Administrative reform (AR), improving the effectiveness and efficiency of government operations at all levels is one of the three strategic breakthroughs identified in the resolutions of the two Provincial Party Congresses (the 18th and 19th Congresses).
The period 2021 - 2023 is the first half of the term to implement the Resolution of the 19th Provincial Party Congress, which is of great significance in promoting the implementation and striving to complete the goals of the 5-year plan 2021 - 2025.
The Provincial People's Committee has paid attention to and resolutely implemented the direction and operation of administrative reform, directing and requesting departments, branches, sectors and localities to continue to innovate, focus, closely and specifically lead the implementation of important tasks and solutions to promote administrative reform, contributing to improving the effectiveness and efficiency of the operations of agencies, units and local authorities at all levels.
Vice Chairman of the Provincial People's Council Tran Van Ky raised a number of issues in administrative reform after participating in the monitoring delegation.
In the period of 2021 - 2023, the results of the administrative reform index, provincial competitiveness index, satisfaction index, and provincial public administration efficiency index of Ha Tinh are always in the good group of the country and in the leading group of the North Central region.
The work of inspecting the leadership and direction of administrative reform implementation is focused on. Every year, the Provincial People's Committee issues an inspection plan and establishes an inspection team to inspect the direction and organization of administrative reform implementation at all agencies, units and localities.
In the period of 2021 - 2023, the Provincial People's Committee has organized inspections and appraisals to determine the PAR index at agencies, units and localities with more than 129 visits; conducted 6 public service inspections at 3 provincial-level departments and branches, 3 district-level People's Committees and affiliated units. In addition, the Provincial People's Committee has strengthened the direction of inspecting the implementation results of Project 06 and promoted the implementation of public service inspections and examinations, ensuring the abolition of paper household registration books and temporary residence books in handling administrative procedures.

The construction and development of technical infrastructure; the development of integrated platform systems and data sharing are of interest and are gradually put into operation to ensure synchronous, unified, transparent, timely management and create a core database source for digital government development.
100% of units and localities have grassroots initiatives on administrative reform; 12 typical and breakthrough administrative reform initiatives in the province, with novelty, effectiveness and the ability to be replicated nationwide, were selected to submit to the Central Administrative Reform Appraisal Council and were evaluated with the maximum score of the initiative criteria in the Provincial Administrative Reform Index in 2021 and 2022.
The People's Committee of Ha Tinh province directed to continue reviewing and simplifying administrative procedures, especially those related to people and businesses; enhancing coordination between competent agencies; responsibility of heads of agencies, units and localities in handling administrative procedures for organizations and individuals, increasing the satisfaction rate of people and businesses.
The province has also established one-stop-shop units in 216/216 communes, wards and towns; established the Provincial Public Administration Service Center and public administration centers in 13/13 districts, cities and towns.
Despite many achievements, administrative reform work in the province in recent times still has shortcomings and limitations such as: periodic and unscheduled self-inspection of administrative reform at some units and localities is not timely and not regular; there is still a phenomenon of cadres and civil servants doing things for people to ensure the rate of online records as prescribed; some agencies have not proactively made proposals to draft documents; the review and simplification of administrative procedures still have problems and shortcomings to facilitate individuals and organizations, but the effectiveness is not high...
At the meeting, delegates analyzed the causes leading to existing problems and difficulties related to the implementation of administrative reform. At the same time, they proposed tasks and solutions in the direction and management, institutional reform, and administrative procedure reform...

The Chairman of the Provincial People's Committee requested departments, branches and localities to accept and acknowledge the opinions of the members of the monitoring delegation. At the same time, the monitoring delegation must have a full and detailed report, especially pointing out the shortcomings and limitations so that the Provincial People's Committee and all levels and branches can have a comprehensive view of the limitations to overcome and improve the indicators of administrative reform.

Pointing out some shortcomings and limitations, Standing Vice Chairman of the Provincial People's Council Tran Tu Anh suggested that it is necessary to enhance the responsibility of all levels and sectors for administrative reform, especially the responsibility of heads of local Party committees, agencies and units; actively guide and encourage businesses, organizations and individuals to handle administrative procedures through online public services.
Building a team of cadres, civil servants and public employees to ensure standards and titles according to regulations; effectively deploying the application of the provincial-level integrated and shared platform, connecting with the national integrated and shared platform to ensure synchronization of national data systems; paying attention to maintaining the PAR indexes that are at the top, and striving to improve those with low indexes.
After the working session, the delegation will have a summary and full report on administrative reform work in the province and send it to the Provincial People's Committee and key departments and branches.
