Kinhtedothi - Notice No. 523/TB-VPCP conclusion of Prime Minister Pham Minh Chinh at the first meeting of the Central Steering Committee on implementing the elimination of temporary and dilapidated houses.
However, up to now, the whole country still has about 315 thousand households with housing difficulties (about 106 thousand households of meritorious people, 46 thousand households under the national target program and 153 thousand other poor and near-poor households) that need support to improve housing to ensure safety and stability to "settle down and make a living", contributing to implementing preferential policies for meritorious people, completing the goal of sustainable poverty reduction, and ensuring social security.
In recent times, many housing policies for people with revolutionary contributions, poor households, and households affected by natural disasters have been issued and effectively implemented. Conclusion No. 97-KL/TW of the recent 10th Central Conference clearly stated: Fully and promptly implement poverty reduction policies, promote the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide" in 2025.
The Prime Minister acknowledged, commended and highly appreciated the Ministry of Labor, War Invalids and Social Affairs for promptly coordinating with the Central Committee of the Vietnam Fatherland Front and relevant ministries and agencies to effectively implement the live television program to launch the elimination of temporary and dilapidated houses in early October, mobilizing the largest resources ever (nearly 6,000 billion VND); promptly submitting to the Prime Minister for promulgation the Decision on establishment and the Regulations on the operation of the Steering Committee and carefully preparing for the first meeting of the Steering Committee.
Eliminating temporary and dilapidated houses for poor and near-poor households is an especially important political task.
The announcement clearly stated that supporting housing for people with revolutionary contributions and eliminating temporary and dilapidated houses for poor and near-poor households is a particularly important political task with profound humanitarian significance. Thoroughly implementing the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the People are the masters". Focus on implementing the Program with the spirit of: "clear thinking, high determination, great effort, drastic action, working with high spirit, focusing on key points, completing each task, clearly assigning people, tasks, time, responsibilities, results, and products".
Local authorities at all levels play a decisive role in the success of the Program, paying attention to promoting the role and assigning responsibilities to leaders in reviewing and identifying support objects, mobilizing and effectively using resources; developing plans with specific roadmaps to ensure the completion of the goal of eliminating temporary and dilapidated houses nationwide in 2025.
Diversify resources in a comprehensive, widespread, and inclusive manner. The central government allocates state budget funds for housing support programs and projects for people with revolutionary contributions, national target programs, and housing support projects for poor and near-poor households. Ministries, branches, and localities arrange and allocate sufficient capital for programs according to the set plan. At the same time, call on all people and businesses to diversify forms of support in the spirit of: "whoever has something to contribute, whoever has merits to contribute, whoever has property to contribute, those with a lot to contribute a lot, those with a little to contribute a little".
Strengthen propaganda work, create motivation, inspire society, create movements, organize implementation such as campaigns, festivals to eliminate temporary houses, dilapidated houses, create social consensus for everyone to support, share, join hands to support with the spirit of "leaving no one behind".
Ministries, branches and localities must effectively inspect, supervise and urge the implementation of housing support policies for people with revolutionary contributions, poor households, near-poor households and national target programs according to regulations, avoiding overlapping subjects, exploitation, profiteering, negativity and waste.
Housing support level is 60 million VND/household for new construction and 30 million VND/household for repair.
Regarding the consolidation of the Steering Committee, the Notice clearly stated that comrade Pham Thi Thanh Tra, Minister of Home Affairs, was added as a member of the Steering Committee; comrade Nguyen Thanh Lam, General Director of Vietnam Television, replaced comrade Le Ngoc Quang as a member of the Steering Committee.
The Prime Minister urgently established a Steering Committee at the provincial, district and commune levels, headed by the Secretary of the Party Committee at the same level, to unify leadership and direction from the central to local levels; the completion date is before November 30, 2024. The Steering Committees at all levels shall specify the operating regulations of the Steering Committees at the same level.
Regarding support level: Unify the housing support level for all subjects (except for households under social protection - unable to pay) at 60 million VND/household when building new houses and 30 million VND/household when repairing.
For households under 02 national target programs: mobilize additional socialized resources to ensure the above level; no retroactivity for households that have completed new construction or house repair.
Regarding housing support subjects (other than households with revolutionary contributions): agreed to support the elimination of temporary and dilapidated houses for poor and near-poor households according to data reported by localities to the Ministry of Labor, War Invalids and Social Affairs.
Regarding land for housing construction: agree on the policy of supporting housing construction on land without disputes, assign the Chairman of the People's Committee at district and commune levels to decide according to decentralization or report to competent authorities according to regulations.
Regarding housing models: the Ministry of Construction shall provide guidance and the Chairman of the Provincial People's Committee shall make specific decisions to ensure suitability with the characteristics of each locality.
Regarding materials and labor: localities need to have creative and flexible solutions and methods; strengthen inspection and supervision of prices of construction materials for housing in the area, mainly using local materials; mobilize all support forces, encourage the community to support families, and encourage families to participate in construction. Military and police forces participate in supporting the transportation of materials and construction to reduce costs.
Assignment of tasks to ministries, branches and localities
The Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with the Central Committee of the Vietnam Fatherland Front, the Ministry of Finance and relevant units to: review and complete the Plan for grouping localities, the plan for self-mobilization and allocation of resources to support mobilization; methods and ways of supporting, transferring support funds, and organizing implementation; notify and guide ministries, branches, localities, enterprises, organizations and individuals on the plan for allocating support resources to organize effective and positive implementation, in accordance with the objectives; ensure no duplication, loss or waste.
The Ministry of Construction shall preside over and coordinate with relevant agencies to provide guidance on criteria for determining temporary and dilapidated houses as a basis for determining support beneficiaries.
The Ethnic Committee proactively researched, proposed solutions, and organized a thematic conference to resolve difficulties and obstacles in implementing housing support in the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas.
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to submit to competent authorities for early allocation of funding in 2025 to support housing from the National Target Program on Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development for Ethnic Minority Mountainous Areas for localities to deploy and implement.
The State Bank of Vietnam continues to mobilize credit institutions to actively participate in eliminating temporary and dilapidated houses nationwide.
Ministry of Information and Communications, Vietnam Television, Voice of Vietnam, Vietnam News Agency and news agencies and newspapers: Proactively develop effective propaganda plans and methods, actively mobilize to strongly spread the movement, create a vibrant competitive atmosphere, create social consensus for people and businesses to support, share, and the community to join hands in supporting the elimination of temporary and dilapidated houses.
People's Committees of provinces and centrally-run cities focus on synchronously and drastically implementing housing support for people with meritorious services and the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025".
At the same time, review and take responsibility for data; implement housing support for people with revolutionary contributions, poor households, and near-poor households to ensure the correct subjects, standards, and norms, without overlapping with support activities from the state budget, comply with procedures and processes in accordance with legal regulations, and avoid loss, waste, corruption, and negativity. For additional temporary and dilapidated houses, localities will mobilize resources to support.
Propose that the Central Committee of the Vietnam Fatherland Front directly implement and guide the Vietnam Fatherland Front at all levels: receive support from organizations and individuals to support the elimination of temporary and dilapidated houses through the Fund for the Poor; supervise the implementation of housing support policies for people with revolutionary contributions, poor households, and near-poor households nationwide.
Starting from December 2024, the Steering Committees at all 4 levels will meet monthly to review, urge, and inspect the implementation of tasks, promptly resolving difficulties and problems.
Ministries and agencies that are members of the Steering Committee, according to their assigned functions and tasks, summarize the monthly results of the Program implementation and send them to the Ministry of Labor, War Invalids and Social Affairs for synthesis and reporting to the Head of the Steering Committee.
