The situation of young people breaking the law is one of the issues that society is concerned about. According to statistics from the authorities, in 2024, the number of people under 18 years old who were newly prosecuted was 187 defendants, accounting for a high proportion of the number of defendants prosecuted for crimes against social order, mainly focusing on the crimes of: Intentionally causing injury, disturbing public order, property theft, illegal drug trafficking; the situation of subjects gathering in groups to drive motorbikes swerving and weaving on the road, disturbing public order. To prevent and stop crimes and law violations among young people, the most important thing is to create cohesion and coordination between families, schools and society in strictly managing their children.

In early April 2025, the police force promptly arrested and dealt with a group of teenagers who disturbed public order in Mong Cai City. The violators were aged 15-18 years old, and showed signs of chasing and fighting on some streets in Tran Phu Ward. According to the subjects' confessions, due to personal conflicts, they invited friends to fight. The Provincial Police Department's Investigation Police Agency issued an order to detain people in emergency cases and arrest people in emergency cases for 8 subjects for the act of "Disturbing public order". For the 2 subjects under 16 years old, it was not recommended to apply temporary detention measures, but to establish a file to send them to the commune or wardfor education . The investigation agency continues to consolidate documents to handle them in accordance with the provisions of law.

Previously, in February 2025, from images and clips collected on social networks and data from security and order surveillance cameras, the authorities verified, summoned, and handled 16 young people who gathered, carried weapons, chased and fought each other, and disturbed public order on the inter-route traffic route in Uong Bi City, Quang Yen Town, and Ha Long City.

According to the analysis of psychological experts, adolescents have rapid physical development but their psychology is not stable, lacking life skills, so they are prone to impulsive behavior and lack of rational control. Therefore, to prevent and stop crime and law violations among adolescents, the most important thing is to create cohesion and coordination between family, school and society in strictly managing their children.

Preventing, stopping and repelling juvenile crime, contributing to protecting them from negative impacts, building a healthy lifestyle and good personality is extremely necessary. In recent times, departments, branches, organizations and localities have increased propaganda, education and raised awareness of legal regulations for young people. Thereby, implementing many methods and models suitable for the content of crime prevention and law violations related to people under 18 years old. Typically, the coordination between judicial agencies and localities, schools organize mock trials, thereby effectively propagating the law to students. Authorities coordinate with the education sector to promote crime prevention propaganda among young people through exchanges, extracurricular activities, art competitions, etc. In addition, timely detection, investigation, and discovery of crimes committed by young people and timely and strict handling also contributes to deterring and preventing violations of the law in general and juvenile crimes in particular.

In order to contribute to reducing the number of union members and young people violating the law; preventing, stopping and repelling crimes and drug abuse among young people; contributing to building a generation of Quang Ninh youth and young people who develop comprehensively; have revolutionary ideals; have ethics, civic awareness, and abide by the law; have good health and a healthy lifestyle; enhance the role and responsibility of young people and young people in the cause of building and defending the Fatherland, the Provincial Youth Union Executive Committee has developed a plan for the youth union to participate in preventing crimes and law violations; and preventing drugs among young people, students and pupils by 2030.
