Thanh Son said that in the coming time, Lang Son will continue to have policies to attract investment into the province, including attracting infrastructure projects and services in the border gate area. "We are striving to turn Lang Son border gate area into a modern, vibrant, largest trading area between China and our country and the ASEAN region," said Mr. Son.
Vice Chairman of Lang Son Provincial People's Committee Doan Thanh Son said that currently, there are many logistics enterprises participating in investing in projects in the border gate area. Specifically, Xuan Cuong and Bao Nguyen enterprises are planning to expand the warehouse area to hundreds of hectares in Huu Nghi and Tan Thanh areas. In particular, the Cargo Transit Area project in Dong Dang - Lang Son Border Gate Economic Zone has just completed phase 1 with a total investment of more than 1,100 billion VND. Immediately after that, Viettel Group leased this infrastructure to develop it into a logistics center.
According to a representative of Viettel Group, this center is called a logistics park, the largest in Vietnam. The focus of the project is digital infrastructure and smart management, deployed in the most important functional areas of the park. Specifically, the NOC operation center integrates a comprehensive digital solution to monitor and coordinate all activities. Here, more than 2,000 cameras and a smart management system provide real-time data, helping to optimize operating processes... It is known that phase 2 of the logistics park project will be expanded to more than 143 hectares, with a total capital of more than 3,300 billion VND.
