Planning sustainable development strategy for Ha Long

Ha Long City should place Ha Long Bay cultural space in the chain and inter-regional heritage linkage to create effects and trigger factors for the increase of values ​​of the World Natural Heritage Ha Long Bay. To do this, the city should soon have a survey and research program to deeply identify and evaluate more comprehensively the distribution, reserves, potential, and cultural values ​​of Ha Long Bay and types of heritage (tangible cultural heritage, intangible cultural heritage, documentary heritage) to have a plan to preserve and transform into resources, resources, and mutual support for Ha Long Bay Natural Heritage. On the other hand, the city should also clearly position itself as a coastal city, developing according to the heritage urban model, taking natural and cultural heritage as the goal and driving force for development.

The research, conservation and promotion of the value of Ha Long Bay must also be placed in the relationship and vision with Bai Tu Long Bay and Cat Ba. The city should soon consider contributing to the construction of a second cultural creative space in the high mountains of Yen Tu. In the near future, if Vietnam's proposal for the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Scenic Landscape Complex is recognized by UNESCO, Quang Ninh will have two cultural creative spaces, Ha Long and Yen Tu (one in the high mountains and one in the sea). These two heritages will be the wings to elevate the culture and regional and international status of the heritage city of Ha Long and Quang Ninh province.
